The Government of Ghana has ordered the immediate return of all Diplomatic and Service Passports issued during the previous administration.
The directive, signed by Callistus Mahama, Secretary to the President, was sent to the Chief Director of the Ministry of Foreign Affairs on Tuesday, January 14, 2025.
The notice states that the recall is part of President John Dramani Mahama’s government’s efforts to streamline the issuance of official travel documents and ensure their proper usage

Charles Kipo takes on the role of the Director General of the National Intelligence Bureau, while COP Kofi Boakye is appointed Director of Operations at the Presidency.
Former Chief of Staff Bani will be Mahama’s Advisor on National Security, while DCOP Razak takes on the role of National Security Coordinator.
“Former Chief of Staff Prosper Douglas Bani has been appointed National Security Advisor to the President. Mr Bani, a former Minister for the Interior, brings a wealth of experience and expertise.
“DCOP Abdul-Osman Razak will serve as the National Security Coordinator, ensuring a cohesive strategy across all security initiatives. COP Nathan Kofi Boakye (Rtd.) has been appointed Director of Operations at the Presidency to oversee operational effectiveness in security matters. Charles Kipo has been named Director General of the National Intelligence Bureau,” a statement issued by the Acting Spokesperson to the President, Felix Kwakye Ofosu, reads.
The statement indicated that the appointment shows “President Mahama’s commitment to enhancing national security and ensuring the safety of citizens.”

Charles Kipo appointed as new NIB Director-General

Colonel Festus B. Aboagye (Retired), a renowned security analyst, has expressed concern about former President Nana Addo Dankwa Akufo-Addo’s decision to elevate a number of military officers to higher positions, including Ghana’s Chief of Defence Staff (CDS) Thomas Oppong-Peprah to a 4-Star General, shortly before end of term in January 2025.
Discussions over the necessity of the promotions and their effects on Ghana’s military performance have been triggered by the policy brief “Counting Stars—The Paradox of Sporadic Military Rank Inflation In Ghana’s Democracy,” which was just released.
“When symbols outweigh substance, authority loses its foundation” was the subtitle of the brief in which Col. Aboagye criticized the promotions’ timing and rationale, claiming that they were out of step with Ghana’s contemporary defense reality.
With Ghana’s military strength at about 30,000 soldiers (ranked 113th in the world), a meager defense budget of US$300 million (down 5.4% from 2023), and unfunded plans for critical operational units, he said, “these high-level promotions appear disconnected from institutional needs and current security challenges.”
According to the research, despite the military’s comparatively moderate expansion in size and budget over the past 20 years, the number of generals in the Ghanaian Armed Forces has significantly increased. Between 2004 and 2024, the force strength increased just little, from slightly over 20,000 to less than 30,000 personnel, but the number of General Officer positions more than doubled, from 56 to 125.
Col. Aboagye called this tendency unhelpful, saying, “The number of generals over the past 20 years seems to be inversely proportional to military capability—more stars in command, less capacity to shine on the battlefield.”
Also criticized in the policy brief is the promotion process’s absence of parliamentary scrutiny. The Defense Minister, Col. Aboagye, reported this to the Defense and Interior Committee during a hearing on the budget, without obtaining the necessary parliamentary approval. He highlighted Ghana’s history of military political interventions and said, “This circumvention of democratic processes raises critical questions about civil-military relations and democratic oversight.”
Although the promotions might have been meant to improve Ghana’s military reputation abroad, Col. Aboagye cautioned that without matching expenditures on military equipment and capabilities, they run the risk of compromising operational efficacy and professionalism. Ghana’s intentions to expand its military by adding new infantry brigades, combat support formations, and special operations units between 2015 and 2024 are still mostly unfulfilled, he noted.
The policy brief urges immediate changes to match military promotions to the defense requirements of the country. The paper suggests that it is crucial to establish explicit standards for promotions that are based on operational requirements, force structure, and available resources. Additionally, it recommends putting money into real fighting capabilities rather than ceremonial rank inflation.
The revelations in Col. Aboagye’s analysis have reignited public discourse on the balance between symbolism and substance in Ghana’s military leadership. As the nation continues to grapple with evolving security challenges, many stakeholders are urging policymakers to reconsider the relationship between rank, resources, and readiness in the Ghana Armed Forces.

‘I was scammed’ – Ahuofe Patri calls out food company over fraud concerns

Ghanaian actress and brand influencer Priscilla Opoku Agyeman, popularly known as Ahuofe Patri, has recounted a shocking experience of being scammed while attempting to order fried rice and chicken from the renowned restaurant, Papaye.
In a video, the former “Boys Kasa” series star shared how hunger struck during a film shoot, prompting her to order food.
“The restaurant was close by, but I didn’t want to risk leaving the set and disrupting the schedule, so I decided to order delivery instead,” she recounted.
While searching online for Papaye’s contact information, she was connected with someone who claimed to represent the restaurant.
“They asked me to make payment before delivery, and even though I was hesitant, I decided to go ahead,” Ahuofe explained.
After sending the payment, she received a code via SMS with instructions not to share it with anyone. Shortly afterwards, she received another call demanding the code.
“I told them I wasn’t comfortable giving out the code, but they insisted it was necessary to complete the transaction,” she narrated.
Reluctantly, Ahuofe provided the code, only to realize moments later that she had fallen victim to scammers.
“I received multiple messages authorizing a withdrawal of 300 cedis from my account. I quickly cancelled the transaction,” she said.
Determined to get her meal, Ahuofe drove to the restaurant and purchased the food herself. However, she was shocked by the response she received when she raised her concerns.
“I told the staff what had happened, and they informed me that other customers had also been scammed. But what shocked me the most was their indifference. They didn’t involve a manager or show any urgency to address the issue,” she lamented.

