Anti-LGBTQ+ bill should be govt-sponsored, not a private member’s bill – Mahama

0

President John Dramani Mahama has proposed a potential new approach to the contentious Anti-LGBTQ+ bill, suggesting it should be introduced as a government-sponsored bill rather than a private member’s bill.

During an engagement with the Catholic Bishops Conference in Accra on Tuesday, January 14, 2025, President Mahama emphasized that government sponsorship would lend the bill greater legitimacy and enhance its chances of successful passage.

He explained that presenting the bill as a government initiative would demonstrate broader institutional backing and reflect a more unified stance on the matter.

The Anti-LGBTQ+ bill has been a polarizing topic in Ghana, drawing both support and criticism domestically and internationally. The suggestion for government sponsorship signals a shift in strategy that could potentially influence how the bill is debated and perceived.

“I don’t know what the promoters of the bill intend to do, but I do think that we should have a conversation on it again so that all of us, if we decide to move that bill forward, move it forward with a consensus and probably it shouldn’t be a private member’s bill.

“It probably should be a government bill with governments behind it after consultation with all the stakeholders to see how we’re able to move this forward,” he stated.

But the president further indicated the need for the country’s values to be taught in schools.

“It leads us back to the discussion we had that if we’re teaching our values in school, we won’t need to pass a bill to enforce our family values and that’s why I think more than even the family values bill, it’s us agreeing on a curriculum that inculcates these values into our children as they are growing up, so that we don’t need to legislate it and so we’ll see how all this goes. So I’m looking forward to this review conference to come to some consensus on some of these issues.”

Member of Parliament for Gomoa Central, Kwame Asare Obeng Member of Parliament for Gomoa Central, Kwame Asare Obeng

The Member of Parliament for Gomoa Central, Kwame Asare Obeng, popularly known as A Plus, has threatened to formally summon the Ghana Police Service to Parliament to provide updates on the investigation into the murder of a Ghanaian investigative journalist, Ahmed Suale.

In a post shared on his X page on Tuesday, January 14, 2025, he detailed his previous involvement with the Criminal Investigations Department (CID) in 2024 where he provided information regarding the murder.

“Last year, I was invited to the CID headquarters to provide information regarding the murder of Ahmed Suale. During the meeting, I identified a high-profile minister from the previous government who was allegedly involved in contracting assailants to carry out the crime. I also disclosed my source, a highly credible one, in the presence of the CID director,” he noted.

He emphasised the need for the Criminal Investigations Department (CID)to update the public on the investigation’s progress, urging for clarification on whether additional time is required.

“It is critical that the CID director updates the public on the progress of the investigation and indicates with justification whether additional time is required,” he noted.

He also expressed concern that the case appears to have been sidelined.

“At this point, it appears the matter has been sidelined. If no update is provided within 48 hours, I will invoke my authority as a Member of Parliament to formally summon the Ghana Police Service to brief Parliament on this case. Should that fail, I will utilise my Facebook and other social media platforms to update the nation on what I know about the matter which shall include the name of the alleged perpetrator,” he added.

Following his claim of knowing the killers of Ahmed Suale, the police invited him to assist in the ongoing investigation into the death.

In a statement released on July 15, 2024, the police said that the information he provided would help the investigative team make significant progress in the investigation.

“The Ghana Police Service has today, July 15, 2024, invited Kwame Asare Obeng, popularly known as (A Plus) to assist the Police’s ongoing investigation into the death of Ahmed Suale, following his recent claims on social media that he has some information regarding the case,” the statement said.

The police further clarified that a Cold Case Unit, established in October 2021, under the Criminal Investigations Department of the Ghana Police Service, has been actively engaging with the deceased’s family and working closely to identify the culprits.

“The Cold Case Unit established in October 2021, under the Criminal Investigations Department (CID) of the Ghana Police Service to handle cases of this nature has been working on the investigation into the case and closely engaging with the deceased’s family.

“The Police is therefore pleased that Mr. Kwame Asare Obeng (A Plus) has made an indication that he has some information that could assist the ongoing investigation, and he has been invited accordingly,” parts of the statement clarified.

On January 16, 2019, Ahmed Suale was shot dead near his home at Madina in the Greater Accra Region.

No arrests have been made by the police, six years after his death.

In a post shared on X on January 14, 2025, the rapper shared a “meme” of Rev. Obofour angrily advising people not to listen to rumours together with his comment.

In the video, Rev. Obofour indicated that “A wise person doesn’t listen to rumours except for a fool.”

Background:

From 2013 to 2016, the rapper used his music to voice his concerns, with one notable example being his 2014 track “Inflation,” which conveyed his displeasure of Mahama’s leadership.

Afenyo-Markin’s conduct at vetting of Mahama’s ministers ignites conversations on social media

Alexander Afenyo-Markin is the Minority Leader in Parliament Alexander Afenyo-Markin is the Minority Leader in Parliament

The Minority Leader, Alexander Kwamina Afenyo-Markin, appears to be gradually finding his footing and carving out a role for himself as a provocative figure, effectively carrying out his duties as an opposition leader.

During the Appointment Committee’s ministerial vetting of President John Dramani Mahama’s nominees for the Ministry of Finance, Attorney General and Minister of Justice, and the Ministry of Energy, Afenyo-Markin took the spotlight with his frequent interjections and tendency to find fault.

One of the key moments during the vetting was when the lawmaker was cautioned by the chairman of the committee after he used the platform to effectively hold a press conference and voice his side’s grievances regarding President Mahama’s ministerial nominations.

Additionally, he led his caucus members on the committee in staging a brief walkout due to reported disagreements with the chairman. They later returned for the continuation of the vetting.

His behavior appears to have sparked mixed reactions on social media, particularly on X (formerly Twitter).

Netizens have shared divided opinions about the Minority Leader’s role, with some critics strongly disapproving of his behavior during his tenure, both in Parliament—where he has kept the Majority on their toes—and at the ministerial vetting.

Critics have expressed concern, suggesting that the lawmaker may have deliberately displayed such behavior in an attempt to frustrate the National Democratic Congress caucus on the Appointments Committee.

They argue that his behavior was unnecessary, warning that his actions could potentially harm the NPP and have a negative impact.

On the other hand, some critics have praised Afenyo-Markin, describing his actions as a demonstration of him effectively performing his duties. Some believe he is well-suited to lead the opposition side in Parliament, given how he managed to be provocative during the ministerial vetting.

‘Dumsor’: My claim that we had 5 hours of fuel was true

John Jinapor, Minister of Energy-designate play videoJohn Jinapor, Minister of Energy-designate

The Minister for Energy-designate, John Jinapor has defended his claim that Ghana had 5 hours’ worth of fuel left during the inauguration of President John Dramani Mahama.

He was questioned when he appeared before the Appointments Committee on January 13, 2025, about the validity of his claim when there seemed to have been more fuel than he reported.

