Ghana secures nuclear, defence, agriculture and education pacts with Russia – Ablakwa

Ghana has secured six major pacts with Russia covering nuclear energy, defence, agriculture, education and bilateral cooperation.

The agreements were reached following direct talks between President John Dramani Mahama and Russian President Vladimir Putin on the sidelines of the Russia-Africa Summit.

Ghana’s Foreign Affairs Minister, Samuel Okudzeto Ablakwa, disclosed the outcome in a post on his Facebook page on Saturday, October 31, 2026, where he disclosed how successful the Summit has been.

According to Ablakwa, President Mahama secured concrete commitments from President Putin during their direct talks in Moscow.

He said Russia has agreed to work with Ghana to establish “a 2,000 megawatts nuclear power plant to guarantee energy security and anchor industrialization.”

He said the project is “a revival of Osagyefo Kwame Nkrumah’s vision for which he commenced preparatory works but was truncated by the coup of February 28, 1966.”

Ablakwa indicated that the two countries also agreed on “a new defence pact to acquire strategic military assets for the globally respected Ghana Armed Forces.”

Ghana and Russia, he averred, will “enhance our agricultural cooperation aimed at boosting grain production and provision of fertilizers.”

The Minister added that Russia will increase scholarships for Ghanaian students, noting that “Ghana now ranks second as the African nation with the most number of students” studying in Russia.

Meanwhile, the talks also settled the participation of Ghanaians in the ongoing conflict between Russia and Ukraine, including both who chose to do so voluntarily or irregular recruitments.

“Following concerns raised by President Mahama, President Putin has declared that Ghanaians are no longer allowed to participate in the war with Ukraine. This policy applies to all circumstances whether through irregular recruitments or expression of voluntary interests,” the statement added.

He said Ghana and Russia will revive their PJCC, with “Moscow ready to host in the next few weeks.”
