IMF Challenges Ruto’s Tax Strategy, Urges Government to Expand Tax Base Instead of Raising Rates
The International Monetary Fund (IMF) has urged President William Ruto’s administration to broaden Kenya’s tax base instead of increasing tax rates, raising fresh questions about the government’s approach to revenue collection.
The recommendation comes as Kenya faces mounting fiscal pressures and rising public debt, with the government struggling to balance its financial obligations and the need to fund essential services.
The global financial institution has pointed to the country’s fiscal and debt challenges, which have limited the government’s financial flexibility and increased pressure to raise revenue.
Rather than imposing additional taxes on individuals and businesses already within the tax system, the IMF wants the government to explore ways of bringing more economic activities and taxpayers into the tax net.
Broadening the tax base could involve improving compliance, reducing tax evasion and ensuring that businesses and individuals operating outside the formal tax system contribute their fair share.
The recommendation presents a challenge for the Ruto administration, which has made revenue collection a central part of its economic strategy.
Since taking office, the government has introduced and pursued several tax measures aimed at increasing collections and reducing reliance on borrowing. However, some of these policies have attracted criticism from Kenyans and business groups, who argue that higher taxes have affected household incomes and business operations.
The IMF’s position comes at a time when the administration is under pressure to manage public debt while maintaining funding for development projects and government services.
Expanding the tax base could provide additional revenue without necessarily increasing the rates paid by existing taxpayers. However, achieving this would require stronger enforcement, better tax administration and measures to encourage businesses operating informally to join the formal economy.
The government would also need to address concerns about tax fairness and ensure that revenue collection measures do not place an unequal burden on particular groups of taxpayers.
The latest recommendation puts the government’s revenue strategy under fresh scrutiny as it seeks to strengthen public finances.
For Kenyans, the key question is whether the proposed approach will help increase government revenue without introducing further financial pressure on households and businesses.
