HERA warns Karak college over 26 unapproved programmes

According to official documents, the institution is registered and authorised to offer only a Bachelor of Studies in Generic Nursing (GBSN) programme. However, a regulatory audit found that the college was allegedly advertising and running several other programmes on its premises without the required legal and regulatory approvals.

The programmes include seven associate degree programmes, four BS programmes and 15 diploma programmes.

In its notice, HERA said the operation of the 26 programmes constituted a prima facie violation of the Khyber Pakhtunkhwa Registration and Functioning of Private Educational Institutions Ordinance, 2001, as amended in 2002. The authority said the alleged conduct involved misrepresentation and could attract legal action under the relevant laws.

The head and owner of the institution have been summoned to appear before the HERA chairman and explain why action should not be initiated against the management. The authority warned that failure to appear on the specified date could result in ex-parte proceedings.

According to the notice, possible measures include financial penalties, closure and blacklisting of the institution, besides legal proceedings. HERA also indicated that the matter could be referred to the Federal Investigation Agency (FIA) and the Anti-Corruption Establishment for further investigation.

In the interest of prospective students and their parents, HERA has also asked the KP secretary for information and public relations to issue a public warning through newspapers against enrolment in the unapproved programmes.

The authority has separately written to the registrars of Gomal University, Dera Ismail Khan, and Sarhad University of Science and Information Technology, Peshawar, directing them to suspend any academic affiliations with the college, if such affiliations exist.

The universities have also been asked not to permit or advise the institution to enrol students in any programme until it obtains valid registration and approval from HERA.
