President Ruto’s Proposed PAYE Tax Exemption Faces Political and Economic Scrutiny Ahead of 2027
President William Ruto’s proposal to exempt workers earning up to KSh 32,333 per month from Pay As You Earn (PAYE) tax has sparked an intense political and economic debate, emerging as a critical test for the Kenya Kwanza administration ahead of the August 2027 General Election.
Announced during the Mashujaa Day celebrations in Eldoret, the tax relief initiative is intended to increase disposable income for lower-income households struggling with rising living costs. Under the Treasury’s plan outlined by Cabinet Secretary John Mbadi, the zero-rate PAYE threshold will expand, removing an estimated 362,000 additional formal workers from the tax bracket.
However, the policy includes a significant structural trade-off: the total elimination of the existing KSh 2,400 monthly personal relief. While employees earning up to KSh 50,000 may see modest net monthly savings of up to KSh 596, middle- and higher-income earners making above KSh 50,000 risk paying more in total PAYE, as the loss of personal relief will outweigh the expanded tax-free band. Furthermore, applicable statutory deductions—including Social Health Insurance Fund (SHIF) contributions, the Affordable Housing Levy, and NSSF—will remain intact.
Opposition leaders, including Martha Karua, Ndindi Nyoro, and Fred Matiang’i, have questioned the timing of the initiative, dismissing it as an early campaign tactic ahead of 2027. They contend that the administration should be evaluated on the implementation of past promises rather than new tax-relief announcements. Simultaneously, the Kenya Bankers Association (KBA) has urged the government to consider a broader 5% universal PAYE reduction across all tax bands, arguing that targeting low-income earners alone will not generate sufficient consumer demand to stimulate business growth and formal job creation.
The proposed changes are currently awaiting formal tabling in Parliament via an upcoming Treasury bill, leaving the final legislative approval to determine whether and how the tax structure takes effect.
