Resignation of Deputy Director-General raises concerns in Public Works department

The Minister of Public Works & Infrastructure, Dean Macpherson, has confirmed the resignation of the Deputy Director-General (DDG) responsible for Real Estate Management Services.

Nyeleti Mthetwa tendered her resignation after being asked to respond to a series of allegations. She also faces a possible suspension.

The Real Estate Management Services branch is responsible for managing the State’s property portfolio, including the leasing of office accommodation for client departments, a portfolio valued at billions of rands.

Minister Macpherson noted that the DDG, alongside the Chief Director, had been sent multiple letters regarding the allegations. While the Chief Director responded to all correspondence and was consequently not suspended, the DDG chose to resign after responding to all but the final letter.

The Real Estate Management Services branch has been under scrutiny previously, having faced “numerous allegations” in the past.

In response to these concerns, Minister Macpherson last year requested the Special Investigating Unit (SIU) to investigate Presidential Proclamations. These proclamations aim to investigate allegations of: Mismanagement and irregular payments related to lease contracts entered into with private landlords, and payment irregularities found in respect of emergency day-to-day maintenance of facilities.

Minister Macpherson stressed that investigations into these allegations will continue to ensure accountability within the Department of Public Works and Infrastructure. He stated that these investigations are part of a broader effort since he assumed office last year to uphold good governance and address wrongdoing.

In a statement, Minister Macpherson reaffirmed his commitment alongside Director-General Mr Sifiso Mdakane, to “upholding good governance, protecting public resources, and ensuring our property portfolio is used for the benefit of all South Africans.”

He added that these efforts are integral to the vision of “turn[ing] South Africa into a construction site, grow[ing] the economy, and creat[ing] jobs.”
