Ministry Opens Massive Framework Tenders for Affordable Housing

The Ministry of Lands, Public Works, Housing, and Urban Development issued an official public notice inviting eligible Kenyan companies to bid for long-term framework tenders under the flagship Affordable Housing Programme.

The notice targets suppliers and local manufacturers capable of providing, delivering, installing, and maintaining essential building fittings and sanitary equipment across active project sites nationwide.

Under the framework agreements—which will run for up to ten years—the government aims to pre-qualify three to five companies per category to support the continuous construction of residential blocks.

The scope covers the supply, assembly, installation, testing, and long-term maintenance of essential fixtures, including bathroom sets, plumbing fittings, and water utility components. Interested bidders have until November 17, 2026, to submit their proposals.

The State Department for Housing and Urban Development reiterated its target of delivering 200,000 housing units annually, aiming for a cumulative 1,000,000 units over the next five years.

Government officials emphasized that framework agreements streamline the procurement process, preventing construction bottlenecks while offering reliable commercial opportunities to local enterprises.

To foster economic inclusion, the Ministry encouraged local manufacturers, small and medium-sized enterprises (SMEs), and youth-led businesses to participate in the competitive bidding process.

The tender guidelines require applicants to demonstrate financial capability, technical compliance, and adherence to quality standards established by the Kenya Bureau of Standards (KEBS).

The framework strategy forms part of the government’s broader economic plan to integrate domestic industries into public infrastructure projects.

By sourcing building materials locally, the administration aims to create job opportunities, boost manufacturing capacity, and accelerate unit completions across urban and rural housing developments nationwide.
