Angola: Head of State Promulgates Laws

    Luanda — The Angolan head of State, José Eduardo dos Santos, recently signed and order the publication of the law that authorises legislation to alter the Industrial Tax Code, Income Tax Code, Excise Regulation and Stamp Duty.

    The information is contained in a note from the Office of Communication and Press of the Presidency of the Republic that reached Angop on Thursday.

    According to the source, the president also signed and had it published the law that authorises legislation to define a Special Regime for Exemption of Tax on capitals applicable to interests on external finance granted to Public Business Sector firms in the implementation of the National Housing Programme.

    The president also signed and order the publication of the Presidential Decree that creates and approves the statutes of the Business Foment Institute (IFE), thus altering the statute of the National Institute of Support for Small and Medium Business (INAPEM).

    Signed and ordered published, was also the Presidential Decree that assigns powers to the Vice President of the Republic to coordinate the National Commission for Fight Against Hiv/Aids and Great Endemics, and to the Director of the Technical Office for Urban

    Development of Cazenga and Sambizanga, to sign service contracts and exercise acts for the implementation of the proposal from Suburbana International Consultants PTE. Ltd.

    Other Presidential Decrees signed and ordered published include the one that appoints Edgar Carvalho da Costa Santos to the post of director general assistant of the Special Works Office; that approves the financing contract for the construction of Camama infrastructures, signed between the Finance Ministry and the China Development Bank.

    The Presidential Decrees that approve the contract for the construction and rehabilitation of the terminals of the airports of Saurimo and Luena, signed between Enana-EP and the Inzang/Zangope/Andrade Gutierrez consortium; those that approve the contracts for the

    construction and rehabilitation of the airports of Soyo and Dundo, were also signed and ordered published.

    The president of the Republic also signed the Decree that approves the contract for construction, supply and establishment of maritime passenger infrastructures and those that approve the contract for purchase of motor-bikes, trucks, buses for inter-municipal commuting and vehicles for taxis.
