Ghana, Russia agree on 2,000MW nuclear power plant and new defence pact

Ghana and Russia have reached major agreements aimed at strengthening cooperation in energy, defence, agriculture and education, with the proposed construction of a 2,000-megawatt nuclear power plant emerging as one of the most significant outcomes.

The agreements followed discussions between President John Dramani Mahama and Russian President Vladimir Putin on the sidelines of the Russia-Africa Summit in Moscow.

Ghana’s Foreign Affairs Minister, Samuel Okudzeto Ablakwa, announced the developments, describing the outcome of the engagements as an important step towards deepening relations between the two countries.

Under the proposed nuclear energy cooperation, Russia is expected to support Ghana’s ambition to establish a 2,000MW nuclear power facility. The project is intended to strengthen the country’s electricity generation capacity and provide a reliable energy supply to support industrialization and economic growth.

The initiative also revives Ghana’s long-standing ambition to develop nuclear energy, a vision associated with the country’s first President, Dr Kwame Nkrumah.

In addition to the energy agreement, the two countries have agreed to establish a new defence cooperation arrangement aimed at strengthening the capabilities of the Ghana Armed Forces through the acquisition of strategic military equipment.

Another important outcome of the discussions concerns the recruitment of Ghanaians into the Russia-Ukraine conflict. Ablakwa said President Putin had given assurances that Ghanaians would no longer be allowed to participate in the war through voluntary enlistment or irregular recruitment.

Ghana and Russia also agreed to expand cooperation in agriculture, particularly in grain production and fertiliser supplies, as part of efforts to strengthen food security.

Educational cooperation is also expected to receive attention, with Russia pledging to increase scholarship opportunities for Ghanaian students.

The two governments further agreed to revive their Permanent Joint Commission for Cooperation to provide a framework for implementing and monitoring bilateral agreements.

However, important details concerning the proposed nuclear facility, including its location, financing arrangements, construction schedule and implementation timeline, are yet to be fully disclosed.

The agreements represent a significant development in Ghana-Russia relations, although their ultimate impact will depend on the successful implementation of the commitments made by both countries.
