Zambia: Muteteka Followed ECZ Orders

    A WITNESS yesterday testified that Chisamba Member of Parliament (MP), Moses Muteteka, followed Electoral Commission of Zambia (ECZ) instructions to stop campaigns two days before the September 20 tripartite election.

    Mr Grifith Mvula, 40, who was MMD campaign manager in Chisamba testified before High Court Judge, Albert Wood, that allegations that Mr Muteteka provided a number of facilities to the electorate a day before elections were not a true reflection of what transpired.

    Mr Mvula said he and other MMD members had stopped campaigning on September 17 this year after ensuring that all logistics were in place.

    “It is not true that we were still campaigning even on election day. We obeyed the ECZ instructions. All what is being said against Mr Muteteka is not true. We stopped campaigning two days before elections,” he said.

    This is in a case in which losing candidates, Oswald Chulu, of the PF and United Party for National Development (UPND)’s Joel Mboyoma have petitioned the election results in which Mr Muteteka emerged winner.

    Petitioners’ lawyer, Jack Mwiimbu, put it to the witness that there was overwhelming evidence that he was giving fuel to taxi drivers on September 19, this year when the campaign period had elapsed.

    Mr Mvula said he was in charge of all logistics and did not remember distributing anything on the day before the polls.

    He said that the Constituency Development Fund (CDF) he is alleged to have misappropriated was not under his care.

    And former Mines minister, Maxwell Mwale, yesterday appeared in a magistrates’ court for mention, in a case in which he is charged with one count of failing to account for property believed to have been stolen or unlawfully obtained.

    The former minister in the MMD government is alleged to have been in possession of 261 bicycles which were suspected to have been obtained unlawfully on October 18, this year.

    Mwale is on a K30 million bail in his own recognition with two working sureties in their own recognisance.

    The case was adjourned to December 27 for trial.