Jinapor insisted that his facts were correct, adding that was the situation at hand.

He said, “There is nothing to reconcile. I was specific. I said we have 5 hours of HFO, and it’s true, we had 5 hours of HFO. I said we had zero hours of DFO for Sunon Asogli, and it’s true, but I don’t develop the headlines. I don’t write the stories; the recording is there, and if there is any problem with gas supply, we are going to lose 370 megawatts in 5 hours’ time, which will lead to load shedding, and as far as I’m concerned, that’s a fact.”

Following the broadcast, President Mahama arranged an emergency meeting on his first day of work to address the looming power crisis and find a solution.

He, however, assured that there would be no load shedding.

Otto Addo is not the right man for Black Stars

Black Stars coach Otto Addo Black Stars coach Otto Addo

Osei Kwaku Palmer, the owner of Tema Youth Football Club, has criticized Black Stars coach Otto Addo, stating that the former Black Stars winger is not worthy of his position as Ghana coach.

In an interview with Asempa FM, Palmer said that Otto Addo has demonstrated grave incompetence during his tenure as Ghana coach and should therefore be fired.

He argued that the results of the Black Stars’ matches clearly indicate Otto Addo’s level of competence. I’ve always been clear with my opinion on Otto Addo (that he is not the right man),” he told Asempa FM.

“If you look at the results that he has been producing, do you think he is doing well? We said Kwasi Appiah should be sacked because he was not good, but he is the one who has helped Sudan to qualify for the 2025 AFCON and beat us in the process,” he added.

Otto Addo’s future has been a subject of discussion following the Black Stars’ failure to qualify for the 2025 Africa Cup of Nations.

The Black Stars, who were in Group B, finished bottom with three points from six matches played against Angola, Sudan, and Niger.

Ghana lost three, drew three, and won none of the matches played in the qualifying series.

The Ghana Football Association announced that they are consulting the government on the next step to take regarding Otto Addo’s position.

Armed groups kill at least 40 farmers in Nigeria’s Borno State

The Nigerian army soldiers patrol in Chibok, Borno State The Nigerian army soldiers patrol in Chibok, Borno State

At least 40 farmers have been killed in an attack by armed groups in Nigeria’s northeastern Borno State, according to government officials.

Fighters from the Boko Haram group and ISIL (ISIS) affiliate in West Africa Province (ISWAP) were suspected of carrying out the attack, Borno State Governor Babagana Umara Zulum and State Information Commissioner Usman Tar said on Monday.

Tar said the groups rounded up dozens of farmers in Dumba on the shores of Lake Chad and shot them dead late on Sunday.

“Initial report indicates about 40 farmers have been killed while the whereabouts of many who escaped the attack are being traced for reunion with their families,” Tar said.

The state government has ordered soldiers battling rebel fighters in the region “to track and obliterate the insurgent elements” operating around Dumba and their enclaves in the wider Lake Chad area, Tar added.

The farmers “strayed off” the safe limit set by the armed forces for farming and fishing in the area that is a sanctuary for fighters from ISWAP and Boko Haram and is dotted with landmines and “prone to nocturnal attacks”, the commissioner said.

Governor Zulum warned civilians to stay within designated safe zones that have been cleared by the army of both fighters and munitions.

He also called for an investigation into the attack by the armed forces.

Lake Chad, which straddles Nigeria, Niger, Cameroon and Chad, serves as a hideout for Boko Haram and ISWAP, which use it as a base to launch attacks.

Boko Haram took up arms in 2009 to fight Western education and impose their version of Islamic law.

Some 35,000 civilians have been killed and more than two million have been displaced in the northeastern region, according to the United Nations.

Eye-Catching Occasion Styles for Stylish African Women

0

African fashion is known for its boldness, vibrancy, and cultural richness, making it the perfect way for women to stand out at any occasion. Whether attending a wedding, a formal event, or a special celebration, stylish African women can embrace their heritage while creating jaw-dropping looks that leave a lasting impression. From elegant gowns to chic ensembles, there are endless options for African women to express their unique fashion sense at any occasion.

1. Ankara Gowns

One of the most iconic and versatile fabrics in African fashion is Ankara, known for its vibrant prints and striking patterns. For an eye-catching occasion style, an Ankara gown in a flattering cut—whether A-line, mermaid, or ball gown—can make a statement. The bold prints and rich colors make these gowns stand out, and when accessorized with statement jewelry, sleek heels, and a perfectly styled updo, they exude elegance and sophistication, perfect for weddings, galas, or parties.

2. Dashiki Dresses

The Dashiki, with its colorful designs and loose, flowing shape, is a symbol of African pride and elegance. For a modern twist, stylish African women can wear a tailored Dashiki dress to an occasion, combining the traditional look with contemporary trends. A figure-flattering Dashiki dress can be styled with a belt to accentuate the waist, paired with minimalist jewelry, and completed with a sleek pair of sandals or pumps. This outfit is perfect for casual but elegant events like brunches or cultural celebrations.

3. Off-Shoulder and Cold-Shoulder Styles

For a more modern and trendy look, off-shoulder and cold-shoulder designs in traditional African fabrics are an excellent option. These styles offer a sophisticated balance between modesty and allure. An off-shoulder dress in a rich fabric like silk or satin, combined with intricate African beadwork or embroidery, can make a stunning statement at upscale events such as black-tie dinners or formal gatherings. The key is to keep the design elegant, choosing refined fabrics and subtle accessories.

4. Peplum Tops with Skirts

Peplum tops, often made with African prints or fabrics, are another great option for an eye-catching occasion look. Paired with a high-waisted pencil skirt or a full midi skirt, peplum tops give a chic, feminine touch while enhancing your curves. This combination works well for formal events such as conferences, weddings, or even dinner parties. Opt for jewel tones like emerald, ruby, or gold for a regal look and pair with statement earrings or a bracelet to elevate the outfit.

5. Jumpsuits with Bold Prints

For women who prefer a more contemporary and fashionable approach, a bold African-print jumpsuit is an eye-catching choice. Whether it’s a tailored, form-fitting design or a loose, flowy version, jumpsuits offer a perfect blend of comfort and style. Pairing it with a wide belt, sleek heels, and minimalistic jewelry can turn a jumpsuit into a showstopper at any cocktail party, fashion event, or outdoor celebration.

6. Traditional Attire with a Modern Twist

Combining traditional African attire with modern elements is a fantastic way to make a bold statement. For example, pairing a beautifully embroidered boubou or gele headwrap with a contemporary skirt or dress design can create a unique and head-turning look. Modernizing traditional styles with fitted cuts, vibrant prints, and stylish accessories makes it possible to celebrate African heritage while staying trendy and chic.

