Anti-LGBTQ+ Bill: Bagbin Makes Fresh Promise as Parliament Prepares for Second Consideration
Speaker of Parliament Alban Bagbin has expressed confidence that the Proper Human Sexual Rights and Ghanaian Family Values Bill, popularly known as the anti-LGBTQ+ bill, will be passed into law after Parliament conducts a second consideration of the legislation.
He indicated that the bill, which seeks to regulate LGBTQ+ activities in Ghana, would be reconsidered during Parliament’s next sitting following the identification of errors in the version previously approved by lawmakers.
Speaking at the ongoing IPR Ghana 2026 National PR Conference and Excellence Awards in Koforidua, Mr Bagbin stressed that the legislation should be handled as a matter of national consensus rather than partisan politics.
He explained that the initial passage of the bill had been rushed in his absence, prompting him to call for the parliamentary process to be revisited to address the identified shortcomings.
According to the Speaker, the hurried consideration of the legislation, particularly the last-minute amendments, resulted in mistakes that must be corrected before Parliament proceeds with its final decision.
Mr Bagbin maintained that the proposed second consideration would provide lawmakers with an opportunity to review the errors and make the necessary corrections before advancing the bill.
He further emphasised his commitment to ensuring the legislation progresses through Parliament, insisting that the issue carries significant importance for Ghanaians and should not be subjected to partisan divisions.
The Speaker also commended the Minister for Communication, Digital Technology and Innovations, Samuel Nartey George, for his contribution to parliamentary discussions on the bill, noting that his involvement had enhanced Ghana’s standing in the debate.
