Public Sector Workers to Receive 9% Pay Increase in 2027

Public Sector Workers to Receive 9% Pay Increase in 2027

Public sector employees in Ghana are set to benefit from an increase in their earnings after the government and Organised Labour reached an agreement on a new remuneration package aimed at adjusting workers’ pay and conditions of service.

Under the agreement, workers will receive a 9% increase in total remuneration in 2027, with the adjustment scheduled to take effect on January 1, following negotiations between representatives of the government and organised labour.

The agreed package will consist of an 8-percentage-point increase in base pay and an additional 1-percentage-point allocation towards conditions of service, forming the components of the overall adjustment for public sector employees.

The agreement was announced by the Secretary-General of Organised Labour, Joshua Ansah, following a meeting of the Public Services Joint Standing Negotiating Committee, which brought together the parties to discuss remuneration arrangements for government workers.

The negotiations form part of the process through which the government and labour representatives determine salary adjustments and other employment-related benefits for public sector employees, taking into consideration the interests of workers and the financial obligations of the state.

In addition to the arrangement for the first year, both parties have agreed to a further 10% across-the-board increase in pay for 2028, which will also take effect on January 1 of that year.

The subsequent adjustment will be calculated using the applicable public sector wage bill as of December 31, 2027, providing the basis for determining the remuneration increase under the agreed terms.

The two-year arrangement establishes the framework for salary adjustments across the public sector, with the first package combining changes to basic salaries and conditions of service, while the following year’s increase will apply across the board.

For workers, the agreement sets out the planned adjustments to their remuneration over the two-year period, while the government and labour representatives will be expected to work within the agreed framework as the implementation process progresses.

However, the agreement is not yet final, as it remains subject to the relevant legislative process before it can be fully implemented.

The outcome of the negotiations therefore establishes the proposed pay increases for public sector workers, with the final implementation dependent on the completion of the required legal procedures.
