Born on February 1, 1969 in Axim in the Western Region of Ghana, Charlotte Kesson-Smith Osei was the first woman to serve in the Office of the Electoral Commission of Ghana in 2015 since independence.
Sources indicate that her parents are mixed West African Nationals, but her dad has a parent being a Ghanaian. I’m sure she will be in the best position to resolve this controversy. But let’s stick to this report for now.
The astute Lawyer and former Electoral Commission Chairperson had the chance to school at the Ghana National College, Cape Coast, Ghana for her Secondary education.
She then gained admission into the University of Ghana, Legon to study LL.B Hons., and graduated in 1992 with Second Class Upper (Division). Osei later proceeded to the Ghana School of Law, and in 1994, she was admitted to the Ghana Bar. In Ghana School of Law, Charlotte was adjudged the best student in Conveyancing and Drafting.
The resilient lawyer also holds Master of Laws (LL.M) from Queen’s University, Canada, coupled with a Master’s in Business Leadership (MBL) from the University of South Africa.
Osei has an outstanding experience in various aspects of Law, and has specialised in Corporate/Business Law, Banking, Investment and Employment Law.
Within the private and public sectors, Charlotte has excelled consistently in the provision of legal advice on compliance and regulatory requirements across multiple organizations.
She has also demonstrated a considerable expertise and competence within corporate law, insurance, banking, project financing and public/private partnerships, and served as a Board Member for a number of African causes.
Moreover, she has a rich expertise in negotiating and structuring transactions, and has provided a strong support for Ghanaian companies, foreign investors and International development agencies.
Track Record
Charlotte served as a Teaching Assistant at the Faculty of Law, University of Ghana, Legon, from 1994 to 1995.
And between 1994 and 1997, she worked as a lawyer for Laryea Company, Accra. Osei then served as a Senior Legal Officer at the Ghana Commercial Bank from 1997 to 2002, alongside part-time lecturing in Commercial Law, Company Law, and Law of Contracts at the Faculty of Law, University of Ghana, until 2003.
She further worked as a general counsel for Unibank Ghana (now Consolidated Bank of Ghana) between 2002 and 2005, and from 2005 to 2011, she was the founder and lead counsel for business lawyers, Prime Attorneys.
Before her appointment as the Chairperson of the Election Commission of Ghana in 2015, she was the chairperson of the National Commission for Civic Education.
Osei served as the National Returning Officer for Ghana’s 2016 presidential and parliamentary elections until she was dismissed in 2018 on the basis of financial malfeasance.
Charlotte was further appointed by the United Nations, and confirmed by a Presidential Decree issued by the President of Afghanistan, Ashraf Ghani, as an International Elections Commissioner to Afghanistan in 2019.
She is also a Non-Executive Director for Ghana Reinsurance Company Limited, the Vice-Chair for African Capacity Building Foundation, Harare, Zimbabwe, and a member of the Advisory Board of Ministry of Gender, Children and Social Protection.