7. Tailored Pant Suits

For a bold yet polished look, tailored pant suits in African prints offer a sophisticated option for stylish African women. Whether it’s a traditional Kente print or a geometric pattern, a well-fitted pant suit radiates confidence and elegance, perfect for business events, formal gatherings, or weddings. Pair it with a chic blouse or silk top and a statement necklace for a refined, stylish finish.

Whether you prefer the vibrant prints of Ankara or the elegance of tailored African suits, there is no shortage of eye-catching styles for African women to wear to any occasion. These bold, beautiful looks allow women to showcase their cultural pride, creativity, and fashion-forward mindset, making them unforgettable at any event.

0

Accra, Jan. 14, GNA -GCB Bank PLC has cut sod for the construction of a Paediatric Unit for the University of Ghana at a ceremony held at the University of Ghana Hospital on Monday.

The construction of the unit forms part of the Bank’s Corporate Social Responsibility (CSR) agenda of contributing to improved healthcare services targeted at the youngest and most vulnerable members of society.

The ceremony brought together the leadership of the Bank, the Hospital and the academic community of the University of Ghana as they witnessed the groundbreaking ceremony.

Those present from the Bank included Mr. Kofi Adomakoh, Managing Director, Mr. Sam Aidoo, Executive Director, Wholesale & Investment Banking and Mr. Linus Kumi, Head, Corporate Banking.

The University was represented by Professor Nana Aba Appiah Amfo, Vice Chancellor, Professor Gordon Abekah-Nkrumah, Chairman of the Hospital Management Committee, Professor Mark Sando Yidana, Provost, College of Basic and Applied Sciences, Professor Joseph Yaro, Provost, College of Humanities, Professor Alfred Edwin Yawson, Provost, College of Health Sciences, Professor Justice Bawole, Dean, University of Ghana Business School, and Mrs. Emelia Agyei-Mensah, Registrar.

The Paediatric Unit, when completed, will include a six-bed Neonatal Intensive Care Unit (NICU) equipped to offer neonatal intensive care for pre-term babies as well as an eight-bed high-dependency unit for specialized paediatric care which is usually not available in a normal ward.

The Unit will also house an eight-bed infant unit, a two-bedroom isolation unit and a two-bed private room. Additionally, the Paediatric Unit will have a 16-bed toddler and older children’s ward, theatre and recovery units and a three-room labour and delivery suite fitted with state-of-the-art equipment.

Kofi Adomakoh, Managing Director of GCB Bank PLC, highlighted that the construction of the Unit aligns with the Bank’s broader CSR strategy which prioritises community well-being in key areas including health.

He said the construction of the Unit represented a profound opportunity for the Bank to make a lasting impact on the health and well-being of children.

The facility, he said, would provide more than just health care, ensuring the total well-being of future generations and supporting the training of medical staff.

“We do not view this project merely as an infrastructure investment. It is an investment in our children’s lives, our healthcare system’s resilience and our community’s prosperity. It reflects a broader aspiration of promoting social responsibility and fostering sustainable development in every part of the country” he said.

Speaking on behalf of the University, Professor Nana Aba Appiah Amfo, stated that “It is important to acknowledge that the resources required to transform the operations of the Hospital, and the Health Services Directorate cannot be shouldered by the University alone. This is why we are especially grateful for the strong and enduring partnerships we have cultivated with external stakeholders over the years. One such invaluable partner is GCB Bank, which has consistently demonstrated its commitment to the development of the University.”

For over 60 years, the Bank has cultivated a strong and mutually beneficial relationship with the University. One of the most recent and tangible outcomes of this partnership is the construction of the Paediatric Unit, which aims to address a critical challenge in healthcare delivery for the University community and its surrounding residents.

The Bank has made crucial contributions to the health sector as part of its CSR agenda and commitment to improving the general well-being of Ghanaians including notable donations of cash, equipment and infrastructure to various health facilities such as the Korle-Bu Teaching Hospital and 37 Military Hospital.

GCB Bank PLC is a leading player in Ghana’s banking industry, with 184 branches, 340 ATMs and a host of banking agents spread across the length and breadth of the country.

Mahama is committed to working with 60 Ministers – Edudzi Tamakloe

0

By Yussif Ibrahim

Kumasi Jan. 14, GNA – Mr. Godwin Edudzi Tamakloe, Director of Legal Affairs of the ruling National Democratic Congress (NDC), has re-affirmed President John Dramani Mahama’s commitment to work with 60 ministers as promised during the electioneering campaign.

He said the President’s determination to constitute the leanest government under the Fourth Republic remained unchanged.

Speaking to the Ghana News Agency (GNA) in an interview in Kumasi, Mr. Tamakloe said cutting down government expenditure was one of the strategies the President sought to adopt for efficient management of resources.

He said Ghanaians must be rest assured that the overwhelming mandate given the President and NDC would be used judiciously to build a strong and resilient nation for the benefit of the citizenry.

Cutting down waste in public expenditure, he said, was going to be one of the cardinal principles of the Mahama Administration.

Mr. Edudzi, who was responding to the reduction of Ministries from 30 to 23 by the new government, said the party would not renege on promises in its 2024 manifesto because it was a social contract between the party and Ghanaians.

He assured the people of Ghana that President Mahama and the NDC would not take the confidence reposed in them for granted, stressing that, they would work in the best interest of the people who brought them to power.

The President has so far nominated three people who have already been vetted by parliament.

They are Dr. Cassiel Ato Baah Forson, Ministry of Finance, John Abu Jinapor, Ministry of Energy and Dr. Dominic Ayine Attorney General and Minister for Justice.

Having promised to put together his cabinet within 14 days after being sworn in, President Mahama is expected to release nominees for the remaining ministries in the coming days.

According to Mr. Edudzi, the President would soon come out with the nominees for the various ministries within the stipulated period as promised.

Ada Traditional Council Blames NDC Over Electrochem Vandalisation

0

Ada Traditional Council Inspecting vandalized equipments

The Ada Traditional Council has accused members of the National Democratic Congress (NDC) in the Ada Constituency of orchestrating the vandalism of Electrochem Ghana Limited, which occurred on Thursday, January 9, 2025.

This accusation, according to the council, is based on findings from a preliminary investigation conducted by the council following the destructive acts.

At a press conference, Ada State Mankralo, Nene Agudey Obichere III stated that the NDC’s actions, including criminality and incitement through the dissemination of falsehoods and negative propaganda, are causing unrest in the local community.

He alleged that party members have led direct physical attacks on individuals within the community, disrupted Electrochem’s operations, taken over possession of the company, and ultimately destroyed and looted its assets.

He recalled statements made by a senior NDC member from the Constituency on December 1, 2024, who claimed that once President Mahama was sworn in, they would take control of the Songor area.

He noted that a senior NDC operative in the locality justified this takeover by arguing that all governments in the 4th Republic have had their operatives manage the Songor salt mining operations while in power.

Nene Agudey Obichere III emphasized this disregard to the fact that Electrochem holds a valid lease for the Songor and adjoining lands, ratified by Parliament for 15 years.

