Government aims for tax revenue at 18% of GDP

Finance minister nominee, Dr Cassiel Ato Forson has stated that government is targetting a significant boost in tax revenue, aiming to increase its contribution to Gross Domestic Product (GDP) from the current 13.8 percent to 18 percent in the medium-term.

This was disclosed during his vetting in parliament on Monday, January 13, 2025.

According to Dr. Forson, the country has substantial untapped potential in tax revenue mobilisation which can be harnessed without imposing additional taxes.

“We do not necessarily have to increase taxes to generate revenue, there is a need to improve compliance and address inefficiencies in the tax system,” he said.

He believes that the aspirational target of achieving a 20 percent tax-to-GDP ratio by 2027 was overly ambitious, given current challenges.

A revised study titled ‘Survey of the Ghanaian Tax System’, conducted by the Ministry of Finance in collaboration with TaxDev researchers from the Institute for Fiscal Studies (UK) and published in 2024, revealed that although the prevailing tax-to-GDP ratio is nearly six percentage points higher than in 2000, it has shown limited improvement since 2017 and continues to fluctuate.

While the nation’s tax-to-GDP ratio aligns closely with the average for sub-Saharan African countries, it falls slightly below the global average for nations with similar income levels. Among 28 lower-middle-income countries with available data, Ghana ranked 16th in 2022.

The growth in domestic tax revenues since 2000 has largely been driven by increases in corporate income tax, personal income tax and value-added tax (VAT).

Together, these three tax categories accounted for nearly 70 percent of total tax collections in 2022 – up from 57 percent in 2000. However, revenue growth from personal income tax and VAT has stagnated in recent years.

Revenue from international trade has become a less significant contributor to the overall tax mix, though it remains important. In 2022 taxes on imported goods, including VAT on imports, made up 33 percent of total tax revenues compared to 54 percent in 2000. Specifically, the contribution of import duties to total tax revenue declined from 18 percent in 2000 to 13 percent in 2022.

The Finance Minister nominee also outlined plans to collaborate with the Ghana Revenue Authority (GRA) and Tax Policy Unit of the Ministry of Finance to implement strategies aimed at boosting compliance.

“In the medium-term, my vision – when approved – is raising the tax-to-GDP ratio to between 16 percent and 18 percent; bringing us closer to the standards of our peers,” he stated.

The nominee also expressed his determination to scrap what he described as ‘nuisance taxes’ – such as the betting tax, which he argued contributes minimally to revenue generation.

“The betting tax brings in less than GH¢50million annually. Scrapping it will have negligible economic consequences but will address public dissatisfaction with such levies,” he added.

Medium-Term Revenue Strategy

The existing government’s Medium-Term Revenue Strategy (MTRS) for 2024-2027 seeks to reform the revenue system to support economic growth while enhancing efficiency and equity.

The strategy aligns with the 2023 Ghana National Revenue Policy (GNRP), which sets ambitious targets including achieving an 18-20 percent tax-to-GDP ratio and a four percent non-tax-to-GDP ratio.

These objectives are expected to be achieved through a series of comprehensive revenue measures designed to increase revenue productivity, broaden the tax base and ensure equitable distribution of the tax burden. The strategy also aims to meet a revenue-to-GDP ratio of 18.7 percent by 2027.

Tax exemptions concerns

Addressing tax exemptions, Dr. Forson criticised the current framework, describing it as inefficient and inequitable.

“Tax exemptions have become a major source of tax expenditure, often benefitting specific companies disproportionately while burdening others,” he observed.

He singled out the previous administration’s flagship One District One Factory (1D1F) initiative, asserting that its tax exemption policies lack transparency and consequently accountability.

“If government insists on granting exemptions under 1D1F, they should enshrine it in law to ensure equal opportunities for all,” Dr. Forson argued.

He maintained that selective application of tax exemptions creates an uneven playing field, adding: “Taxation must be fair. No individual or company should receive undue privileges at the expense of others”.

Dr. Forson reiterated his commitment to balancing revenue mobilisation with economic growth. While scrapping certain taxes, he emphasised the importance of addressing inefficiencies and enforcing compliance to achieve government’s revenue targets.

