Treasury Takes Next Step in 460KM Nairobi-Mombasa Expressway Project
The National Treasury has begun evaluating bids for a transaction adviser, who will help guide the planned expansion of the Nairobi-Mombasa highway into a 460-kilometre expressway.
According to a Treasury status report, the government advertised for the consulting firm on August 11, 2026, and has since moved to the evaluation stage after receiving bids from interested firms.
The selected adviser will assess the project’s technical and financial viability, including traffic demand, engineering requirements, environmental concerns and its potential social impact on communities along the route.
The multi-billion-shilling project proposes expanding the existing Nairobi-Mombasa highway from two lanes to at least four lanes. The upgraded road is also expected to feature controlled entry and exit points, with motorists paying toll fees to use it.
In its report, the Treasury confirmed that the procurement process was ongoing, noting that the expression of interest for the transaction adviser had closed before the end of the first quarter.
“The evaluation of the bids is underway,” the Treasury stated in its update on the project.
The government added that the planned expansion would incorporate cost-effective designs aimed at reducing disruption to local connectivity, particularly for communities and businesses located along the busy transport corridor.
The Nairobi-Mombasa highway is one of Kenya’s most important transport routes, connecting the capital to the Port of Mombasa. It serves thousands of motorists and supports the movement of cargo, agricultural produce and other goods across the country.
The proposed expansion is expected to improve the road’s capacity as traffic volumes and demand for freight transport continue to grow.
According to the Treasury, the expanded road will also form part of the Trans-African Highway network, strengthening connections between Nairobi, Mombasa and other parts of Central and Eastern Africa.
The transaction adviser will play a key role in determining how the project can be implemented, including assessing its costs and overall feasibility before the government makes further decisions.
However, the ongoing evaluation does not mean construction is ready to begin. Further project development and approvals will be required before the expansion can proceed.
