Send The Money Back To Togbe Afede Or: Paul Adom-Otchere Threatens Court Action Against State

There have been a lot of reactions to the rejection of the ex-gratia by Togbe Afede after the latter returned an amount to the tune of GHC 365,392.67 paid him by virtue of the fact that he is a retired member of the Councilof State.

Togbe Afede was the President of the National House of Chiefs and as a principle, became an automatic member of the Council of State from 2017 to 2020 when his mandate ended.

Host of “Good Evening Ghana” on Metro TV, Paul Adom-Otchere has waded into the public discussion of the matter and reiterated that the Account General must return the money Togbe Afede rejected back to him.

Reading article 71 and 89 of the constitution simultaneously during his presentation, he indicated that the “ex gratia” paid Togbe Afede followed due process and that it is in consonance with the terms and conditions of the office he occupied as prescribed by the constitution.

”The payment of the “ex gratia” is not corruption because it is provided for by the laws. If it is corruption then the law is corrupt. No one should assume moral background and make it look as if Togbe has done the extraordinary. It is part of his condition of service. The Accountant General should return the money back to him because it is his money or else I would take a writ at the High Court” he proffered among other things.

Paul Adom-Otchere also reiterated that if Ghanaians want “ex gratia” to be scrapped, then there must be a conversation around it.
