Win for KMTC, TVET and University Students as Ruto Plans This from January 2027
President William Ruto has announced plans to introduce changes to education laws by January 2027 to ensure that students in universities, Technical and Vocational Education and Training (TVET) institutions, and the Kenya Medical Training College (KMTC) are not sent home because of unpaid fees.
The proposed changes are expected to provide relief to thousands of students and parents who have struggled to meet the cost of higher education. Under the plan, students should be able to continue attending classes even when their parents or guardians are unable to clear outstanding fee balances.
Ruto said the government wants access to higher education to be determined by students’ academic ability and financial circumstances rather than their parents’ ability to pay school fees.
The President explained that the proposed legislation is part of a new higher education funding framework that is currently before Parliament. He wants lawmakers to complete the necessary legislative process to allow the changes to take effect from January 2027.
The proposed framework will cover students pursuing different courses in universities, TVET institutions and KMTC, with the government seeking to improve access to education for learners from financially struggling households.
For many Kenyan families, paying university and college fees has remained a major challenge, with some students facing interruptions to their studies because of outstanding balances.
If implemented as proposed, the changes would help prevent students from losing valuable learning time while their families look for money to settle fee arrears.
However, Parliament must complete the legislative process before the proposed changes can take effect. The government will also need to ensure that institutions have adequate funding to continue providing education and other essential services.
The announcement has placed the proposed education reforms at the centre of discussions about the cost of higher education in Kenya.
Students and parents will now be watching closely to see whether the government meets its January deadline and how the new arrangements will work in practice.
