Lobby Groups Give Ruto Government Fresh Demands Over Delayed IMF Corruption Report
Civil society organisations have intensified pressure on President William Ruto’s administration to release a long-awaited International Monetary Fund (IMF) report examining corruption and governance weaknesses in Kenya.
The groups, including Amnesty International Kenya and Okoa Uchumi Campaign, issued their demands on Friday, November 6, calling for the immediate publication of the final Governance and Anti-Corruption Diagnostic Report.
They want the government to formally present the document before Parliament and provide a clear roadmap for implementing its recommendations. The organisations argued that Kenyans have a right to access the findings because public resources and taxpayers’ money were used in preparing the assessment.
Their demands come days after the World Bank ranked Kenya among the most corrupt lower-middle-income countries in its latest Kenya Economic Update. The institution warned that corruption and collusion cost the country approximately 2 per cent of its Gross Domestic Product (GDP) annually through increased fiscal deficits and borrowing requirements.
The IMF assessment was requested by the Kenyan government in September 2024 following the Gen Z-led protests that demanded accountability and better management of public resources. The report was initially submitted in December 2025 before the final version was delivered in June 2026.
The issue was also raised in Parliament on Wednesday, November 4, by Tetu MP Geoffrey Wandeto, who sought clarification on the report’s status. Treasury Principal Secretary Chris Kiptoo has indicated that the government intends to make it public, although no release date has been announced.
The pressure comes as Kenya continues struggling to secure a new IMF funding programme following the expiry of its previous $3.6 billion arrangement in April 2025.
