Fifteen shortlisted candidates will be interviewed today for five vacancies on the Electoral Commission of Namibia (ECN).
The names of the shortlisted candidates are Professor Joseph Diescho, Kaijata Kangueehi, Petrina N. Owusu-Afriyie, Hendrik R. Tjibeba, Joshua N. Amukugo, Albertina Nangolo, Salomon M. April, Ulrich Freyer, Christine Liswaniso, Rodney Guiseb, Cavin Mwinga, Barney Karuuombe, and Awebahe Hoeseb.
Two current commissioners, Lazarus Shatipamba and Notemba Tjipueja, have also been shortlisted, which raised the ire of political players who alleged irregularities during the 2009 National Assembly elections “on the watch” of the incumbent board.
The new commissioners would replace the long-serving chairperson of the ECN, Victor Tonchi, Shafimana Ueitele, and Ruusa Shipiki-Kapolo.
The ECN consists of a chairperson and four commissioners, who are appointed by the President from a shortlist compiled by a selection committee.
This committee is comprised by the Chief Justice of the Supreme Court, a lawyer nominated by the Law Society, and a nominee of the Ombudsman.
Commissioners serve for a period of five years, but can lose their positions for incapacity, or may be removed by the President for misconduct, with the approval of a resolution of the National Assembly.