“We are a debt-ridden country in a financial crisis and state institutions are doing this? What is the sense in this and how will it benefit the country? It is disgusting and an eye-sore,” he fumed.
According to Pratt, there are more appropriate ways for these state institutions to show support for the country’s new leadership.
He specifically mentioned that the leaders of these institutions could focus on working hard to improve the growth and development of the institutions they manage.
“If you want to show love to the president, work hard to improve the institutions you are managing. That is a perfect display of love, not the full-page color adverts they are doing. It has no benefit; it is just a waste of funds and resources.”
He continued, “I wouldn’t have minded if these were limited to the president and his vice, but now the bar has been lowered, and even MPs-elect are given that platform. Where did we learn this behavior from?”
Pratt suggested that the country might want to be cautious about wasting funds and resources, especially as the economy faces its challenges, and perhaps consider adopting approaches that could help manage funds more wisely.
“We have to understand that the country is facing hardships so do things that are necessary and not engage in needless things. The amount for these full-page color adverts is exorbitant. Did their various budgets include these adverts? What a mess,” he concluded.

Removing betting tax could scupper IMF program

Member of Parliament for Tano North constituency, Dr. Gideon Boako, has advised President John Dramani Mahama against the removal of betting tax, e-levy, and other taxes.
According to him, scrapping these taxes could threaten Ghana’s deal with the International Monetary Fund (IMF) program, as it would have a negative impact.
The MP indicated that removing these taxes would require introducing new ones, which he is against due to its economic implications.
“We don’t want a situation where you give with one hand and take with the other. They need to be explicit. If they cut taxes, they should not introduce new ones. You can’t cancel e-levy and betting tax and then create another tax to fill the gap.
“If they indeed want to scrap e-levy, betting tax, COVID-19 tax, and emission taxes, the only way to match the debt service to revenue ratio, as required by the IMF program, is to introduce another tax to make up for the shortfall. Otherwise, they don’t have room for maneuver,” he said in an interview with Citi News.
This warning comes after Minister-designate for Finance, Dr. Cassiel Ato Forson, promised to abolish the betting tax, citing its ineffectiveness in preventing youth involvement in betting.
Ato Forson clarified that removing the betting tax would not severely impact the Ghanaian economy, considering the revenue it generates.

After denying the allegations, Palmer claimed he was not contacted again regarding the case, implying that it is no longer being pursued.
In an interview with Asempa FM, Palmer noted that despite the challenges he faced under Okraku’s administration, he hold nothing against him.
“Kurt reported me, claiming I wanted to take his life. My friends know I’m not capable of such a thing. I was invited to the regional police headquarters, where they informed me of Kurt’s accusations, citing our past issues.
“I told them I hold no grudges, having put the past behind me. Since then, the police haven’t contacted me, and the case seems to have died down naturally. He took me to the IGP,” Palmer said in Twi.
Okraku has faced criticism from some football stakeholders since becoming GFA president in 2019, with some believing he has not treated them fairly.

John Jinapor makes u-turn on Gold for Oil policy after calling it a scam
Minister of Energy-designate, John Jinapor, made a surprising retreat over the Gold for Oil policy when he appeared before the Appointments Committee of Parliament on Monday, January 13, 2025.
The policy, introduced by the previous government in February 2023 and championed by then Vice President Dr. Mahamudu Bawumia to mitigate Ghana’s forex crisis and stabilize fuel prices, was heavily criticized by John Jinapor, then Minority Spokesperson on Mines and Energy.
In a post on his X account in November 2023, which was widely reported in the media, Jinapor lambasted Dr. Bawumia for introducing the Gold for Oil policy, describing it as a “scam.”
“When we cautioned them, Dr. Bawumia’s response was, ‘Gold-for-oil is an initiative the textbooks won’t teach you.’ G4Oil was nothing but a scam! The BoG is now seeking to end it,” Jinapor posted on X, referencing a purported intention by the Bank of Ghana to discontinue the policy, which the Central Bank denied at the time.
However, during his appearance before the Appointments Committee, John Jinapor intriguingly embraced the policy he once dismissed as a scam.
“What we will do is review it, analyze it, and ensure that we develop a model that is fit for purpose and guarantees accountability for the gold,” Jinapor said.
In addition to stabilizing the cedi and fuel prices, Jinapor added that the Gold for Oil policy would also support payments to Independent Power Producers (IPPs) and gas suppliers.
To justify his new stance, John Jinapor cited the November 2023 reports alleging an end to the policy, which the Central Bank had denied in a statement at the time.

Accra, Jan 15, GNA – President John Dramani Mahama has ordered the recall of Diplomatic and Service Passports issued by the previous Akufo-Addo’s administration.
Dr Callistus Mahama, the Executive Secretary to the President, in a letter addressed to the Chief Director of the Ministry of Foreign Affairs and Regional Integration, made available to the Ghana News Agency, said the exercise aligned with the Government’s commitment to ensuring the proper use and administration of official travel documents by national and international standards.
“The recall aims to prevent misuse, safeguard the country’s reputation and maintain the integrity of our diplomatic engagement.”
It directed the Ministry to take a number of steps to facilitate the process.
These include issuing a public notice – notifying all holders of Diplomatic and Service Passports issued by the previous administration to return these documents to the Ministry for ‘and re-issuance, where applicable.
Set a Deadline for Compliance: Specify a reasonable timeline for all concerned individuals to comply with the recall latest by 24th January, 2025.
Conduct Verification:
Undertake a thorough review of all returned passports to ensure that they align with the current eligibility criteria for Issuance.
“Your cooperation and expedient action in this regard will contribute significantly to maintaining the credibility and efficiency of our country’s passport system,” the statement said.
“Do not hesitate to contact my office for any further clarification or assistance you may need in executing this important exercise.”