He expressed concern that these statements have instilled fear and heightened insecurity in the Ada traditional area, stating that the council is outraged by these developments.

Furthermore, he warned that the actions of NDC members and certain local individuals could send troubling signals to the business community and potential investors, suggesting that lawlessness and impunity might characterize the business climate in the traditional area.

“We want to make it clear that the Traditional Council will not sit by while any group, under the guise of politics or any other association, seeks to undermine the transformative gains we have achieved after 40 years of neglect of the Ada Songor lagoon concession.

This area was left to the mercy of a few operators engaged in illegal salt mining, which led to significant degradation before Electrochem took over,” he asserted.

Nene Agudey Obichere III further appealed to President John Mahama and relevant security agencies to extend the same level of security provided to other mining areas to Electrochem Ghana Limited.

He stressed the importance of ensuring safety and stability for businesses and residents alike, urging security forces to arrest and prosecute those responsible for the recent unlawful activities.

Operations Manager of Electrochem Ghana Limited, Nene Odeopeor on his part said the company has CCTV footage available showing these individuals vandalizing property, stealing valuable materials, and assaulting staff on-site.

He was optimistic that with the relevant evidence at their disposal, the police service will make the necessary arrest to restore calm in the community.

A man being married to only one woman is not African

0

Hiplife legend, Reggie Rockstone Hiplife legend, Reggie Rockstone

Ghanaian musician, Reggie Rockstone, has shared his opinion on marriage in African culture.

In an interview with Class TV, the ‘Hiplife Grandpapa’ claimed that a man being with only one woman is a foreign concept and not suitable for African cultures.

He argued that the concept of monogamy was imposed upon Africans through Christianisation and Westernisation.

“I know it’s not African; I could tell you that for sure. It doesn’t seem to apply to us. We’ve been so Christianised and Westernised now. But I really believe that it doesn’t really move with our culture. I mean, it was imposed on us,” he said.

Rockstone, known for being a one-woman man, attributed his commitment to one woman to his personality, rather than cultural expectations.

He stated that maintaining multiple relationships would be too stressful for him, and that he values his peace of mind.

“The reason why I’m a one-woman man is my personality. You know, it’s too much headache for me. I like my peace of mind,” he added.

In an interview with Keminni Nyamanni Amanor on Hot Issues, Dr. Wengam revealed that his first connection with President Mahama dates back several years when Mahama and his family became members of the Ringway Gospel Center in Accra.

Wengam, then an associate pastor, recalled how Mahama followed his wife into the church.

“He became a committed member in 2005 after his wife and children joined the church a couple of years earlier. From the moment he joined, he was fully integrated into the church life, fulfilling all the requirements and remaining a dedicated member,” he said.

According to Wengam, Mahama’s commitment to his faith has been unwavering throughout the years.

“He is an active member of two departments—Sunday school and the Men’s Ministry,” Wengam stated.

“He has even risen to become a lay preacher in the church and has had the opportunity to preach on multiple occasions, including during Father’s Day and Men’s Ministry Day,” he added.

Wengam continued to emphasise Mahama’s deep faith, recalling moments where Mahama made his Christian beliefs a public priority.

“When he won the elections, his family was there to celebrate, but he insisted on meeting with his church family first.

“He has never shied away from telling the world that he is a Christian and a member of Assemblies of God. In fact, during his campaign, he made it clear that his stance on the LGBTQ+ issue was rooted in the doctrines of our church,” he added.

The reverend also highlighted Mahama’s milestones within the church.

“I remember when he and his wife renewed their vows on their 15th wedding anniversary.

“They did the same for their 30th. All of their children were baptized and dedicated to the church,” Wengam remarked with pride.

As the first Assemblies of God member globally to become President, Mahama holds a special place in the hearts of his fellow church members.

Wengam also shared that during the 100th centenary celebration of the Assemblies of God, Mahama was invited as a special guest of honour.

“We are very proud of him…he is the first Pentecostal Charismatic Christian to hold the office of President in Ghana,” Rev. Wengam said while noting the significance of Mahama’s rise to the presidency.

Five major takeaways from John Jinapor’s vetting

John Jinapor, Minister of Energy-designate play videoJohn Jinapor, Minister of Energy-designate

The Minister for Energy-designate, John Jinapor, appeared before the Appointments Committee on January 13, 2025, to undergo his ministerial vetting following his nomination by President John Dramani Mahama.

He took questions on various issues regarding the energy sector, challenges and mitigation measures.

Here are five major takeaways from the vetting:

ECG-private sector framework to be issued in 6 months

Energy Minister-designate John Abdulai Jinapor has outlined a six-month timeline to establish a comprehensive framework for private sector participation in the operations of the Electricity Company of Ghana (ECG).

He reiterated the importance of transparency and expert input in the process.

“We believe there should be private sector participation. What we intend to do is to form a seven-member committee, comprising technical experts, legal minds, financial analysts, industry players, and even a consumer representative,” he stated.

Energy sector debt balloons to $3 billion

The country’s energy sector debt has surged past US$3 billion, rising from the approximately US$2 billion recorded under the previous administration of President John Dramani Mahama, according to Minister of Energy-designate, John Abdulai Jinapor.

He disputed claims suggesting the debt stood at US$5 billion at the time, explaining that reconciliations during the 2024 transition of power placed the debt stock at US$2.5 billion as of September 30, 2024.

Ghana’s upstream petroleum sector

When asked how the upstream petroleum sector can become more attractive to investors, he noted that he will put measures in place when appointed as the minister.

ECG’s meter problems

John Jinapor also indicated that in order to ensure effective and readily available meter usage in the country, prepaid meters should be sold.

According to him, there are numerous faulty meters that are not working and require attention.

During his appearance before the Appointments Committee on January 13, 2025, he emphasised the importance of leveraging technology to address meter issues in the country.

‘Dumsor’ crisis and controversies

Jinapor defended his claim that Ghana had 5 hours’ worth of fuel left during the inauguration of President John Dramani Mahama.

He was questioned when he appeared before the Appointments Committee on January 13, 2025 about the validity of his claim when there seemed to have been more fuel than he reported.

Jinapor insisted that his facts were correct, adding that was the situation at hand.

He said, “There is nothing to reconcile. I was specific. I said we have 5 hours of HFO and it’s true, we had 5 hours of HFO. I said we had zero hours of DFO for Sunon Asogli and it’s true, but I don’t develop the headlines. I don’t write the stories; the recording is there, and if there is any problem with gas supply, we are going to lose 370 megawatts in 5 hours’ time, which will lead to load shedding, and as far as I’m concerned, that’s a fact.”

‘Black Stars are suffering because the team has no blessings’ – Wilfred Osei Palmer

Veteran football administrator Wilfred Osei Palmer has voiced his frustration with the current state of Ghana’s senior national football team, the Black Stars, attributing their struggles to a lack of blessings from some key personalities in Ghana football.

