		<description><![CDATA[Regional Coordinators of the Ghana Youth Employment and Entrepreneurial Development Agency (GYEEDA) formerly National Youth Employment Programme (NYEP) have condemned Zoomlion’s attempt to justify the service management fees they charge beneficiaries of the Youth in Sanitation Module.Joy News’ investigations have revealed government pays Zoomlion GHS 500 for each beneficiary. But the government has signed a contract with Zoomlion, which allows the company to keep GHS 400 of that money as management fees.This revelation was part of Manasseh Azure Awuni’s investigative report into how questionable contracts government has signed with some service providers are robbing the nation of millions of cedis while beneficiaries’ service conditions worsen.But Zoomlion’s Director of Communications, Robert Coleman, who spoke on the issue on the Super Morning Show, explained that the GHS 400 supports “empirical evidence” of expenses the company incurs, which was submitted to the Ministry of Local Government.He said there were clear evidence of logistics that are sent to workers on the field for anyone to see for themselves.But his explanation has angered some Regional Coordinators of GYEEDA.Also speaking on the Super Morning Show on Wednesday, the Public Relations Officer of the Coalition of GYEEDA Regional Coordinators, Samuel Atta Mensah, challenged the company to provide a better explanation.He said Zoomlion’s expenses under the arrangement it has with the district assemblies, Local Government Ministry, and Ministry of Health leaves the company with only petty expenses to care of.“The district assemblies are paying for final disposal sites, and when you come to the bola containers, the district assemblies are paying for [them too], so virtually government is paying for everything”, he indicated.The Upper East Regional Coordinator of GYEEDA, Kopanamo James Kojo, also told Joy News apart from the Bolga Municipality, shortage of equipment is so widespread some beneficiaries work with their bare hands.Meanwhile, government has given the strongest indication that persons who will be found culpable in the ongoing GYEEDA investigations will not be spared.Briefing the media at the Presidency Wednesday morning, Deputy Information Minister Murtala Mohammmed said government will make public, the findings of a committee investigating the matter.Murtala Mohammed is however asking the general public and the media having relevant information to make them available to the committee to enable them do their work well]]></description>

		<description><![CDATA[The Ministry of Gender, Children and Social Protection, on Wednesday affirmed its commitment to the passage of the Affirmative Action Bill into law, to facilitate the development of women in the country.A statement signed by Mercy Adjabeng, Communications Advisor at the Ministry, and copied to the Ghana News Agency, said: “the Gender Ministry believes that an equal representation of women and men in decision-making will reflect a more accurate composition of the society”.It said the equal representation would also reflect society’s commitment to women and gender issues nationally and internationally.The statement said: “Consequently, the Ministry is fully committed to ensuring the passage of the Affirmative Action Bill to enhance women’s representation in Ghana’s democratic process.”It said the Ministry recognizes that generally, Ghanaian women face a myriad of challenges that make them disadvantaged in terms of representation and participation in the country’s democratic process.The statement said this is shown by the low representation of women in politics and decision making at all levels.It said while there have been some positive developments by all stakeholders and political parties in promoting women’s empowerment and gender equality, the efforts are not commensurate with the results.The statement said several international conventions ratified by Ghana have sections that promote women’s involvement in formal decision-making and mentioned Article 7 of the Convention on the Elimination of all forms of Discrimination against Women .It called on the authorities to take appropriate measures to eliminate discrimination against women in politics and public life.The statement said the Ministry believes that the passage of the Affirmative Action Bill would be a strategy to achieve gender equality; which is Ghana’s only way of attaining gender equality.This is because it would provide legally mandated systems, structures and policies to ensure women’s equal participation.The statement said it is in line with this commitment that the Ministry has spearheaded the process.It said the Ministry had undertaken regional and national consultative stakeholder workshop for inputs on the drafting of the Proposal for the Affirmative Action Bill and a validation workshop, which agreed that the instructions for the drafting of the Bill be submitted to the Consultant engaged for the drafting of the Bill by May 31.The statement said it was anticipated that the Bill if passed into law, would address the startling gender inequalities in the country’s socio-economic and political spheres, to enable women to contribute to national development.]]></description>

