Ghana eases foreign investment rules, raises expatriate quota from 4 to 12
Ghana has relaxed key requirements for foreign investors, allowing eligible businesses to operate with 100 per cent foreign equity ownership without the previous minimum capital requirement, the Ghana Investment Promotion Authority (GIPA) has announced.
The changes were outlined by GIPA’s Deputy Chief Executive Officer, Abdul-Razak Baba, during a panel discussion at the Top Charity Change Makers Africa event in Accra.
Mr Baba explained that the revised investment framework also increases the number of expatriate employees eligible foreign investors can bring into the country from four (4) to twelve (12).
He, however, clarified that investors in sectors such as oil and gas would remain subject to applicable local content regulations.
The changes are intended to make Ghana a more attractive destination for foreign investment by easing entry requirements and providing greater flexibility for businesses seeking to establish operations in the country.
Mr Baba used the engagement to invite potential investors to explore opportunities in Ghana and announced the maiden Invest Ghana Summit, scheduled for November 16 and 17, 2026, at the Kempinski Hotel Gold Coast City in Accra.
Deputy Minister of Trade, Industry and Agribusiness, Sampson Ahi, who also participated in the discussion, outlined government plans to develop economic zones equipped with roads, water and electricity infrastructure.
He said the initiative would help address challenges associated with land acquisition and improve the investment environment for businesses.