He is confident the proposed reforms will aid government to bolster public confidence in the tax system, enhance economic productivity and lay the groundwork for sustainable fiscal management.

Despite conceding two goals, his composure and defensive interventions were critical in maintaining Fenerbahce’s lead during the second half.

The match began with an early goal from Pedro Henrique for Konyaspor, giving the home side a quick advantage. Fenerbahce responded with a well-taken header by Mert Muldur to level the score.

At least 16 civilians in Nigeria’s north-western Zamfara State have been killed in a military air strike, apparently after being mistaken for criminal gangs.

Residents told local media the victims were members of local vigilante groups and civilians defending themselves from armed gangs notorious for kidnapping people for ransom.

The strikes targeted militant gangs in Zurmi and Maradun areas and the state governor, Dauda Lawal, offered his condolences to the community.

The military has acknowledged conducting air strikes, which it said had dealt “a decisive blow to bandits terrorising villages in the area”.

The Nigerian Air Force (NAF) said it was investigating “reports of vigilante losses”.

“While the operation successfully eliminated several bandits and led to the recovery of some kidnap victims, the NAF views with grave concern reports of the loss of civilian lives in the course of the operation,” it said in a statement.

It said an ongoing “comprehensive investigation” would ascertain the truth of the matter, which would be “communicated to inform and reassure the public”.

The AFP news agency quoted a local as saying that the civilians were returning to their villages after chasing away bandits when they were bombed.

The villagers “recovered 16 bodies from the attacks and took several other people with severe injuries to the hospital”, Sa’idu Ibrahim was quoted as saying.

Rights group Amnesty International Nigeria put the death toll at 20 and said dozens of others were injured in the attack on Tunga Kara village, and called on authorities to “immediately and impartially” investigate the incident.

“Launching air raids is not a legitimate law enforcement method by anyone’s standard. Such reckless use of deadly force is unlawful, outrageous and lays bare the Nigerian military’s shocking disregard for the lives of those it supposedly exists to protect,” it said in a statement.

In recent years, Nigeria’s security forces have been fighting powerful criminal gangs, known as bandits, who have been terrorising north-west and central states. The bandits raid villages, burn homes and kill and abduct residents for ransom.

Several accidental air strikes have occurred in recent months including a Christmas Day attack that killed at least 10 civilians in neighbouring Sokoto state.

In 2023, at least 85 civilians, mostly women and children, attending a Muslim religious gathering at a village in Kaduna state were killed after they were mistaken for bandits.

In January 2017, at least 112 people were killed when a jet struck a camp housing 40,000 people who had been displaced by jihadist violence in a town near the Cameroonian border.

Akufo-Addo Statue Destroyed In Sekondi

In a shocking turn of events, the statue of former President Nana Addo Dankwa Akufo-Addo, at the Effia-Nkwanta Regional Hospital in Sekondi, has been destroyed by unknown individuals.

This incident occurred just days after Blay Nyameke Armah, the Member of Parliament for Sekondi, proposed relocating the statue to Akufo-Addo’s hometown, Kyebi, in the Abuakwa South Municipality of the Eastern Region.

According to eyewitnesses, the destruction of the statue happened around 1:30 am on January 13, 2025.

The police received information about the incident and quickly arrived at the scene, only to find that the damage had already been done.

The statue, which was unveiled on November 6, 2024, had previously suffered damage in December 2024, with a gaping hole at the back of one of its legs.

The Sekondi community has been divided over the statue, with some questioning its appropriateness and timing.

Armah, the Sekondi MP, argued that Akufo-Addo’s contributions to the Western Region do not warrant such recognition. “What did Nana Addo do for us in the Western Region to deserve a statue there?” Armah asked in an interview with Oyerepa TV.

The destruction of the statue has sparked widespread speculation about the motives behind the act.

While some suspect deliberate vandalism, others attribute it to possible design or material flaws.

The police are currently investigating the incident, and it remains to be seen what actions will be taken next.

McDan Aviation’s Private Jet Terminal Shut Down Again Over $3m Debt

The McDan Aviation Private Jet Terminal at the Kotoka International Airport has been shut down by the Ghana Airports Company Limited (GACL) due to an outstanding debt of over $3 million.

