Bad News for Ruto as UDA SG Lands in Trouble After Revealing Plans for the 2027 Elections

UDA Secretary-General Hassan Omar has been summoned by the Independent Electoral and Boundaries Commission (IEBC) over remarks he allegedly made about voting by deceased people.

The commission has directed Omar to appear before its Electoral Code of Conduct Enforcement Committee on Wednesday, October 21, 2026, at Anniversary Towers in Nairobi.

In a notice issued on Wednesday, October 14, IEBC said the summons relates to statements Omar allegedly made during a public rally in Mombasa County on September 11, 2026. The remarks concerned deceased voters and their participation in elections.

The matter is being considered under the Electoral Code of Conduct contained in the Second Schedule of the Elections Act, 2011.

IEBC clarified that the summons will give the former Mombasa senator an opportunity to respond to the allegations before the committee makes its decision.

The commission stated that it would consider the available evidence and Omar’s representations before reaching a determination. It also expects him to honour the summons and cooperate with the proceedings.

The development comes as political leaders begin preparing for the 2027 General Election, with discussions about voter registration, electoral integrity and political campaigns gaining attention across the country.

The issue of deceased voters is particularly sensitive because maintaining an accurate voter register is important for public confidence in the electoral process. Political leaders are also expected to conduct themselves responsibly and respect the rules governing election campaigns.

IEBC has urged politicians, candidates, supporters and other participants to exercise restraint in their public statements and conduct as the country approaches the next general election.

However, Omar has not been found guilty of any breach merely because he has been summoned. The committee is expected to hear his response and examine the matter before making a determination.

The outcome of the proceedings could provide further clarity on the allegations and the commission’s enforcement of the Electoral Code of Conduct ahead of the 2027 polls.
