Tema Oil Refinery Adopts ‘1-4-4’ Shift System Under 24-Hour Economy Initiative

According to recent reports, Tema Oil Refinery (TOR) Managing Director Edmond Kombat has announced that the state-owned facility is implementing a “1-4-4” operational model as part of the government’s 24-Hour Economy policy.

Speaking on October 26, 2026, Kombat explained that the structural framework assigns four workers across four distinct shifts to cover a single job role. This continuous shift arrangement ensures round-the-clock staffing and uninterrupted industrial operations at the refinery.

The initiative aligns with the broader 24-Hour Economy policy championed by President John Dramani Mahama, which aims to transition key sectors beyond standard eight-hour workdays. By extending operating schedules, the policy seeks to increase industrial output, optimize infrastructure utilization, and create new employment opportunities across key state-owned enterprises.

For a continuous-process facility like TOR—a pivotal pillar in Ghana’s energy and petroleum refining sector—the shift system is intended to enhance operational continuity and workforce management. Distributing duty hours among four rotating shifts allows the refinery to maintain constant production while managing worker fatigue and scheduling requirements effectively.
