The Tema Oil Refinery Revival Is Solely The Work Of The Current MD And His Government—Cudjoe

According to a Post on Franklin Cudjoe official facebook account on Tuesday, October 27,2026,President of IMANI Africa, Franklin Cudjoe, has praised the current government and Tema Oil Refinery (TOR) Managing Director, Edmond Kombat, for efforts to revive the state-owned refinery, insisting that the previous administration deserves no credit for its reported turnaround.

In a Facebook post, Cudjoe accused the former government of leaving the refinery in a financially distressed and operationally weak state, while alleging that attempts had been made to sell the facility to politically connected individuals.

He argued that TOR could have been sold off as scrap if not for interventions by himself, Kofi Bentil and the Office of the Special Prosecutor (OSP).

Cudjoe recalled that in November 2025, Kombat invited him to learn about the measures being implemented to restore the refinery, which he described as one of Ghana’s most poorly treated state institutions.

Reflecting on his assessment at the time, the IMANI Africa president said TOR was struggling with heavy debts and low staff morale following years of alleged mismanagement.

He put the refinery’s debt burden at approximately $500 million, claiming that questionable transactions involving people connected to the previous administration contributed significantly to its financial difficulties.

According to Cudjoe, the current managing director has been making gradual progress in addressing the challenges confronting the refinery through debt restructuring, cost savings and the rehabilitation of existing facilities.

He maintained that Kombat was undertaking retrofitting works with internally generated funds rather than relying on fresh borrowing, describing the approach as an encouraging step towards restoring the refinery’s operational capacity.
