Ruto shared a minute-long video clip featuring him at the Talanta Sports Stadium, also known as the Raila Odinga International Stadium.

The clip highlighted the stadium, including a full football pitch, stands fitted with seats in the colours of the Kenyan flag, snippets of the players’ changing rooms, and an aerial view of the stadium.

“6 p.m. October 28. Major announcement,” read the captions in the clip produced by the Presidential Communication Service.

The video shared by the Head of State confirmed that the ‘major announcement’ will be live-streamed on the State House’s official social media channels.

Ruto’s clip hinted that the major announcement could be the official opening of the Talanta Stadium. On October 4, Interior Principal Secretary Raymond Omollo said that the stadium was 94 percent complete.

Earlier, State House Press Secretary Emmanuel Talam issued a media alert, saying Ruto will make a major announcement on Wednesday evening.

“His Excellency Hon. William Samoei Ruto, PhD, C.G.H., President of the Republic of Kenya, will deliver a recorded announcement this evening, Wednesday, 28 October 2026, at 6:00 PM.

Ruto left the country on Tuesday evening for Moscow to attend the Third Russia–Africa Economic and Humanitarian Forum.

He said that the forum is a platform to deepen Kenya–Russia relations and advance strategic partnerships in trade, investment, energy, infrastructure and technology.

“Our focus is on unlocking economic opportunities, strengthening cooperation in peace and security, and advancing Kenya’s development priorities and Africa’s collective prosperity,” Ruto said.

The President also held talks with Robert Mirzoyan, CEO of Wildberries, to explore investment opportunities in Kenya, particularly in e-commerce and digital trade.
