Big Win for Kenya as Ruto Announces New Pledges During Mashujaa Day Celebrations in Eldoret

President William Ruto has announced a raft of new pledges aimed at easing the cost of living for Kenyans during the 63rd Mashujaa Day celebrations held at the Kipchoge Keino Stadium in Eldoret, Uasin Gishu County.

Speaking on October 20, 2026, Ruto said his administration is preparing measures to put more money into the pockets of low-income earners and expand opportunities for young people.

Among the proposals announced, the President said workers earning Ksh 32,333 or less per month will be exempted from paying Pay As You Earn income tax, a move intended to help low-income households retain more money for food, transport and school expenses.

He also proposed the removal of the 25 percent import duty on mobile phones, saying mobile devices are no longer a luxury but a necessity and a gateway to jobs and the digital economy.

In addition, Ruto announced plans to exempt land transactions valued at Ksh 1 million or less from stamp duty to make land and property ownership more accessible for ordinary Kenyans.

From January 2027, the government will expand the National Internship Programme to accommodate 50,000 more young people from universities, TVETs and KMTCs, each receiving a monthly stipend to help them transition from learning to work.

President Ruto said the National Treasury will table the proposals before Parliament next week, noting that they are part of his Bottom-Up Economic Transformation Agenda aimed at cushioning Kenyans against high living costs and creating more economic opportunities.
