The humour rested on a very real distinction: the gentle, domesticated Indian water buffalo Ruto referenced bears little resemblance to the notoriously aggressive Cape buffalo roaming Kenya's game parks.
The memes framed the proposal as the government enrolling Kenyans into an extreme sport without their consent.
Bob Marley's Buffalo Soldier resurfaced as the soundtrack of choice for political meme compilations, with many declaring it the country's new unofficial dairy anthem.
Comedian Jack Kadere posted a parody clip pretending to ring the President directly, requesting safety gear before venturing into the bush on a milk collection mission.

Behind the humour lies a genuine crisis. The Kenya Dairy Board recorded a sharp fall in formal milk deliveries, from 84.4 million litres in June to 75 million litres by August, a drop attributed to prolonged drought conditions.
Across many Nairobi estates, a litre of milk now retails at KSh 85, a price point that is squeezing household budgets.
Critics noted a particular irony in the timing of Ruto's remarks: just a day before the summit, the government had publicly celebrated Kenya's status as Africa's largest milk producer.
The contrast between that declaration and the President's suggestion to look abroad for dairy alternatives gave satirists yet more material to work with.
For now, Kenyans are doing what they do best: laughing loudly at the powerful, even when the joke carries a sting.
