Breaking: Minister Enoch Godongwana Has Announced To Step Into Joburg After Elections, Check Out

South African Finance Minister Enoch Godongwana is preparing for a more direct national government intervention in the City of Johannesburg following the November 4 local government elections, as concerns continue to grow over the municipality’s financial difficulties, infrastructure problems and poor service delivery.

Godongwana has indicated that National Treasury intends to intensify its involvement in Johannesburg regardless of which political party or coalition takes control of the city after the elections.

The proposed intervention is expected to run for three years, with the Development Bank of Southern Africa (DBSA) and other relevant institutions working alongside National Treasury to stabilise the municipality and address its growing challenges.

The minister previously announced that government was developing an intensive turnaround strategy aimed at addressing Johannesburg’s financial and infrastructure problems. He stressed that the intervention would continue even after a new administration takes over.

According to Godongwana, Johannesburg needs sustained support from national government, regardless of the political outcome of the upcoming elections.

The intervention comes as South Africa’s economic hub continues to struggle with mounting financial obligations, weak revenue collection, ageing infrastructure and persistent failures in essential municipal services.

Johannesburg has faced years of political instability, with successive coalition arrangements contributing to uncertainty in the city’s administration. Frequent changes in political leadership have also raised questions about the municipality’s ability to implement long-term development plans.

One of the major concerns facing the city is its financial position, particularly its ability to meet obligations to creditors and maintain essential infrastructure.

National Treasury has previously raised concerns about unauthorised, irregular, fruitless and wasteful expenditure, as well as the municipality’s failure to meet certain financial management requirements.

In July 2026, Treasury temporarily withheld part of Johannesburg’s equitable share allocation over compliance concerns involving municipal financial management.

Godongwana has also warned that municipalities that fail to manage public funds responsibly could face further funding restrictions.

The proposed three-year intervention is expected to focus on improving financial management, strengthening municipal governance, increasing revenue collection and addressing infrastructure challenges affecting services such as water, electricity and waste management.

The DBSA is expected to play an important role in supporting infrastructure development and helping the municipality improve its operational capacity.

However, the success of the proposed intervention will depend on effective cooperation between national government, the incoming municipal leadership and the institutions responsible for delivering essential services.

Johannesburg residents have repeatedly expressed frustration over service delivery problems, including water shortages, electricity disruptions, deteriorating roads and unreliable waste collection.

The November 4 elections are therefore considered particularly important for the future of the municipality, with political parties campaigning on promises to restore accountability, improve services and rebuild public confidence.

With the possibility of another hung council, coalition negotiations could also determine how effectively the next administration works with National Treasury.

Godongwana has made it clear that the national government’s involvement will not depend on which party wins control of Johannesburg.

The intervention is intended to support whichever administration emerges from the elections and ensure that the city’s financial and infrastructure challenges receive sustained attention.

For Johannesburg, the coming months could mark an important turning point as national government prepares to play a stronger role in efforts to restore the country’s largest metropolitan municipality.

The major question now is whether the proposed intervention will translate into meaningful improvements in the daily lives of residents who have endured years of financial instability and deteriorating municipal services.
