Peter Jacobs’ Suspension Takes New Twist as Vuma Reveals What Bheki Cele Allegedly Did Behind

The career of retired Lieutenant-General Peter Jacobs has returned to the spotlight following testimony by former Deputy National Police Commissioner Francinah Vuma about alleged interference in investigations involving senior South African Police Service (SAPS) officials.

Jacobs, who served as the National Head of Crime Intelligence, left the police service in January 2026 after more than four decades in policing. His career began in 1985 when he joined through the Non-Statutory Forces before becoming part of the democratic police service in 1995.

However, his time in the SAPS was marked by controversy, particularly in 2020 when he was suspended over allegations relating to irregular procurement of personal protective equipment (PPE) through the Crime Intelligence secret service account.

Jacobs denied the allegations and maintained that the disciplinary action against him was an attempt to prevent him from investigating corruption within the police service.

The matter subsequently became the subject of several Labour Court battles. Jacobs secured multiple legal victories, with court decisions overturning aspects of the disciplinary proceedings against him.

The controversy has now attracted renewed attention following Vuma’s testimony during parliamentary hearings investigating allegations of corruption and political interference within the police service.

According to Vuma, she faced pressure from then Police Minister Bheki Cele after investigations produced findings implicating Jacobs in alleged irregularities involving PPE procurement.

She told the hearing that Cele was unhappy with the recommendations for disciplinary action against Jacobs and questioned why she had supported the process.

Vuma maintained that her recommendations were based on evidence, statements and information gathered during the investigations rather than personal disagreements with the senior officer.

Her testimony has raised further questions about the relationship between political leadership and police investigations, particularly when senior officials are implicated in allegations of wrongdoing.

The allegations also place renewed focus on how disciplinary matters involving Crime Intelligence officials were handled during that period.

However, the claims presented during the hearings remain allegations and should not be treated as proof of wrongdoing. Jacobs denied the accusations against him, while the questions surrounding the alleged political interference remain part of the broader accountability discussions.

As scrutiny continues around the country’s policing structures, the evidence concerning Jacobs and Vuma’s account adds another important dimension to the debate about independence, accountability and political influence within the SAPS.

The proceedings are expected to keep attention on how sensitive corruption investigations were handled and whether senior officials were allowed to perform their responsibilities without interference.
