Government Bans Payment of Civil Servants’ Salaries Through These Bank Accounts

The Kenyan government broke its silence today with a strong statement regarding the payment of salaries to civil authorities in many local and regional areas.

The Auditor General’s Office announced today, September 30, 2026, that the Kenyan government has prohibited the payment of civil servant salaries using pooled bank accounts.

The government defended the strategic ban by stating that it is against the Human Resource Policies and Procedures Manual for the Public Service (2016) to pay civil servants through pooled bank accounts.

According to the Kenyan government, several county governments broke the law by paying civil officers at various county departments using pooled bank accounts.

Elgeyo Marakwet, Bomet, and Baringo were identified as key counties for remitting funds to civil authorities who shared a bank account.

The Human Resource Policies and Procedures Manual for the Public Service, 2016, which regulates wage payment in the large public sector, states that civil officers must be paid using their personal bank accounts.