		<description><![CDATA[Africa must increase competitiveness or jeopardize future growth, the Africa Competitiveness Report 2013, has warned.It said the strides made by African economies in achieving economic growth must be accompanied by efforts to boost long-term competitiveness if the continent is to ensure sustainable improvements in living standards.The report, on the theme: “Connecting Africa’s Markets in a Sustainable Way,” jointly produced by the African Development Bank, the World Bank and the World Economic Forum, made available to the Ghana News Agency Tuesday, assesses prospects for sustainable growth of 38 African countries.It said regional integration is the key vehicle for helping Africa to raise competitiveness, diversifying its economic base and creating enough jobs for its young, fast-urbanizing population.The report maps out the key policy challenges in establishing a closer regional integration and identifies closer regional integration as an important driver for enhancing competitiveness.It held that Africa’s competitiveness as a whole trails other emerging regions – especially in the quality of institutions, infrastructure, macroeconomic policies, education and technological adoption – while big gaps persists between its highest and lowest ranked economies.The report also looks at Africa’s success in creating the social and environmental factors that are necessary to address these gaps.It said Africa’s exports remain too heavily focused on commodities and its share of world trade remains low, despite numerous regional economic communities and domestic market liberalization.The report identifies cumbersome and non-transparent border administration, particularly import-export procedure, the limited use of Information Communication Technologies (ICT) and persistent infrastructure deficit as major barriers to higher levels of regional integration.It also shows that these challenges are particularly pronounced for Africa’s landlocked economies.It said Africa’s infrastructure deficit presents a serious impediment to regional integration, a problem that is made more pronounced by growth in consumer markets and urbanization.The report said developing adequate and efficient infrastructure would assist African economies to increase productivity in manufacturing and service delivery, contribute to improvements in health and education and help ensure a more equitable distribution of national wealth.It examines how developments in energy, transportation and ICT can be deployed to maximize the benefits of regional integration and looks at how best practice can be deployed to deliver further benefits across the continent.]]></description>

		<description><![CDATA[Ghana will use Intelligent Addressing (IA) technology from the UK to name streets and properties in Ghana.Mr Tony Black, an IA Consultant who participated in a recent workshop in Accra, told the GNA in an interview, that a national address gazetteer will be built alongside the street-naming project.He said IA employs the technique of Unique Property Reference Number (UPRN) and the Unique Street Reference Number (USRN) which would transform national security and other service providers’ ability to respond rapidly to distress calls.Mr Black, who is IA Operations Director, explained that Ghana stands to benefit tremendously from the technology of the property-addressing system as it will improve the quality of location information relating to the delivery of services and protection of life and property.He said IA would establish a spatial information management through National Land and Property Gazetteer (NLPG) and the National Street Gazetteer (NSG).He said both the NLPG and NSG will create a new standard of currency and completeness for location data as the definitive list of addresses in the country.He said the NLPG is arguably the most successful initiative of its kind and size in the world and has won European recognition for its implementation.Mr Black said Ghana stands to benefit from IA’s consultants who were instrumental in the development of the national address gazetteer for England and Wales, which is now managed by a public-sector partnership, GeoPlace.Dr Emmanuel Boakye-Danquah, IA Consultant and Project Director, said Ghana should adopt a holistic approach to the street-naming and property-addressing project by incorporating a wider access to definitive addressing.On the challenge of data collection based on the haphazard placement of buildings in some parts of the country, he said IA has the technical background to use information communication and technology system to collate data on every household in the country.President John Mahama in March this year directed the Minister for Local Government and Rural Development, Kwadwo Oppong Ofosu, at the launch of the National Urban Policy Framework and Action Plan to implement the street naming within 18 months.President Mahama, then Vice President, in August 2012, also launched the National Policy document and operational guidelines on street naming and property addressing system for Ghana.The document was designed by the Ministry of Local Government and Rural Development in collaboration with the German International Cooperation, United States Agency for International Development, World Bank, European Union among other partners.It will, among other things, provide Metropolitan, Municipal and District Assemblies with the policy framework of implementing the street naming and property addressing system, help improve the quality of life in communities and business environment.The street naming and property addressing system would also facilitate the delivery of services especially mail delivery and location for disasters such as fire outbreaks and flooding. ]]></description>