Speaking on Asempa FM, the President of Tema Youth criticized the way he and others who have significantly contributed to the team’s development have been treated, suggesting that such injustices may be undermining the team’s performance and overall success.

“Sometimes I wonder why people say the Black Stars are suffering, but the truth is that you cannot treat people like this and expect the senior national team to prosper,” he lamented.

Palmer, who has served the national team in various capacities over the years, expressed deep disappointment over how his contributions have been overlooked and undervalued.

“The team has no blessings. This is the national team that I have served and supported, and this is how I am being treated? I am sorry, but I am deeply hurt,” he said.

The Black Stars have faced significant challenges in recent years, including disappointing performances at major tournaments and their failure to qualify for the 2025 Africa Cup of Nations (AFCON).

Mozambique opens new parliament amid opposition protests and boycotts

Members of parliament prepare to take the official photograph following the swearing-in ceremony Members of parliament prepare to take the official photograph following the swearing-in ceremony

Mozambique has sworn in its new parliament with the streets of the capital largely deserted after the opposition leader called for a strike to protest against the result of highly disputed elections.

Two smaller opposition parties boycotted the opening ceremony on Monday as they refused to accept the outcome of the October election, while the incoming president, Daniel Chapo, called for calm and unity after months of deadly unrest.

Opposition leader Venancio Mondlane, who is popular with Mozambique’s marginalised youth, claims the results were rigged in favour of Chapo’s Frelimo party, which has been in power for 50 years.

He urged his supporters at the weekend to “demonstrate our refusal” of the official election result with a national strike from Monday to Wednesday when Chapo is due to be sworn in as president.

Military police surrounded the parliament building and police blocked the main roads to the area during the inauguration ceremony.

The city centre, usually busy on a Monday morning, was deserted with most shops closed and protesters manning barricades in certain areas, the AFP news agency reported.

Al Jazeera’s Fahmida Miller, reporting from Matola neighbourhood, a stronghold of the opposition in Maputo, said people were trying to block a main road into the centre of the capital.

“The aim here by people trying to block the road with burning tyres, with stones – they also throw rocks sometimes – is to stop people passing back and forth on this road and it’s part of the strategy to bring Maputo to a standstill,” she said.

Chapo and outgoing President Filipe Nyusi were present as parliamentarians from Frelimo, which won 171 seats, and the Podemos party – which has 43 – were sworn in to the 250-seat national assembly.

Renamo’s 28 MPs and the eight from the MDM stayed away in protest.

The opening of parliament “constitutes a social outrage and a lack of respect for the will of Mozambicans” who were deprived of “free, fair and transparent” elections, a Renamo spokesman told reporters on Sunday.

The MDM said it was boycotting to show it aligned itself with demands for “electoral truth”.

Official results gave Chapo 65 percent of the presidential vote compared with 24 percent for Mondlane.

But the opposition leader claims he won 53 percent and that Mozambique’s election institutions manipulated the results.

Mondlane returned to Mozambique on Thursday after going into hiding abroad following the October 19 killing of his lawyer.

Thousands of jubilant supporters rallied in the city centre to meet him, prompting clashes with security forces in which at least three people were killed, according to an election monitor.

Unrest since the October 9 election day has claimed about 300 lives, according to a tally by a local rights group, with security forces accused of using excessive force, including live bullets, against demonstrators.

Police officers have also died, according to the authorities.

The unrest has caused major losses to Mozambique’s economy, stopping cross-border trade and affecting shipping, mining and industry.

If “the assembly takes the oath, it is a betrayal of the will of the people”, Mondlane, 50, said via Facebook late on Saturday.

“Let us demonstrate against the inauguration of those who betrayed the will of the people on Monday and against those who stole the will of the people on Wednesday,” he said.

In advance of the opening of parliament, 48-year-old Chapo told reporters that Mozambique needed stability and unity.

With a new parliament in place, “we can continue to work and together, united … to develop our country”, he told journalists, calling for “open, frank debate”.

There have been several calls for dialogue to resolve the standoff but Mondlane has been excluded from talks that Chapo and Nyusi have opened with the leaders of the main political parties.

Mondlane repeated after landing in Maputo on Thursday that he was ready for dialogue. “I’m here in the flesh to say that if you want to negotiate … I’m here,” he said.

Mahama’s Luxury Car Sparks Public Debate

0

A luxurious vehicle recently spotted at the University of Professional Studies (UPSA) during a Thanksgiving event of President John Dramani Mahama has generated intense public interest and debate.

The car, a Toyota Land Cruiser LC300 Xtreme Edition, is reportedly owned by President John Mahama, sparking questions about how he acquired the luxury vehicle.

The Toyota Land Cruiser LC300 Xtreme Edition is a high-end car customized with bulletproof features, a 3.3L V6 Turbo Diesel Engine, and advanced terrain control systems.

With a staggering price tag of $600,000, equivalent to over GHC8milliin, many are wondering how President Mahama procured such an expensive vehicle.

Some have questioned whether President Mahama used state funds to purchase the car, but sources close to the President have clarified that the vehicle is indeed his private property, acquired before the December elections.

The controversy surrounding President Mahama’s luxury car has highlighted the need for transparency and information flow from public officials.

Many have called for an official statement from the Office of the President to clarify the circumstances surrounding the car’s acquisition.

This is not the first time President Mahama has been linked to luxury vehicles.

In 2017, the government took delivery of 34 luxury cars, including 10 bullet-resistant vehicles, which were ordered by the previous Mahama administration.

When John Jinapor takes over as Energy Minister, the headache and excessive expenses that energy users must pay to purchase Electricity Company of Ghana (ECG) meters may come to an end.

Although ECG meters are not officially for sale, customers can install them at their premises to use power by paying additional service fees.

Despite the agreements, ongoing shortages and the laborious procedures required to obtain a meter force customers to pay middlemen to procure meters.

The trend has led to the rise of scammers and syndicates, some of which involve dishonest ECG employees and contractors employed by the power distributor to defraud consumers.

There have been numerous reports and complaints, with a separate meter that costs a little over GH¢800 cedis being

John Abdulai Jinapor, the Energy Minister-designate, has proposed buying meters in bulk to cut costs and formally offer them to customers at lower prices in order to solve the ongoing problem.

On Monday, January 13, Mr. Jinapor presented a solution to the Appointment Committee for Vetting of Parliament.

People are unable to obtain the meters they desire. We are looking into the potential of selling the meters because technology is developing. Allow anyone to purchase the meters, but we will grant licenses to a select few to install them using smart technology; however, you will need to send a code. Since mobile money can occasionally cost more than four dollars, once you send the code, it is activated and you are automatically enrolled on the system.

Therefore, I’m confident that the price will decrease if you make it easily accessible and take use of economies of scale. Therefore, we are thinking about it.