This marks the second time the terminal has been closed down, following a similar incident in February 2022.

The debt, which includes land leases, rentals, and terminal charges, accumulated over a period, and despite being given until Christmas to settle the amount, McDan failed to clear the debt.
This led to the GACL shutting down the terminal, effective immediately.

The previous shutdown in February 2022 was due to operational breaches, including McDan Aviation’s failure to comply with the terms and conditions set by the airport authorities.

The company had launched its private jet services at Terminal 1 of Kotoka International Airport (KIA) despite not meeting the required standards.

In a letter dated January 31, 2022, GACL ordered McDan Aviation to cease operations at Terminal 1, citing the company’s failure to comply with prior directives.

The letter, signed by Yaw Kwakwa, then Managing Director of GACL, noted that McDan Aviation had not adhered to the terms for using the terminal as a private jet facility, and as a result, its use was suspended until further notice.

Despite the previous shutdown and ongoing issues with McDan Aviation’s operations, the company’s failure to settle its debts has led to the latest closure of the private jet terminal.

This raises concerns about the company’s ability to manage its finances and operate within the regulatory framework.

In a surprise move, President John Dramani Mahama has announced plans to reassess the controversial National Cathedral project, which has been marred by allegations of financial mismanagement, delays, and internal disputes.

The project, initiated by former President Nana Addo Dankwa Akufo-Addo, was touted as a symbol of Ghana’s Christian heritage, but it has faced widespread criticism due to its high costs and perceived lack of transparency.

Speaking at the National Prayer and Thanksgiving Service in Accra on Sunday, January 12, 2025, President Mahama emphasized his commitment to completing the project responsibly and transparently.

He noted that the current estimated cost of $400 million is unsustainable, given Ghana’s current economic challenges.

Instead, he cited the example of the National Ecumenical Centre in Abuja, Nigeria, which was completed at a significantly lower cost of $30 million.

The National Cathedral project has been dogged by controversy from its inception.

Despite initial assurances that public funds would not be used, it later emerged that state resources had been allocated to the project.

The initiative has also been plagued by allegations of financial mismanagement, with the Commission on Human Rights and Administrative Justice (CHRAJ) calling for a forensic audit into the project’s finances.

Finance Minister-Designate, Dr. Cassiel Ato Forson, has pledged to reduce the country’s inflation rate from 23.4% to 8% within a target band of plus or minus two.

Speaking during his vetting in Parliament, Dr. Forson emphasised that achieving this goal requires a collaborative effort between the Ministry of Finance and the Bank of Ghana.

“In the shortest possible time, we will reduce inflation to 8% through a strong, front-loaded fiscal consolidation agenda that focuses on expenditure-based measures,” he stated.

Dr. Forson explained that this approach would enable the Bank of Ghana to conserve reserves and intervene in the foreign exchange market when necessary.

To ensure the long-term stability of the Ghana Cedi, he outlined plans to establish a Ghana Gold Board to use the country’s gold reserves for foreign exchange.

He also stressed the importance of revitalizing the palm and cocoa industries, adding that discussions with the World Bank are underway to support these initiatives.

Dr. Forson further underscored the need to address the hydrocarbons sector, pointing out that no new oil fields have been developed in the last eight years despite the country’s oil resources.

He called for urgent action to generate more foreign exchange from this sector.

“Our priority is to ensure a stable Cedi, lower inflation, and create jobs. These policies, which align with our manifesto, will ensure sustainable economic growth,” Dr. Forson intimated.

According to him, his plans reflect the broader economic vision of the National Democratic Congress (NDC) to achieve stability and development in the country.

On Friday, December 20, the team made further appearance at the Cape Coast market. It was a typical encounter that can be described as spotting. It was more like a movie scene with all top celebrities present to cast their various scenes.

Everything came to an end when the team returned back to Mankessim on Saturday to crown all the 4 days event. The return back to Mankessim was well accepted.

The move was simply to get all individuals, especially the market traders and women in general to get the understanding of the type of tomato product to use as the festive season approaches and days ahead.

The decision by the management is an avenue to sell the best unique tomato product for all kinds of food, both for the family and everyone to the general public.
