The Member of Parliament for Damongo, Samuel Abu Jinapor, has criticised the government of President John Dramani Mahama for failing to deliver on its much-touted 24-hour economy policy, which the National Democratic Congress (NDC) promoted while in opposition as “one job, three shifts (1-3-3)” aimed at reducing youth unemployment.

Speaking on the floor of Parliament on February 5, 2026, the former Lands and Natural Resources Minister accused the government of deception, arguing that nearly a year into its administration, the policy remains largely unimplemented.

According to him, the only institution currently operating what could be described as a three-shift system is Parliament itself, particularly the Office of the Speaker.

“And I do so forcefully, Mr Speaker. I do so forcefully to state that eleven months into the NDC administration, their flagship programme of a 24-hour economy, the 1-3-3 formula, three shifts for unemployed Ghanaian youth, eight-hourly shifts, the only job today in Ghana that has three people doing shifts is the office of the Speaker of Parliament.

“Mr Speaker? You see, it is only your job that is 1-3-3. It is the only job that is 1-3-3. The job of the Speaker of Parliament is where you have the Right Honourable Alban Bagbin doing one shift, you yourself, Mr Speaker, the First Deputy Speaker (Bernard Ahiafor), doing the second shift and the Second Deputy Speaker (Andrew Asiamah) doing the third shift.

“That is the only job in Ghana that is 1-3-3. But even that is not a 24-hour job and it is not eight-hourly shifts. You don’t do eight-hour shifts, Mr Speaker, “he said on the floor of Parliament.

Jinapor described the government’s handling of the policy as misleading and accused it of raising false expectations among unemployed young people.

“Mr Speaker, this is another gimmick. This is another deception. This is just to buy time. This is just to give false hope to the unemployed youth of this country.

“You promised them jobs. You promised them a 24-hour economy. You promised them the 1-3-3 policy. Eleven months down the road, you have failed to deliver,” he stated.

The Damongo MP insisted that the government must be held accountable for its campaign promises.