In the meantime, Mr. Jinapor said that in order to improve income collection, over half of the system’s installed meters need to be completely replaced because they are not operating.

He disclosed that there were 4.8 million active meters out of 5.2 million in ECG.

Nevertheless, “they will need to change a minimum of 2.9 million meters in order to satisfy the market, as approximately 3 million of them are not functioning properly.”

Don’t forget to add the entertainment space to your reset agenda

Dancehall artiste Shatta Wale Dancehall artiste Shatta Wale

Dancehall artiste Charles Nii Armah Mensah, popularly known Shatta Wale, has urged the President of Ghana to cause a change in the entertainment industry.

He believes that since John Dramani Mahama is resetting the country, there will be a need for a reset in the entertainment space.

Shatta Wale is of the view that young people who want to pursue a career in the space need to know that it’s business and not just fun.

He made this known in a letter he wrote to the president via social media. His letter read: “Letter to our new President of Ghana. I wish our new president John Dramani Mahama would also reform our music system to attract more professionals on radio and television, similar to the appointment of new ministers when they assume power.

“The entertainment industry needs that change. The younger ones coming can’t go through what some of us have been through. My humble wish… just for the next generations to come and see this music business as a job and not just fun.”

Don’t scrap the COVID-19 Levy; redirect its use for the free dialysis initiative

A widely recognized illustration of the SARS-CoV-2 virus, which causes COVID-19. A widely recognized illustration of the SARS-CoV-2 virus, which causes COVID-19.

Revenue & Financing Fellow, Geoffrey Kabutey Ocansey, has advised the Mahama-led administration not to scrap the COVID-19 Levy.

He has proposed that the government repurpose and rename the COVID-19 levy and redirect its use for other purposes.

Speaking to Kwabena Agyapong on Frontline on Rainbow Radio 87.5FM, he posited that the COVID-19 levy should be redirected for the use of the free dialysis initiative.

He noted that although the government promised to scrap some taxes, the COVID-19 levy must stay.

“I am appealing to the government not to scrap the COVID-19 levy. They should rename it and repurpose it. What the COVID-19 levy was introduced to do has been achieved. But we can repurpose and redirect it. One would ask how we can redirect the levy. We can redirect it for the use of the free dialysis initiative. We can use the money for the free dialysis because it is faced with challenges.”

He also believes the revenue collected from the COVID-19 levy could be used to complete the Agenda 111 hospital projects and any other health-related infrastructure.

He stated that we could consider removing it or sustaining it after four years since by then, we would have achieved a lot with the levy.

Ocansey underscored the need for the Minister-designate for Finance, Dr. Ato Forson, to deal with waste and compliance issues if he is approved as the minister for the ministry.

E-Levy is stealing from my bank account – Kwame Jantuah laments

0

Legal practitioner, Lawyer Kwame Jantuah Legal practitioner, Lawyer Kwame Jantuah

Legal practitioner, Lawyer Kwame Jantuah, has voiced strong opposition to the Electronic Levy, also known as e-levy, calling for its removal and emphasizing how fraudulent he believes the tax is.

The e-levy was introduced by the previous Akufo-Addo-Bawumia government to tax electronic financial transactions.

The levy applies to various digital payments, including mobile money transfers, bank transfers, and payments made via online platforms.

The government introduced the levy in 2022 as part of its strategy to improve domestic revenue mobilization. As a result, a percentage fee is applied to mobile money transfers, bank transfers, and other digital financial activities, such as sending money, making payments for goods and services, and transferring funds through services like MTN Mobile Money.

Speaking on GHOne TV with Lantam Papanko, Lawyer Jantuah declared, “The e-levy is theft.” He stressed that many Ghanaians use mobile money (momo) as their primary bank account, questioning, “Why would the government dig its hands into my bank account?”

Lawyer Jantuah further argued that taxing these forms of transactions is unfair and burdensome to ordinary citizens.

The legal practitioner also pointed out the widespread frustration from the public, who have been pressuring the government to remove these taxes.

He concluded that the government should scrap the e-levy, asserting that it is detrimental to the everyday person. “When it comes to the e-levy, betting tax, and COVID tax, I think it was the haste and pressure from the electorate with regard to their wanting these taxes removed. The e-levy is theft. Why would you come and dig your hands into my bank account? Because people use Momo as their bank account. That, I agree, should go.”

‘Powerful’ personalities who have warned President Mahama against scrapping betting tax

0

GhanaWeb Feature by Benjamin Sackey

President John Dramani Mahama’s promise to scrap the betting tax has been met with vehement criticism from some influential politicians and economists in the country.

Some of these individuals suggest that gambling is a harmful act; hence, taxing it is right to discourage the youth from engaging in it to curtail the menace.

Others believe that maintaining the tax would help the government generate revenue to aid in fixing the ailing Ghanaian economy.

About betting tax

In August 2023, a law imposing a 10% withholding tax on any money won from sports betting became active in Ghana, drawing plenty of concerns from bettors in the country.

The 10% withholding tax on winnings was introduced, effectively replacing the previous 15% value-added tax on betting stakes. In addition to the tax on winnings, Ghana also compelled betting operators to remit a 20% withholding tax on the Gross Gaming Revenue.

What President Mahama said about the removal of betting tax

As part of his tour of the Bono East Region during the 2024 election campaign, then-candidate Mahama reaffirmed his party’s pledge to abolish the controversial betting tax if elected into office.

Speaking to supporters at Nkwabeng in the Nkoranza South Constituency, Mahama emphasized the need for financial discipline among the youth, urging them to make wise use of their winnings from betting.

“We will remove the betting tax. For those who engage in betting, when you win, the government will no longer take a tax from your winnings. If you win, spend your money wisely. Don’t waste it on unnecessary things; use it to improve your life in a meaningful way,” he said.

Personalities who have advised against abolishing the betting tax

Osei Kyei-Mensah-Bonsu

The former Member of Parliament for Suame constituency, Osei Kyei-Mensah-Bonsu, explained that the betting tax is intended to discourage the youth from focusing excessively on betting and to encourage them to engage in activities that will provide a sustainable income.

The former Majority Leader in Parliament questioned why Mahama, as a Christian, would promise to remove the betting tax, knowing that the Bible disapproves of such activities.

“As a Christian, I believe everyone should earn from their work. The Bible is against betting; that’s my understanding. The government imposed the betting tax to discourage people from focusing on betting, similar to taxes on alcoholic drinks and cigarettes to limit their usage.

“If you remove the tax from alcoholic beverages, you are encouraging people to drink more. Is it Mahama’s intention to turn the country into a betting hub by removing the tax? Betting is not a profession, so if you are a Christian and you intend to do this, it’s questionable,” the MP said in Twi on Angel FM.

Franklin Cudjoe

The President of IMANI Africa, Franklin Cudjoe, stated that the betting tax should be revised instead of being scrapped for the government to earn revenue.

