Mahama Secures Six Major Commitments From Putin To Strengthen Ghana-Russia Relations

President John Dramani Mahama has secured six major commitments from Russian President Vladimir Putin aimed at expanding cooperation between Ghana and Russia across several important sectors.

According to a report by MyJoyOnline on October 31, 2026, the agreements followed bilateral discussions held on the sidelines of the Third Russia-Africa Summit in Moscow. Foreign Affairs Minister Samuel Okudzeto Ablakwa disclosed the outcomes, highlighting areas of cooperation involving energy, defence, agriculture, education and security.

One of the key commitments concerns Russia’s willingness to support Ghana’s plan to establish a 2,000-megawatt nuclear power plant. The proposed project is expected to increase electricity generation, strengthen energy security and provide additional support for industrial development.

The two leaders also discussed defence cooperation, with Russia agreeing to work with Ghana on arrangements for acquiring strategic military equipment. The initiative is expected to support the operational capabilities of the Ghana Armed Forces.

In agriculture, Russia has pledged to deepen cooperation by supporting efforts to increase grain production and improve Ghana’s access to fertilisers. The partnership is expected to contribute to food production and strengthen the country’s food security efforts.

Education also featured in the discussions, with Russia agreeing to expand scholarship opportunities for Ghanaian students interested in pursuing higher education in Russian institutions.

Another important issue raised by Mahama concerned Ghanaians reportedly involved in the Russia-Ukraine war. According to Ablakwa, Putin assured the Ghanaian leader that measures would be taken to prevent Ghanaian citizens from joining the conflict through irregular recruitment arrangements or voluntary enlistment.

Additionally, both countries have agreed to reactivate the Permanent Joint Commission for Cooperation (PJCC), with Russia expected to host the next meeting in the coming weeks.

The commitments mark a renewed effort to strengthen relations between the two countries, which established formal diplomatic ties in 1958.