What Mahama said during campaign versus what he is saying as president
Conversations and discussions about the controversial anti-LGBTQ bill have resurfaced under the newly installed government.
The bill dubbed the ‘Proper Human Sexual Rights and Ghanaian Family Values’, which was passed by the 8th Parliament, became a significant point of contention during the tenure of Nana Addo Dankwa Akufo-Addo.
When the private members’ bill was passed with unanimous approval, many speculated that it might receive assent from then-President Nana Addo Dankwa Akufo-Addo, despite the controversy surrounding its criminalisation of homosexuality and its harsh provisions.
Things took an unexpected turn when several lawsuits were filed against the bill, leading to a delay in its signing. Eventually, the bill, which became an albatross for the previous government, remained just a bill and was not passed into law before Akufo-Addo left power.
During his campaign, John Dramani Mahama, who was the NDC’s presidential candidate at the time, expressed his disapproval of same-sex marriages and relationships, emphasising his commitment to ensuring that such practices would not be allowed under his government.
What he said during BBC interview
In December 2024, during an interview with the BBC, Mahama stated that a future NDC government would sign the anti-LGBTQ+ bill depending on its contents and specifics.
According to him, although LGBTQ+ activities do not align with the country’s culture, values, and religious beliefs, there must be thorough scrutiny of what the bill proposes and aims to enforce before it is signed into law.
“It is not an anti-LGBTQ+ Bill, but a Family Values Bill. It was approved unanimously by our Parliament. You see, it’s against our culture, I mean African culture, our religious faith – Muslim and Christian and all that. But I think we must look at the bill, and the president must indicate what he finds wrong with the bill and send the bill back to Parliament or alternatively, he must send it to the Council of State and get the Council of State’s advice,” he stated.
Asked by the interviewer if that is what he would have done, Mahama affirmatively said, “That’s what I would have done.”
What he said during meeting with clergy
During a meeting with the clergy in October 2024, John Dramani Mahama gave his assurance to the clergymen, indicating that under his presidency, such practices will not be tolerated.
“My fathers and mothers in Christ, the current legal impasse created by the Akufo-Addo-Bawumia administration on the Promotion of Proper Human Rights and Ghanaian Family Values Act, which was passed by Parliament, has set a dangerous precedence for our governance. The constitutional directive for action by the president are quite clear and need not have resulted in this stalemate.
“As I’ve publicly stated, I’m a proud member of the Assemblies of God Church and my faith does not support same-sex marriages or relationships (loud applause for over 20 seconds) nor does it support human-animal relationships, or does it allow people to change their gender as they wish. This is a fundamental belief that I hold and is grounded in my faith. I, therefore, assure you that the promotion of LGBTQ+ and all the pluses will have no place in our schools and communities under my administration,” he said.
However, President Mahama’s recent comments on the controversial topic have attracted attention and sparked widespread concern regarding his shift in position.

Addressing a delegation of Catholic bishops from the Ghana Catholic Bishops’ Conference during a courtesy call on January 14, 2025, President John Dramani Mahama suggested a government-sponsored LGBTQ+ bill, as opposed to one led by private members.
According to him, making the anti-LGBTQ+ bill a government-sponsored initiative would allow the country’s cultural values to be integrated into various curricula taught to students and would remove the need for a separate bill aimed at enforcing family values in the country.
“I think it should not be a Private Member’s Bill, but a government-sponsored one. If we were teaching our values in schools, we wouldn’t need to pass a bill to enforce our family values, and that is why I think more than even the family values bill, is us agreeing on a curriculum that inculcates these values into our children as they are growing up, so that we don’t need to legislate it.
“I don’t know what the promoters of the bill intend to do, but I think we should have a conversation on it again so that all of us, if we decide to move on the way forward, we move forward with a consensus,” he said.
President Mahama highlighted the challenges encountered by the initial anti-LGBTQ+ bill, including legal and procedural issues.
“But as far as I know, the bill did not get to the president. And so, the convention is that all bills that are not ascended to before the expiration of the life of Parliaments expire. And so, that bill effectively is dead, it has expired,” he stated.

Market Fires: Tighten security at markets

President John Dramani Mahama has directed the security agencies to tighten security around major markets nationwide in the face of recent market fires.
Revealing that he had asked his security heads to draw a plan to enhance security in the markets, President Mahama underscored the urgency of the situation and tasked his security chiefs to act fast.
“We held a meeting with the security heads [on Monday] to discuss how we can tighten security around all major markets to prevent such occurrences,” he stated.
Mahama stated that, “Just this morning, we heard about a fire at the Techiman Market, which indicates that this trend may continue unless we take immediate steps.”
“I’ve asked the security to arrange with the various security services to tighten security around major markets. We are also asking them to explore installing CCTV cameras at all vantage points of every market,” he added.
President Mahama made the disclosure in Accra on Monday when a delegation from the Katamanto market called on him.
The market in days past was razed to the ground by an inferno, rendering thousands who trade in the market facing a life without a source of livelihood. As part of the security measures, the President noted that the Fire Service had been directed to deploy fire tenders to major markets across the country, especially at night.
Market fires, the President emphasized, might not only be a result of faulty electrical installations but also suspected acts of arson.
“These fires take place at night, and that is what gives us room for suspicion that there are people who are deliberately doing this. In the daytime, you don’t hear that there is a fire [outbreak] anywhere. How the fire can decide that it is only at night that it ignites and burns is beyond anybody’s imagination,” he stated.
This suspicion, the President said, was found in a 2013 investigation his then government commissioned into market fires, which established arson.
“I remember it has happened before, in 2013 when I was newly sworn in as president. There were fires in almost every market, which was quite unusual, and in many cases, the investigations showed that people deliberately set the markets on fire in order to cause chaos and confusion,” he said.
He gave assurance of his government’s resolve to assist the affected traders back into business but said the market should be built into a strong facility.
“[The] Government is determined that nobody should be displaced because of this fire…but we must design it better and make sure that we build it in a better way,” the President indicated.

