TOR Explores Plans for Burns and Trauma Hospital and Affordable Housing in Tema
The Tema Oil Refinery (TOR) is considering the establishment of a specialised Burns and Trauma Centre in Tema to provide emergency treatment for workers in the city’s industrial area.
TOR Managing Director Edmond Kombat disclosed the proposal during the Government Accountability Series on October 26, 2026, stating that the facility would help address the demand for specialised medical care following industrial accidents.
He explained that Tema’s large concentration of factories and other industrial facilities makes access to dedicated burns and trauma services particularly important. However, the absence of a specialised centre for such cases remains a concern.
According to Mr Kombat, the proposed hospital is one of several development initiatives being assessed as part of efforts to expand TOR’s activities and secure its long-term future.
He indicated that the refinery has land that could accommodate the project and that the proposal was being considered under the guidance of the President and the responsible minister.
The planned centre would serve workers across Tema’s industrial community, offering specialised medical attention in emergencies involving burns, traumatic injuries and other serious workplace accidents.
Mr Kombat said the initiative forms part of a broader approach to using the refinery’s resources to support industrial operations and address important community needs.
In addition to the healthcare proposal, the TOR managing director revealed that the refinery was exploring the possibility of developing affordable housing for workers, especially those who travel considerable distances to their workplaces.
He said discussions were underway with the Home Ownership Fund to assess options for providing reasonably priced homes for employees and other residents within the Tema industrial area.
The proposed housing development is intended to improve access to accommodation and ease the difficulties faced by workers who live far from their places of employment.
Both projects are among the initiatives TOR is considering as it explores opportunities to expand its role in supporting economic activity and improving living conditions within the Tema enclave.
Although the proposals have been announced, the refinery has yet to confirm a definite implementation timetable for either the Burns and Trauma Centre or the housing development.
