Popular Investigative writer, Mannaseh Azure Awuni has asserted although he did not go to law school like Paul Adom-Otchere did but he understands plain English when he reads the Public Procurement Act.
In a post shared on his official Facebook page on Tuesday, 14th June 2022, he wrote;
“I did not go to the law school like Paul but I understand plain English when I read the Public Procurement Act.”
According to Mannaseh, Paul Adom-Otchere, said that out of the 128,000 cedis, a sponsor paid 50, 000 cedis while the Ghana Airport Company paid the rest. It was on this basis that you said the spent less as compared to what you spent in the past for Christmas decorations.
“The Ghana Airport , you said, invited quotations from two companies and negotiated for discounts.The Ghana Airport Company is a state agency, which is bound by the Public Procurement Act.” Manasseh added.
Manasseh quizzed Paul about how that transaction did not fall under the public procurement laws of Ghana? “Or are you charging the board of the South Sudan Airport Company?”
“It seems the “I-catch-you” journalism has caught you and you need to answer to the right authorities.” Mannaseh Azure asserted.
The comments comes as a background to the Christmas tree bought by Paul Adom-Otchere for the Ghana airport which has been revealed that there was no procurement.
Paul Adom-Otchere in his January 7 release stated that “Two separate suppliers were invited to submit bids and that the “bids were discussed and discounts obtained”, the Transport Ministry said in its letter “there was no procurement nor bidding process for the award of contract”.
