Gachagua Lawyer Reacts as Ruto Gov’t Shuts Down SHA System For A New Model, Demands Answers
Senior Counsel Paul Muite, representing former Deputy President Rigathi Gachagua, has publicly challenged the government following its decision to shut down the Social Health Authority (SHA) provider portal.
The sudden shift towards the Health Information Management System (HMIS) platform has sparked intense debate over public spending and accountability within the ministry.
Health Cabinet Secretary Aden Duale has announced that the state has initiated a nationwide transition to replace the SHA portal across all health facilities.
Duale has directed all hospitals to migrate to HMIS, warning that facilities failing to complete the shift will lose their ability to serve patients.
While public Level 2 to 4 facilities have completed the migration, higher-level and private hospitals have received a one-month extension under the Digital Health Agency.
In response, Senior Counsel Paul Muite has demanded immediate accountability from the Ministry of Health regarding the massive public resources involved.
Muite has questioned the decision to abandon software that reportedly cost taxpayers KSh 104 billion.
He has pressed Cabinet Secretary Duale to clarify whether private vendors who operated the previous platform will issue refunds now that the government has discarded the framework.
Furthermore, Muite has highlighted the glaring contradiction between the state’s persistent assurances and the actual realities on the ground.
He has pointed out that top officials have consistently claimed the SHA system was functioning flawlessly, yet the government has abruptly shut it down for an entirely new model.
As citizens demand clarity, this high-stakes dispute has exposed growing mistrust surrounding digital healthcare management and financial stewardship in Kenya.