See deadline for UG’s random bed allocation for Level 100 students
The University of Ghana (UG) has announced the continuation of its Open Random Bed Allocation system for the 2024/2025 academic year.
This initiative, which was implemented in the 2023/2024 academic year, aims to ensure transparency and equity in the allocation of accommodation to newly admitted Level 100 students.
In a notice issued by the Pro Vice-Chancellor (Academic and Student Affairs), Professor Gordon A. Awandare, fresh undergraduate students are encouraged to participate in the process by opting into the system after completing their academic registration.
“Fresh students interested in participating in the random bed assignment must opt in after completing their academic registration. Use this link https://sts.ug.edu.gh/ to access the STS portal and opt-in,” the notice stated.
Students seeking accommodation are advised to finalise their academic registration by Friday, January 17, 2025. The deadline to express interest in the random bed allocation system is Saturday, January 18, 2025, at 9 am. The allocation exercise itself will be conducted on the same day at noon.
Transparency and accountability
The University emphasised that the allocation process would be conducted openly to ensure transparency.
Professor Awandare reiterated the institution’s zero-tolerance policy towards illegal practices involving accommodation. “Under no circumstances should any student or parent/guardian pay money to anyone for a bed. This is illegal, and both the buyer and seller will face sanctions according to university regulations,” he warned.
Additionally, the notice stressed that “perching,” or unauthorised residence in campus accommodation, is strictly prohibited. Students found guilty of this practice will face disciplinary actions.
Accommodation challenges
The Pro Vice-Chancellor acknowledged the ongoing challenges with on-campus accommodation but reassured students of efforts to expand residential facilities. He, however, cautioned that accommodation is not guaranteed with admission, urging students who are unsuccessful in securing a place on campus to make alternative arrangements.
The University said it remained committed to providing fair and transparent systems for its students, ensuring equitable access to its resources.

Tyson Fury announces retirement from boxing again
London, Jan 15, (PA Media/dpa/GNA) – Tyson Fury has claimed he has retired from boxing in a video post on social media.
The 36-year-old former world heavyweight champion, lost his second fight with current title holder Oleksandr Usyk last month in Saudi Arabia.
Fury said in a cryptic video message posted on Instagram: “Hi everybody, I’m going to make this short and sweet.
“I’d like to announce my retirement from boxing. It’s been a blast. I’ve loved every single minute of it and I’m going to end with this: ‘Dick Turpin wore a mask’.
“God bless everybody, see you on the other side.”
Fury had said he had no intention of retiring after a unanimous points defeat to Usyk in December, his second loss to the Ukrainian, who beat the Briton by split decision at the same Riyadh venue the previous May.
Boxing fans had been hoping Fury would finally fight fellow Briton, Anthony Joshua, this year.
Fury, previously announced his intention to quit the sport after he had retained his WBC belt, by stopping Dillian Whyte at Wembley in 2022.
The ‘Gypsy King’ said at the time: “I’ve been in this game 20 years, I’m 34 in a few months.

Mahama Tips Charles Kipo To Head NIB

Why Mahama’s gov’t wants to re-introduce Public Tribunal system – Ayine
The National Democratic Congress (NDC) government, in its manifesto presented for the 2024 general election, promised to reintroduce the public tribunal system, which existed during the Provisional National Defence Council (PNDC) military era for the trial of cases in communities, districts, and regions.
In the past, some people described the public tribunals as a ‘kangaroo’ justice system, considering their modus operandi and the justice systems they employed in dealing with perceived criminals and persons at fault.
Subsequently, they were removed from the justice system following an amendment to the Courts Act, 1993 (Act 459).
The 1992 Constitution, per Article 142, recognises only Regional Tribunals, which it states shall be presided over by a Chairman.
During his parliamentary vetting on Monday, January 13, 2025, the Attorney-General and Minister for Justice nominee, Dr. Dominic Akuritinga Ayine, in response to a question from a member of the Appointments Committee, asserted that the NDC government intended to reintroduce public tribunals in communities and districts, in addition to the already existing regional ones.
He noted that the internal logic of the PNDC law establishing public tribunals was to ensure the active participation of the people, which aligns with Article 125 of the Constitution.
Article 125 of the Constitution states:
(1) “Justice emanates from the people and shall be administered in the name of the Republic by the Judiciary which shall be independent and subject only to this Constitution.”
(2) “Citizens may exercise popular participation in the administration of justice through the institutions of public and customary tribunals and the jury and assessor systems.”
The Attorney-General nominee thus announced that he would be presenting a new bill to comprehensively address the implementation of the letter and spirit of Article 142 of the Constitution.
Mahama orders recall of diplomatic and service passports
The Office of the President has directed the recall of all Diplomatic and Service Passports issued under the Nana Addo Dankwa Akufo-Addo-led administration as part of efforts to enhance the integrity of Ghana’s official travel documents and diplomatic engagements.
In a January 14 letter addressed to the Chief Director of the Ministry of Foreign Affairs, Callistus Mahama, Secretary to the President, emphasised that the recall aligns with the government’s commitment to ensuring the proper use and administration of official travel documents in compliance with national and international standards.
The president set a January 24 deadline for all holders of such passports to submit them to the Foreign Affairs Ministry.
The Ministry’s Chief Director also directed to ensure that a thorough review will be conducted on all returned passports to ensure they align with the current eligibility criteria for issuance.
Diplomatic and Service Passports are essential tools for representing Ghana’s interests abroad.

