Meet Dr Eric Oduro Osae, Director General of Internal Audit Agency, Ghana.

A Governance and Public Financial Management expert, Dr. Eric Oduro Osae serves as the current Director General of the Internal Audit Agency.

A Chartered Accountant and Lawyer by Profession, Dr Osae during his days as a young accountant practiced as an Auditor with Coopers and Lybrands (now PWC) and also at the Chamber of Koi Larbie and Co.

Having served as Head of Finance and Accounts at the Institute of Local Government Studies from 2000 to 2010, he was a lecturer in Local Government Finance, Fiscal Decentralization, Public Financial Management (PFM) and Public Sector Accounting in the same institute. The Academic rose to become the founding Dean of Graduate Studies and Research of the institute.

Until his appointment into his current position, he was appointed as the UNDP Technical Advisor on Governance to the Ministry of Local Government and Rural Development from 2017 to 2020. Aside from been a Local Governance Expert, Dr. Osae is also an ADR Professional, Organizational Development (OD) Expert and a Political Economist.

He has over 20 years experience in local governance and decentralisation issues and has written, published and presented over 90 papers at local and international conferences in his area of expertise in several countries. He has consulted widely in local governance on national and international level. He has also served as Organisational Development (OD) Consultant for a number of institutions in both the private and public sector using the Gestalt Approach.

Dr. Osae has served on the Communications and Publications Committee of the Institute of Chartered Accountants, Ghana (ICAG) since 2012 and has been an examiner in Public Sector Accounting and Finance paper of the ICAG for over a decade now.

Aside being a member of the Institute of Chartered Accountants, Ghana (ICAG), he is also a member of the Ghana Bar Association (GBA), Institute of Human Resources Management Practitioners (IHRMP-G), Institute of Directors (IoD), Organisational Development Practitioners Forum of Ghana and the Ghana Association of Mediators and Arbitrators (GHACMA).

An alumnus of Presbyterian Boys Secondary School, Legon, Dr Osae graduated in Accounting at the Institute of Professional Studies now University of Professional Studies, Accra (UPSA). He became a Chartered Accountant and is a member of the Institute of Chartered Accountants (ICA).

He continued with education with a Bachelor of Commerce degree (B.Com) from the University of Cape Coast, a Bachelor of Law (LL.B) degree from the University of Ghana and was called to the Bar after passing from the Ghana School of Law (Barrister at Law) having earned best student in Tax Law.

Dr Osae has a Master of Laws (LL.M) with specialization in law and development and a PhD in Political Economics all from the University of London.

He also has a Master of Alternative Dispute Resolution (ADR) from the PULSE Institute.

Dr Osae’s latest book on “Fiscal Decentralization and Financial Management Practices of Sub- national Government: Evidence from Ghana” is a recommended text book for studies in Public Administration, fiscal decentralization and Public Sector Accounting.
