The UK government views these individuals as key enablers of Putin’s administration.

Ramon Abramovich, the owner of Chelsea, was the first to experience the UK government’s severe vetting of major supporters of Putin’s regime, as the Oligarch was forbidden from staying in the UK indefinitely due to his suspected ties to the Russian government lead by Vladimir Putin.
Additionally, the UK government’s censure against Russian oligarch Roman Abramovich is clear by the oligarch’s months-long absence from Chelsea’s home game at Stamford Bridge.
The billionaire who took control of Chelsea in 2003 transformed the club from a mediocre mid-table team to Champions of the World, a title they recently won in the United Arab Emirates following their victory in the 2021 Club World Cup. However, it appears as though his time to physically assist the club in his own way has come to an end following his ban from living in the United Kingdom.
Usmanov Alisher:
Everton-linked Usmanov’s assets have been frozen due to his close relationship with Russian President Vladimir Putin. The Uzbek-born millionaire is one of many facing sanctions as political tensions in Eastern Europe reach a boiling point.
Usmanov is a close friend of Toffees owner Farhad Moshiri, but he is now prohibited from entering EU territory or conducting business there, as part of a package of restrictions aimed at limiting the Kremlin’s and its associates’ powers.
The European Council announced Usmanov’s ban on Monday 28th February 2022, and the measure was done in response to actions undermining or threatening Ukraine’s territorial integrity, sovereignty, and independence.