President John Dramani Mahama has directed the Ministry of Foreign Affairs to recall all Diplomatic and Service passports by January 24, 2025, for re-issuance to those rightfully eligible.
This was contained in a statement issued and signed by the Executive Secretary to the President, Dr. Callistus Mahama, and copied to the Chief Director of the Ministry of Foreign Affairs and dated January 14, 2025.
The government explained that the exercise aligns with its commitment to ensuring the proper use and administration of official travel documents according to national and international standards.
It noted that the recall aims to prevent misuse, safeguard the country’s reputation, and maintain the integrity of our diplomatic engagements.
The presidency further urged the Ministry of Foreign Affairs to issue a public notice notifying all holders of Diplomatic and Service passports issued by the previous administration to return these documents to the ministry for verification and re-issuance, where applicable.
Additionally, the ministry is expected to set a compliance deadline that must specify a reasonable timeline for all concerned individuals to comply with the recall by January 24, 2025 at the latest.

High T-bill yields spur banks’ capital recovery – Fitch Ratings
The banking sector faced severe setbacks after the government’s DDEP
Fitch Ratings has expressed optimism about the banking sector’s outlook, citing stronger profits and improving solvency following significant challenges in recent years.
The agency’s latest report highlights how high yields on Treasury bills have been pivotal in helping banks rebuild capital reserves and remain compliant with regulatory requirements.
The banking sector faced severe setbacks after the government’s Domestic Debt Exchange Programme (DDEP) was introduced in December 2022. The initiative resulted in substantial losses for banks, leaving many struggling to maintain solvency. However, strong profits recorded in 2023 and 2024 have set the stage for recovery.
Fitch noted that these profits are driven largely by high-yield government securities, a trend expected to further bolster banks’ capital positions in 2025.
According to Fitch, “High profits are driving a recovery in the banking sector’s capitalisation after the large losses imposed by Ghana’s DDEP.”
The agency projects that most banks will achieve capital compliance by the end of 2025, even as regulatory forbearance – which temporarily eases capital requirements – expires.
Fitch remains optimistic about the sector’s trajectory, highlighting that banks’ reliance on domestic deposits – rather than external debt – has shielded them from liquidity pressures seen in other markets. While foreign-currency liquidity coverage remains strong, the local-currency liquidity outlook is closely tied to Treasury bill yields.
Sovereign Debt Restructuring Boosts Confidence
Ghana’s ongoing sovereign external debt restructuring has also been a critical factor in stabilising the banking sector. The restructuring, expected to conclude in early 2025, has already yielded positive outcomes – including the October 2024 completion of a Eurobond exchange. This development enhanced Ghana’s access to international finance and eased local currency liquidity pressures.
The improvements led Fitch to upgrade Ghana’s Long-Term Local-Currency Issuer Default Rating to ‘CCC+’ from ‘CCC’. The agency anticipates further macroeconomic stabilisation in 2025, with GDP growth set to rise, inflation projected to decline, and the exchange rate expected to stabilise. These conditions will reduce risks for the banking sector, strengthening its foundation for sustained recovery.
Resilience Despite Elevated Risks
Despite the progress, challenges remain. Non-performing loans (NPLs) in the banking sector have risen, with the NPL ratio climbing to 22.7 percent by October 2024 compared to 18.3 percent a year earlier, according to the November 2024 Monetary Policy Committee statement.
Although the Bank of Ghana has acknowledged these credit risks, it maintains that the sector remains “sound, well-capitalised and liquid.”
The central bank reported significant growth in the sector’s assets, which increased by 42.4 percent to GH¢367.2 billion by the end of October 2024. Private sector credit also showed notable improvement, growing by 28.8 percent compared to a contraction in the previous year.
The central bank’s outlook emphasises the importance of sustained profits, recapitalisation efforts, and strict credit underwriting standards.
“Performance will depend on banks’ adherence to recapitalisation plans and the implementation of prudent credit policies,” BoG Governor Dr. Ernest Addison said in the November 2024 MPC press statement.

Mahama warned removal of betting tax could scupper IMF program

Member of Parliament for Tano North constituency, Dr. Gideon Boako, has advised President John Dramani Mahama against the removal of betting tax, e-levy, and other taxes.
According to him, scrapping these taxes could threaten Ghana’s deal with the International Monetary Fund (IMF) program, as it would have a negative impact.
The MP indicated that removing these taxes would require introducing new ones, which he is against due to its economic implications.
“We don’t want a situation where you give with one hand and take with the other. They need to be explicit. If they cut taxes, they should not introduce new ones. You can’t cancel e-levy and betting tax and then create another tax to fill the gap.
“If they indeed want to scrap e-levy, betting tax, COVID-19 tax, and emission taxes, the only way to match the debt service to revenue ratio, as required by the IMF program, is to introduce another tax to make up for the shortfall. Otherwise, they don’t have room for maneuver,” he said in an interview with Citi News.
This warning comes after Minister-designate for Finance, Dr. Cassiel Ato Forson, promised to abolish the betting tax, citing its ineffectiveness in preventing youth involvement in betting.
Ato Forson clarified that removing the betting tax would not severely impact the Ghanaian economy, considering the revenue it generates.

