State House’s request for Shs92b in supplementary funding yesterday passed the first hurdle after the Budget Committee voted to approve the disputed expenditures amid protests.
Some legislators wanted the budget blocked until the government has found money for the nodding disease which has killed about 200 children in northern Uganda.
When the committee chairperson, Mr Tim Lwanga, asked the committee to approve the State House request, some members led by Cecilia Ogwal walked out in protest, while others led by Cerinah Nebanda vowed to block the budget on the floor of Parliament.
“You have approved State House Budget but we are not part of that decision,” Ms Nebanda said. “We cannot approve Shs92 billion yet we cannot even find Shs7 billion for nodding disease.”
At some point, Mr Lwanga threatened to have Ms Nebanda expelled from the committee because of her dissenting views.
