2027 Budget: Mahama Reveals Five Sectors Set to Benefit From $9 Billion Investment

President John Dramani Mahama has announced plans to invest more than $9 billion in sectors with significant job-creation potential between 2027 and 2030 under a new economic policy known as the New Economy.

The initiative is expected to be outlined in the 2027 national budget, which Finance Minister Cassiel Ato Forson is scheduled to present to Parliament on Thursday, November 12, 2026.

Speaking at the 2026 Hogbetsotso Festival on Saturday, November 7, President Mahama said the proposed investment forms part of his administration’s broader strategy to expand economic opportunities and create sustainable employment across the country.

He explained that the next phase of the government’s development agenda would prioritise creating opportunities for Ghanaians to secure decent and sustainable livelihoods.

Mahama indicated that the Volta Region would be among the major beneficiaries of the policy, particularly through investments in textiles, garment manufacturing, commercial agriculture, hospitality and tourism.

According to the President, these sectors have considerable potential to stimulate economic growth, attract investment and generate employment opportunities within the region.

He also acknowledged development projects being implemented in various districts, including the construction of healthcare facilities, classroom blocks and feeder roads, with support from the District Assemblies Common Fund.

The President attributed the increased financial resources available to district assemblies to a directive he introduced after assuming office, which requires that at least 80 per cent of the District Assemblies Common Fund be transferred directly to district administrations.

He said the arrangement was intended to strengthen local authorities’ capacity to undertake development projects and address the infrastructure needs of their respective communities.
