Ruto’s Housing Plan Opens 10-Year Tender for Suppliers Ahead of November Deadline

The government has invited companies to bid for a long-term contract to supply and install toilet bowls, washbasins and other bathroom equipment for Kenya’s Affordable Housing Programme, with applications closing on November 17, 2026.

In a notice issued on Tuesday, October 27, the State Department for Housing announced that it was seeking eligible suppliers to provide sanitary ware for housing projects across the country.

The proposed framework agreement will run for up to 10 years, with the government planning to select between three and five suppliers to meet the programme’s requirements.

The tender comes as the government pursues its ambitious plan to construct 200,000 affordable housing units annually, with a target of delivering one million homes over five years.

According to the notice, the selected companies will be responsible for manufacturing, assembling, supplying and installing sanitary ware at designated housing sites. Their responsibilities will also include testing, commissioning and providing maintenance services for the installed equipment.

The government explained that the agreement would help streamline the procurement of bathroom fittings as construction continues across different affordable housing projects.

However, companies that secure the tender should not expect guaranteed orders or a fixed supply volume throughout the contract period.

The ministry clarified that actual purchases would depend on the needs of individual housing projects. This means the number of orders awarded to each supplier could vary depending on demand and construction progress.

Under the proposed arrangement, the government may place orders directly with successful suppliers using the unit prices quoted in their bids.

Alternatively, the ministry may conduct mini-competitions involving at least three suppliers when large quantities of sanitary ware are required. This arrangement is intended to accommodate varying project needs under the long-term agreement.

One of the key conditions is a requirement for successful bidders to establish local manufacturing or assembly operations within two years.

The condition places emphasis on local investment, with suppliers expected to develop operations in Kenya rather than rely entirely on importing finished products.

Companies interested in participating can obtain the tender documents free of charge through the State Department for Housing’s website or the Public Procurement Information Portal.

Interested bidders should review the official tender documents carefully to confirm the eligibility criteria, submission procedures and other requirements before the November 17 deadline.

The opportunity comes as the government continues to develop affordable housing estates in different parts of the country. Some projects have already reached completion, with homes handed over to beneficiaries.

The sanitary ware tender is intended to support the construction programme by providing a framework for sourcing essential bathroom equipment over an extended period.

For prospective suppliers, the agreement offers an opportunity to compete for government procurement contracts linked to the affordable housing initiative.

However, the absence of guaranteed orders means companies will need to consider the potential demand and investment requirements before submitting their bids.
