AU Presents Proposals for Solution of Conflict in Libya

    Luanda — The African Union (AU) Friday came up with proposals for a frame-agreement enabling the parties involved in the conflict in Libya to tackle the crisis hitting the North Africa country.

    According to a communiqué distributed Saturday to Angop, in Malabo, Equatorial Guinea, the proposals are intended to put an end to the ongoing conflicts, protect the civilians and supply humanitarian assistance.

    The accords also aim at creating conditions for a political process that meets the Libyan people’s desire related to democracy, good governance and respect for human rights in the country.

    The document also states that the planned political process requires a national dialogue under the auspicious of the African Union and United Nations, in collaboration with Arab League and the European Union.

    Under these proposals it is recommended a strict observance of resolutions 1970 and 1973, of the UN Security Council, which imply the coming into effect of a comprehensive cease-fire and increasing of a credible and efficient supervising mechanism.

    The source also alludes to the other stage, which has to do with the implementation of political process conducive to a transition for democratic elections, allowing the Libyan citizens to make a free choice of their leaders.

    The transitional period, according to the document, should be secured by an interim government and other institutions to be agreed exclusively by concerned parties.

    In its turn, the interim government should have the task to draft and adopt a project of constitution and other legislation for the execution of provisional tasks and the conclusion of political reforms.

    The international community would be in charge to protect the civil population and enable the assistance in goods and medicine to the population, as well as taking measures, including sanctions, against all those trying to undermine the transitional process, concluded the document.
