Ruto Visits Moscow Smart City With 65,000 Homes As Kenya Eyes New Housing Ideas For Its Urban Future
President William Ruto has toured a 1,140-acre smart city development on the outskirts of Moscow, Russia, to explore ideas that could shape Kenya’s affordable housing programme.
The visit took place on Thursday, October 29, 2026. Ruto said the project offers useful lessons on combining housing, technology and public services to create sustainable communities.
The development is led by Sberbank Group, Russia’s largest financial conglomerate. It features 65,000 housing units alongside office spaces, a hospital, schools and a modern waste management facility.
Ruto said Kenya could learn from the project as his government seeks better ways to provide decent homes and improve public service delivery.
The tour comes as the administration continues to push its affordable housing programme. The initiative aims to increase the supply of homes while creating jobs through construction and related industries.
The Moscow project demonstrates how large residential developments can be planned alongside essential services. Residents can have access to healthcare, education and workplaces within the wider development.
Such an approach could help Kenya build estates that offer more than houses. It could also reduce pressure on existing urban infrastructure and ease the burden of long journeys to work.
The inclusion of waste management facilities also highlights the need to consider environmental protection when developing large residential areas.
However, Kenya faces a major challenge in ensuring that affordable housing remains within reach of ordinary citizens. The cost of purchasing or renting homes remains a key concern for many households.
Adopting lessons from Moscow would require adjustments to Kenya’s economic conditions. Land prices, construction costs, household incomes and access to financing would all need consideration.
The government would also need to ensure that housing projects provide reliable infrastructure and essential services without making homes too expensive for intended beneficiaries.
Ruto’s visit comes as his administration explores international approaches to urban planning and housing development.