“Despite the economic challenges, I do not agree that we should completely remove taxes on the winning cash of betting. He can revise the tax downwards.”

“Some of the boys were complaining, and I understood them because they argue that ‘you are not creating jobs for me as a government, the little joy I get from betting, you tax the joy away.’ Of course, we don’t want that, but I think there has to be a middle ground.”

Cudjoe also criticized President Mahama for not addressing this issue in a more balanced way during the launch of the Youth Manifesto.

“John Mahama should have said, ‘Look, taxes must be implemented to generate revenue for the country; however, the rate will be revised.’ I would have agreed to that, but in terms of doing away with it, that is more political talk,” he stated.

Prof. Stephen Adei

Professor Stephen Adei, a former Rector of the Ghana Institute of Management and Public Administration (GIMPA), admonished President John Mahama not to scrap the betting tax.

While condemning betting and tagging it as evil, he urged the government to increase the tax from 10 to 50 percent and not scrap it.

“Sin taxes like the betting tax must be increased and not scrapped. I will urge them to take it to 50 percent because it is a disastrous habit that ought to be discouraged,”he noted.

Prof. Patrick Asuming

Renowned economist Professor Patrick Asuming entreated President Mahama to maintain the betting tax due to its moral impact.

The economist justified keeping the betting tax, stating it helps regulate behavior among youth involved in betting and discourages them.

“I think, in terms of specific proposals, they have proposed removing the E-levy, COVID levy, and betting tax. If you look at what we are projected to collect from those three in 2025, it will be just around 5% of the revenue.

“Given how much of a nuisance the E-levy has been, removing them wouldn’t be too much of an issue. However, I don’t think we should remove the betting tax. I know young people in this country won’t be happy to hear me say that,” he said while speaking in an interview with Citi FM.

Joe Jackson

Chief Executive Officer of Dalex Finance, Joe Jackson, raised concerns about how the President Mahama administration will generate revenue for development if it removes all the taxes it has promised to abolish.

Jackson highlighted the significant challenges in managing the economy, particularly with the manifesto pledge to remove certain taxes, including the e-levy.

Speaking on TV3, Jackson said, “Let us not be mistaken, in 2025, we have to look at how we are performing in terms of revenue because some of the items are going to go out.

“There has been a manifesto commitment to take out the e-levy, betting tax, the COVID levy. So a lot of issues are going to come out, and I have no doubt in my mind that the challenge is going to be huge. You say you are going to remove tax A, B, C, D. But where is the money going to come from?”

Institute of Community Sustainability

The Institute of Community Sustainability urged President Mahama’s government to increase the betting tax to 50% to curb the alarming rise in betting activities among the youth.

In a statement signed by the Executive Director, Eric Jerry Aidoo, the Institute highlighted how individuals spend excessive amounts of money and time on betting platforms, with some staking nearly 50% of their winnings, only to lose it again.

“The current state of sports betting in Ghana is worrisome. Many young people are spending an inordinate amount of time and money on betting platforms, with some staking 50% of their winnings only to lose it all again. This vicious cycle of betting and losing is not only draining the financial resources of our youth but also eroding their productivity and potential.

“If left unchecked, this betting epidemic could have severe consequences for our society. Desperate individuals may resort to crime, such as robbery, to fund their betting habits. Companies may also suffer as employees squander their salaries on betting, leading to financial losses and decreased productivity.

“Increasing the betting tax to 50% would be a bold step towards addressing this issue. The revenue generated from this tax could be channeled towards establishing rehabilitation centers and providing support services for individuals struggling with betting addiction,” portions of the statement read.

Ato Forson’s stance on the issue:

Despite these calls, Minister-designate for Finance, Dr. Cassiel Ato Forson, has guaranteed that abolishing the betting tax will be one of his first actions in office.

Ato Forson clarified that removing the betting tax will not have a dire impact on the Ghanaian economy, considering the revenue it generates for the government.

“That tax [betting] will not solve the problem because I have read several articles suggesting that it is destroying our youth. To introduce a tax, you must consider the elasticities and whether imposing such a tax will prevent individuals from engaging in betting, but it has not achieved that goal.

“I insist that this tax must be abolished. As Minister of Finance, I will abolish the betting tax in my first budget,” he said.

Dead bodies seen in videos from South African mine

Disturbing videos have emerged showing the dire situation at a disused gold mine in South Africa where scores of illegal miners have reportedly been living underground for months.

They have been there since police operations targeting illicit mining started last year across the country.

In one of the videos, which the BBC has not independently verified, corpses wrapped in makeshift body bags can be seen. A second shows the emaciated figures of some miners who are still alive.

A long-delayed rescue operation, that last week a court ordered the government to facilitate, is continuing for a second day after beginning on Monday.

This story contains a video that some people may find distressing.

Last year, arguing that the miners had entered the shaft in Stilfontein deliberately without permission, the authorities took a hard line, blocking food and water supplies.

In November, one government minister said: “We are going to smoke them out.”

More than 100 of the illegal miners, known locally as “zama zamas”, have reportedly died underground since the crack down began at the mine some 145km (90 miles) south-west of Johannesburg.

The authorities however, have not confirmed this figure as it is yet to be “verified by an official source”, a spokesperson told the BBC.

Hundreds are thought to be still in the mine while more than 1,000 have surfaced in the past few months.

In one of the videos released by a trade union, the General Industries Workers of South Africa (Giwusa), dozens of shirtless men can be seen sitting on a dirty floor. Their faces have been blurred. A male voice off camera can be heard saying that the men are hungry and need help.

“We’re starting to show you the bodies of those who died underground,” he says.

“And this is not all of them… Do you see how people are struggling? Please we need help.”

In the other video, a man says: “This is hunger; people are dying because of hunger.” He then puts the death toll at 96 and begs for help, food and supplies.

The union says the footage was filmed on Saturday.

In a briefing held on Monday near the site of the rescue operation, Giwusa leadership, alongside community figures, said the videos shared “painted a very dire picture” of the situation underground.

“What has transpired here has to be called what it is; this is a Stilfontein massacre. Because what this footage does is show a pile of human bodies, of miners that died needlessly,” Giwusa president Mametlwe Sebei said.

He blamed the authorities for what he described as a “treacherous policy” that was deliberately pursued.

The department of mineral resources, leading the rescue effort, told the BBC that Monday’s operation included lowering down a cage that is then hoisted up once loaded with people.

This structure is designed to hold six or seven people, depending on their weight, according to Giwusa. It has been going down the shaft – descending about 2km – every hour. The union said that by the end of Monday 26 miners had been brought up alive, along with nine bodies.

Department of mineral resources spokesperson Makhosonke Buthelezi could not confirm whether the priority will be to retrieve those who had died or those in need of medical attention.

A briefing will be held by the department, together with the police ministry, on Tuesday to provide an update on the operation.