WAPCo reschedules maintenance works to February 3
The West African Gas Pipeline Company Limited (WAPCo) has announced a revised schedule for its planned offshore pipeline cleaning and inspection exercise, commonly known as “pigging.”
Initially set to commence on January 20, 2025, the offshore pigging has been rescheduled to start on February 3, 2025, to better accommodate the interests of key stakeholders.
In a Wednesday, January 14, statement, the four-week exercise will involve the temporary suspension of reverse gas flow from Ghana’s Western Region to Tema also in Ghana, and the shutdown of key facilities in Tema, Ghana, in Lomé, Togo and Cotonou, Benin. During this shutdown period, WAPCO will replace subsea valves located at these strategic locations to enhance operational safety.
The comprehensive cleaning and inspection exercise is a key regulatory requirement and aligns with industry best practices to ensure the safe and efficient operation of the West African Gas Pipeline (WAGP). The project encompasses the entire pipeline infrastructure, from Itoki in Ogun State, Nigeria to Takoradi in Western Region, Ghana.
The cleaning exercise is in two phases. The first phase, completed in December 2024, involved cleaning and inspecting the onshore section of the pipeline within Nigeria.
The second phase scheduled to run from February 3 to March 2, 2025, will focus on the offshore section of the WAGP, stretching from Badagry, Lagos State, Nigeria to Takoradi, Western Region, Ghana.
WAPCO is required to conduct these inspections every five years, as part of efforts to maintain the integrity of the WAGP and ensure its continued safe and reliable operation across the West African region.

Investigators scale barricades to arrest S Korea’s impeached president
Authorities brave freezing temperatures and cut through barbed wire to reach Yoon.
Yoon Suk Yeol has become South Korea’s first sitting president to be arrested after investigators scaled barricades and cut through barbed wire to take him into custody.
Yoon, 64, is being investigated on charges of insurrection for a failed martial law order on 3 December that plunged the country into turmoil.
He has also been impeached by parliament and suspended from office – but will not be removed from his position until the Constitutional Court rules on his impeachment.
Yoon’s dramatic arrest on Wednesday, however, brings to an end a weeks-long standoff between investigators and his presidential security team.
The Corruption Investigation Office (CIO) had previously attempted to arrest him on 3 January but they were blocked by buses and barbed wire.
But just before dawn on Wednesday, a team of investigators arrived, armed with ladders to climb over the buses and pliers to cut through the barbed wire.
Other officers in the team, which numbered around 1,000, scaled walls and hiked up nearby trails to reach the presidential residence.
After several hours, authorities announced that Yoon had been arrested.
In a three-minute video released just before his arrest, the 64-year-old leader said he would cooperate with the investigators, while repeating his previous claims that the warrant was not legally valid.
He said he witnessed how authorities “invaded” his home’s security perimeter with fire equipment.
“I decided to appear before the CIO, even though it is an illegal investigation, in order to prevent any unsavoury bloodshed,” he said.
Yoon’s lawyers have decried his arrest as “illegal” because the CIO, as an anti-corruption agency, has no power to investigate the insurrection allegations against Yoon. They also claim the warrant was issued by the wrong jurisdiction.
However, officials from the supreme court and justice ministry have maintained that the arrest warrant was lawful.
The opposition Democratic Party’s floor leader, Park Chan-dae, said Wednesday’s arrest showed that “justice in South Korea is alive”.
This arrest “is the first step toward restoring constitutional order, democracy and the rule of law,” he said during a party meeting.
The country is currently being led by Finance Minister Choi Sang-mok as acting president. He was thrust into power after the first acting president, Han Duck-soo, was also impeached by opposition majority parliament.
On Wednesday afternoon, investigators said that Yoon was being questioned but had invoked the right to remain silent.
Yoon is expected to be detained overnight at the Seoul Detention Centre in Uiwang, Gyeonggi Province, approximately 5km (3 mi) from the CIO’s office.
If a court doesn’t issue a detention warrant within 48 hours of Yoon’s arrest, however, he will be released, and free to return to the presidential residence.
Pro-Yoon supporters have continued to protest against the arrest outside the investigating office, where he is being held.
They had gathered outside Yoon’s house on Wednesday morning, along with those opposing him.
The anti-Yoon crowd cheered, clapped and blasted out a “congratulations and celebrations” song when his arrest was announced.
The pro-Yoon camp, however, was dismayed. “We are very upset and angry – the rule of law has broken down,” a supporter told the BBC.
While the vast majority of South Koreans agree that Yoon must be held accountable for the martial law order, they cannot agree on what accountability looks like, Duyeon Kim, an adjunct senior fellow at the Center for a New American Security earlier told the BBC.
On Wednesday morning, the two sides underscored the deep divisions in the country – a sign that the political crisis is not over yet as more uncertainty looms.

