Mahama Warns Health Facilities Against Charging NHIS Patients Unauthorized Fees
President John Dramani Mahama has warned that health facilities demanding unauthorised payments from National Health Insurance Scheme (NHIS) patients will face sanctions.
Speaking at the 68th Annual General Conference of the Ghana Medical Association in Prampram on Friday, November 6, 2026, the President said he had received complaints that some facilities were demanding additional payments from patients who presented valid NHIS cards.
He said the National Health Insurance Authority (NHIA) was monitoring health facilities to identify providers charging patients outside approved insurance arrangements.
The President said the checks were intended to ensure that NHIS members receive the services covered by the scheme without unauthorised charges.
The NHIA has separately warned that facilities found responsible for illegal charges could face sanctions, including suspension or termination of their NHIS credentials. The authority has also established an anti-fraud and illegal payments directorate to strengthen its response to fraudulent claims and unauthorised fees.
President Mahama said the warning followed government efforts to improve healthcare financing and make payments to providers more predictable.
He said the uncapping of the National Health Insurance Fund had made additional resources available, allowing the NHIA to make monthly payments for submitted and vetted claims. He added that NHIS service tariffs had increased by 50 per cent since August 2026.
According to the President, the reforms are intended to help healthcare facilities procure supplies and maintain services without imposing unauthorised charges on patients.
Mahama said the government’s broader health strategy brings together the NHIS, the Free Primary Healthcare program launched in April 2026 and the Ghana Medical Trust Fund, known as MahamaCares.
The programs are intended to support care from screening and early treatment at the community level through to specialized treatment for selected serious conditions.