Road Tolls Will Be Brought Back –Ato Forson

0

The Minister-designate for Finance, Dr. Cassiel Ato Baah Forson, has indicated that the government of President John Dramani Mahama would introduce road tolls to raise revenue.

According to him, the National Democratic Congress (NDC) has always maintained the position that it would return the paying of road tolls and would do exactly that, having taken office.

New Hairstyles for Ladies in 2025: Trends to Watch

0

As we move into 2025, hair fashion is embracing bold new trends while still celebrating timeless classics with a modern twist. Ladies seeking to update their look can find inspiration in a variety of fresh, exciting styles that reflect both individuality and elegance. Here are some of the top hair trends expected to dominate in 2025:

1. Modern Shag Cut

The shag haircut, a retro favorite, continues its revival in 2025, but with a more polished, contemporary approach. This style combines layers of varying lengths for texture and volume, allowing the hair to move freely. The modern shag is versatile and can be tailored for any hair type, whether straight or curly, and works well with or without bangs.

2. Pixie Cut with Volume

Short haircuts are making a comeback, and the pixie cut is leading the charge. However, this time around, volume and texture take precedence. The traditional pixie is being reimagined with tousled layers and a more voluminous finish, making it an ideal choice for those who want a chic yet low-maintenance style.

3. Curtain Bangs

Curtain bangs are a timeless trend that continues to evolve. In 2025, expect to see them paired with soft waves or sleek straight hair. These bangs frame the face beautifully, offering a relaxed, natural look that adds elegance and sophistication to any hairstyle.

4. Blunt Bob with Color Accents

The blunt bob remains a favorite among fashion-forward women, but in 2025, it’s all about incorporating playful color accents. Whether it’s bold highlights, ombre effects, or pastel tones, adding color to the sharp edges of a blunt bob creates a striking contrast and modern flair.

5. Sleek and Shiny Long Hair

For those who prefer longer locks, the trend in 2025 is smooth, glossy hair with a healthy shine. Straight hair will continue to reign, with ultra-sleek styles achieved through advanced heat technology and nourishing products that enhance the hair’s natural luster.

6. Textured Waves

Loose, beachy waves continue to be a major trend in 2025. Textured waves add a relaxed, effortless vibe to any look, and they work well with various lengths, from shoulder-grazing to longer tresses. Adding layers to waves also increases volume and depth, creating a stunning, full-bodied effect.

As hairstyling evolves, 2025 encourages women to experiment with their looks, combining modern techniques with classic elements. Whether you prefer short and edgy or long and flowing, there’s a trend for every personality and occasion. It’s all about finding the style that best expresses who you are in this exciting new year.

Osibisa’s Teddy Osei passes away in London

0

Celebrated Ghanaian musician, Teddy Osei of Osibisa fame has died at 88.

The unfortunate event occurred on Tuesday, January 14, 2025 in London.

President of the Musicians Union of Ghana (MUSIGA), Bessa Simons confirmed the sad news to Citi News, describing Teddy Osei’s death as a loss of one of Ghana’s greatest musical icons.

Teddy Osei, who co-founded Osibisa in 1969 was renowned for blending Afrobeat, highlife and rock to create a globally recognised sound.

Born in December 1937 in Kumasi, his musical journey began in his youth when he was first introduced to musical instruments.

His  passion for music led him to pick up the saxophone during his college years in Sekondi, where he attempted to form a band with friends.

Interestingly, he took up the instrument when the original saxophonist failed to attend practices.

Teddy honed his skills by playing along to jazz records, a self-taught practice that shaped his artistry.

After completing college, Osei briefly worked as a building inspector before forming his first band, The Comets, which enjoyed moderate success.

In 1962, he traveled to London on a government grant to study music and drama. However, political changes in Ghana forced him to leave the program after three years.

What a lean government means for Ghana

0

On 11th January, 2025, Ghana’s new president, His Excellency John Dramani Mahama announced a reduction in the number of government ministries from thirty (30) to twenty-three (23).

This major policy reform measure is consistent with the National Democratic Congress’s (NDC) campaign promise to downsize government by appointing no more than sixty (60) Ministers as a strategy to streamline government operations and reduce public spending.

The last New Patriotic Party (NPP) government, under President Nana Addo Dankwa Akufo-Addo operated thirty (30) ministries with 129 ministers in 2017. However, this number was significantly reduced to eighty-five (85) ministers by 2024, mainly in response to the need for reforms under the current International Monetary Fund (IMF) program.

The unprecedented policy decision has elicited varied reactions from policy experts and the ordinary Ghanaian. These reactions reflect optimism for potential government efficiency, as well as scepticism about the real impact on public spending.

Some economic experts agree that the reduction in the number of ministers is an indication of the commitment of the new president to run government with 60 ministers.

This also demonstrates the president’s commitment to streamlining government, reducing inefficiency, and focusing on delivering better governance outcomes.

Downsizing government can potentially stabilize the economy and improve the country’s fiscal health in the short to medium term for Ghana, a country under IMF program. Several empirical studies indicate that a lean government contributes to lower deficits, better fiscal health, improved governance and stronger economic performance through efficient, accountable, and prudent spending (IMF 2010; OECD 2012 and World Bank 2000).

Under the current IMF program, Ghana is seeking to reduce its debt by $4.7 billion and $4.4 billion in cash flow relief.

For this end, a small government can inspire hope in the economy by signalling the country’s commitment to fiscal responsibility, efficiency, long-term stability, as well as positive signals to local and international creditors.

A 2014 Afrobarometer survey shows that Ghanaians may be willing to pay higher taxes to support development if they trust the government’s effective use of tax revenues and the delivery of quality public services (Afrobarometer 2014).

The reduction in the number ministries which will reflect in the comparatively lower number of government ministers will demonstrate government commitment to cutting public expenditure to enhance public trust and support for the system.

This measure will also reassure the public that resources are allocated more efficiently and that measures are being taken to avoid excessive debt and financial crises.

This commitment can foster a sense of trust, as citizens see their leaders prioritizing sustainable development and the well-being of future generations.

Furthermore, reducing public expenditure can lead to a more effective public services, lower taxes, and improved economic conditions, all of which directly benefit the citizens, and result in a more positive relationship between the government and its people.

However, it will take real leadership to reduce public expenditure in a lean government. According to Mr Kwesi Jonah, a Senior Research Fellow at the Institute for Democratic Governance, the reduction in the number ministries which will ultimately lead to a reduced number of ministers is a very good idea.

He however, advises the President to remain committed to the actual policy intent of cutting expenditure. He noted that political patronage is a significant feature in many African countries, including Ghana where political appointments are used to reward party supporters through jobs and other benefits.

He, however, expressed optimism that Prez Mahama will avoid the situation where the number of potential appointees to the ministries that have been merged or scrapped will be ‘catered for in other areas in of government’ which will defeat the real intention to save public cost.