These women played critical roles in the redemption of their societies and occupy special places of honor.
In the history of the Jewish people, many women stood out as influential destiny changers. Deborah, a female judge and leader of Israel, was known for her strength, courage, and leadership. Similarly, Esther, a Persian queen of Jewish origin, demonstrated courage and leadership in delivering the Jewish people from annihilation during a critical time in history.
In contemporary times, women are stepping up as first responders, change-makers, and activists that their families and local communities across the world need. Angela Merkel, the erstwhile Chancellor of Germany, exemplifies the epitome of statesmanship, navigating the complexities of European politics with aplomb. Jacinda Ardern, the Prime Minister of New Zealand, has redefined the paradigm of compassionate leadership, demonstrating that empathy, kindness, and strength can coexist in harmony.
Ghana has had a remarkable but chequered political history, with constant shivers that our democratic boat since the inception of the Fourth Republic was about to shipwreck, especially during the last eight years. It was evident that the elected leaders in office were there for themselves rather than the Ghanaian people.
For those who believe in God, they constantly cried and called to Him for deliverance. It is apt to say that He heard and showed mercy, giving Ghana a leadership that has revived the hope and aspiration of the people. This leader, described by those with the ‘seeing eye and the hearing ear’—the prophets—as a man with a good heart, has been brought back into leadership by God. This is reminiscent of Winston Churchill, the former Prime Minister of the United Kingdom, and his role during World War II.
For the first time, providence paired the newly elected President with a woman Vice President. Many observers expect our first-ever Vice President to demonstrate the character of Esther rather than that of Jezebel. Rightly so, as most Ghanaians can attest to the virtuous nature and character of our current Vice President, who, in her previous role as Minister of Education, stood out without blemish. During previous political campaigns in Ghana, political opponents struggled without success to pin any dirt on her.
One is convinced that she is aware that God has chosen her at such a time to support President John Mahama, to restore and catapult Ghana to an enviable status in the comity of nations.
As referenced earlier, women played an essential role in God’s plan for redemption. These were modest and virtuous women who trusted in God and allowed nothing to defeat their faith in fulfilling their divine mandate. They strived in the face of adversity; think of Mary, the mother of Jesus, Hannah, the mother of Samuel, Esther, the Persian Queen, and Deborah, a Jewish judge.
Ghanaians are equally blessed with another virtuous woman of experience who, in her previous lifetime, exhibited great humility with a contrite heart: the current First Lady, Mrs. Lordina Mahama, who can aptly be described as the mother of the nation.
The President’s appointment of new Regional Ministers comes with another novelty: a woman Regional Minister for Greater Accra. With a reasonable number of women elected to Parliament, it is with great expectation that we will see more women appointees. However, it should not just be any woman, but rather virtuous women with a passion for work, with motherly feelings and sympathy, but firm in doing right by Ghanaians. Let God be their guide as they serve in resetting Ghana for the better.
As Ghana navigates the complexities of its Fourth Republic, the nation would do well to draw inspiration from the likes of Queen Njinga of Ndongo and Matamba, who resisted Portuguese colonization with unwavering courage, or Yaa Asantewaa, the Ashanti queen mother who led the rebellion against British colonial rule. These women, like Esther and Deborah, exemplified the heart, symbolizing love, goodwill, patience, faithfulness, fondness, endurance, and consistency.
As the nation looks to the future, it is imperative to recognize the transformative power of women leadership. By harnessing the collective energy, creativity, and resilience of women, Ghana can unlock its full potential, surmounting the challenges of the past to forge a brighter, more inclusive future.
May God continue to endow President Mahama with all that is required to restore permanent smiles to the faces of all well-meaning Ghanaians.

A Plus Threatens To Expose Ex-Minister Over Ahmed Suale’s Murder

Kwame Asare-Obeng, Member of Parliament for Gomoa Central Constituency, has threatened to expose a high-profile minister from the previous government who was allegedly involved in contracting assailants to carry out the murder of investigative journalist Ahmed Suale.
Ahmed Suale was shot dead in Accra on January 16, 2019, in an apparent contract killing.
In a post on his Facebook wall, Kwame Asare-Obeng aka A-Plus said he was invited to the CID headquarters last year to provide information regarding Suale’s murder.
During the meeting, he identified the high-profile minister and disclosed his source, which he claims is highly credible.
A-Plus is demanding that the CID director update the public on the progress of the investigation and indicate whether additional time is required.
If no update is provided within 48 hours, he has vowed to invoke his authority as a Member of Parliament to formally summon the Ghana Police Service to brief Parliament on the case.
He also threatened to use his social media platforms to update the nation on what he knows about the matter, including the name of the alleged perpetrator.
The murder of Ahmed Suale has been a highly publicised case, with many calling for justice and accountability.
The International Press Institute (IPI) has condemned the lack of progress in holding those responsible to account and has called for transparency from the authorities about the status of the investigation.
In a related development, Ghana’s former Attorney General, Godfred Yeboah Dame, revealed that his office received no docket on the murder of Ahmed Suale, citing a lack of commitment from the state to solving the case.

Prices of Ghana’s major export commodities to surge this year – Research
Gold is one of Ghana’s major export commodities
Data Bank says it expects the prices of Ghana’s major export commodities, gold and cocoa, to show a strong performance this year.
Research conducted by the bank said the projected strong performance would be driven by geopolitical tensions, potential US Fed interest rate cuts, and supply shortfalls.
According to the research, gold prices might reach US$2,600-US$3,100, while cocoa prices could rise between US$7,000 and US$9,600.
“We expect gold prices to trade higher in 2025, ranging from US$2,600-US$3,100 due to the prolonged effect of geopolitical tension. We are optimistic about a recovery in gold prices throughout 2025 as geopolitical uncertainties are likely to drive safe-haven demand,” it said.
“Additionally, we foresee further interest rate cuts by the US Fed in 2025, which could drive gold prices higher, potentially reaching between US$2,600 and US$3,100 per ounce following the January 2025 FOMC meeting.”
The research underlined that, “Given the positive outlook for gold prices, we believe local investors in Ghana could diversify their portfolios by considering the New Gold ETF and the Bank of Ghana’s Ghana Gold Coin (GGC). We believe these assets provide an opportunity to benefit from rising global gold prices while serving as a hedge against local currency depreciation.”
The expected rise in cocoa prices, the research said, would be due to a significant supply constraint from Ghana and Côte d’Ivoire, which are slowly recovering from adverse weather, with illegal gold mining in Ghana affecting some cocoa farms.
“We assert that the EU Deforestation Regulation (EUDR), effective in early 2025, will further restrict supply availability, likely keeping prices elevated amid strong global demand for chocolate,” it said.
The research also projected Brent crude oil prices to trade below US$76 per barrel in 2025
This will be influenced by high US inventories and a shift towards cleaner energy.
“Our outlook remains cautious as major consumers, such as China and North America, face economic challenges alongside increasing demand for sustainable energy sources. Consequently, global oil demand growth is projected to decline from 1.74 million barrels per day (bpd) to 1.64 million bpd in 2025,” it said.
This it said would reflect a broader trend of slowing consumption amid economic uncertainties and a transition to alternative energy.

