Kiharu MP Ndindi Nyoro has expressed support for the establishment of the proposed Dangote oil refinery in Lamu, while calling for transparency around the project’s ownership and investment terms.
Nyoro said investors such as Nigerian businessman Aliko Dangote should be welcomed in Kenya and protected so they can operate without unnecessary interference.
“We support Dangote and the establishment of the Dangote refinery here in Kenya,” Nyoro said.
His remarks come as attention remains focused on the Sh2 trillion project after President William Ruto and Dangote led the groundbreaking ceremony in Lamu on Wednesday, September 30.
The refinery is expected to have a capacity of 700,000 barrels of crude oil per day once completed. It is planned to serve markets across East and Central Africa, including Kenya, Uganda, Tanzania, Rwanda, Burundi, South Sudan, Ethiopia and the Democratic Republic of Congo.
Nyoro, however, has also asked the government to provide more information about the project. He wants Kenyans to know the shareholders and directors of the Kenyan company behind the refinery.
He has further raised questions about the land being provided, Kenya’s possible contribution to the project and whether the value of public infrastructure will be considered in the country’s stake.
The concerns come amid reports that East African countries have been offered a combined 30 per cent stake in the refinery, with Kenya expected to have an initial 10 per cent allocation.
President Ruto has said the Kenyan government will hold a stake and that ordinary Kenyans will have an opportunity to buy shares through the Nairobi Securities Exchange.
The project has also faced opposition from some Lamu residents over land ownership, compensation and public participation. A court case involving residents challenging the project remains active, with another hearing expected in October.
As construction plans move forward, questions over ownership, local participation and Kenya’s investment are likely to remain part of the discussion surrounding the refinery.