JB Danquah, former New Patriotic Party parliamentary aspirant for Subin constituency in the 2016 and 2020 elections, has called for a total change in the leadership of the party.
According to him, many Ashanti voters did not turn up to vote in the 2024 general elections, which shows how discontent they are. As a result, there needs to be a change in leadership especially the Ashanti regional chairman Bernard Antwi Boasiako popularly known as Chairman Wontumi.
He also called for an amendment of voting patterns to eradicate moneyocracy in elections.
Speaking in an interview on Oyerepa TV on January 14, 2024, he stated, “The party must be reset; there is no two ways about it. The party leadership must change.
“Either top-down leadership or bottom-up. Some of the leadership must go, and the grassroots must also renew their mindset. How we elect MPs and flagbearers must change completely. We must change how we select our leaders. If we don’t stop that, moneyocracy won’t stop.
“Moneyocracy is destroying the party. You see, in the Ashanti region, almost 40% did not vote because people are not happy. Wontumi has no business leading the party in the Ashanti region. He has no business leading the party at any level. He and Akufo-Addo should go together.”
According to Dr Mahamudu Bawumia, the presidential candidate of the NPP, the party lost over two million votes in the 2024 general election compared to 2020.
The region, known as the stronghold of the party, with its running mate for the election, Dr. Matthew Opoku Prempeh, popularly known as NAPO, also hailing from there, failed to rescue the party, leading to its loss in the election.
The Electoral Commission Chairperson, Jean Mensa, on Monday, December 9, declared Dramani Mahama the winner of the December 7, 2024, general election, with a total of 6,328,397 votes.
Dr. Mahamudu Bawumia, of the NPP, received 4,657,304 votes.
Mahama’s party, the National Democratic Congress (NDC), achieved historic success by gaining a majority in Parliament.

According to Felix Kwakye Ofosu, the appointment is in line with Article 195(1) of the 1992 Constitution and Section 21(2) of the Minerals Income and Investment Fund Act, 2018 (Act 978).
“The President, His Excellency John Dramani Mahama, has, in accordance with Article 195(1) of the Constitution and Section 21(2) of the Minerals Income and Investment Fund (MIIF) Act, 2018 (Act 978), appointed Ms. Justina Nelson as the Acting Chief Executive Officer of the Minerals Income and Investment Fund. Ms. Nelson is an accomplished banking professional with over twenty years of experience.
“She is currently a Group Head at Zenith Bank (Ghana) Limited, with oversight responsibility for both the Energy and Commercial Banking sectors.
“Ms. Nelson holds a Master of Laws (LLM) in Corporate and Commercial Law and a Master of Business Administration (MBA) in Marketing, both from the University of Ghana. She also holds a Bachelor of Laws (LLB) degree from the Ghana Institute of Management and Public Administration (GIMPA) and a Bachelor of Arts (BA) in Management and Psychology from the University of Ghana,” the press statement said.
The Minerals Income Investment Fund (MIIF) is a sovereign minerals fund established under the Minerals Income Investment Fund Act, 978 (as amended).
Its mandate is to maximize the value of dividends and royalties accruing to the Republic of Ghana in a beneficial, accountable, and sustainable manner while monetizing Ghana’s mineral wealth to create long-term value for the nation.
The fund also owns 100 percent of Agyapa Royalties Company, Africa’s only state-owned gold royalties company.

Watch Semenyo’s oustanding performance against Chelsea
Bournemouth striker, Antoine Semenyo
Ghanaian forward Antoine Semenyo scored a splendid goal for Bournemouth in their 2-2 draw with Chelsea at Stamford Bridge on Tuesday, January 14, 2025.
Semenyo was outstanding in the game, scoring after getting the better of the English-born Ghanaian centre-back before unleashing a powerful shot with his weaker foot.
The goal put Bournemouth in the driving seat, but they could not hold on as Reece James marked his return from injury with a peach of a set-piece goal.
The goal capped off a brilliant evening for Semenyo, who was a thorn in the flesh of the Chelsea defense.
He was deeply involved in Bournemouth’s equalizer as he was tripped in the Chelsea box by Caicedo for the penalty that restored parity.
His runs and dribbles were difficult for Chelsea’s right-side defense of Moises Caicedo and Josh Acheampong.
The goal was Antoine Semenyo’s sixth of the 2024/2025 Premier League season, with the Ghanaian forward enjoying one of his best seasons in professional football.
Speaking after the game, Antoine Semenyo was disappointed that his side could not hold on to the 2-1 lead.
“We defended for our lives at times, and I feel that we should have got three points. At half-time, the manager wasn’t happy! He livened us up, we needed to get our press right, and we did that from the get-go in the second half.
“That resilience and determination is how we’ve got our points this season. We all work for each other, and that’s what we’re about, we’re resilient. I think we should have got something from the home game against Chelsea, and we could’ve got three points here, but we take the point and move on to the next one,” Antoine Semenyo shared.
In the 2024/2025 Premier League season, Semenyo has scored six goals and assisted twice in twenty (20) appearances.
