Evidence abounds that Lithovit is efficacious: A-G defends withdrawal of Opuni-Agongo case

Attorney-General and Minister of Justice, Dr. Dominic Akuritinga Ayine has provided a detailed explanation for his decision to withdraw the charges against former COCOBOD Chief Executive, Dr. Stephen Opuni and businessman Seidu Agongo.

He maintained that the grounds for their prosecution were untenable, citing significant evidence proving the efficacy of Lithovit liquid fertilizer which was at the centre of the prosecution based on which they were charged for allegedly causing financial loss to state.

Upon assuming office, Dr. Ayine reviewed prosecutions initiated by his predecessors, Gloria Akuffo and Godfred Yeboah Dame, and made decisions regarding their continuation.

He emphasised his commitment to upholding accountability while ensuring fairness in prosecutorial decisions.

Justifications for withdrawal

The Attorney General also gave three key reasons for dropping the charges: on ethical and professional considerations, he said he could not, in good conscience, continue certain prosecutions given the weight of evidence contradicting the charges.

He also mentioned defective charges where he said thorough review revealed that some charges were not supported by facts or common sense.

There was also overwhelming doubt regarding guilt, which he said the prosecution failed to prove that Lithovit fertilizer was ineffective, contrary to the claims of the State.

Dr. Dominic Ayine, at a press conference on Wednesday, February 12, 2025, stressed that his decision aligns with constitutional requirements, particularly Article 296, which mandates fairness, reasonableness, and transparency in the exercise of discretionary power.

According to him, he consulted widely with the Director of Public Prosecutions, defence lawyers, investigators, and stakeholders before making his determinations.

Traditionally, the Attorney General is not required to explain the entry of a nolle prosequi, but Ayine insisted on transparency and outlined the distinction between entering a nolle prosequi, which allows for future re-prosecution, and withdrawing charges, which leads to acquittal if done after the prosecution closes its case.

Evidentiary support for Lithovit’s efficacy

The case against Dr. Opuni and Seidu Agongo hinged on the assertion that Lithovit fertilizer was substandard, causing financial loss to the state.

He however, confirmed that no farmer was called by the prosecution as a witness to substantiate this claim. Instead, statements from COCOBOD officials and field reports indicated that Lithovit was highly effective and preferred over other fertilizers.

“More importantly, in the course of the investigation, [EOCO] took statements from two farmers. While 1 (one) stated that he did not see any significant change on his farm, the second farmer stated that after using Lithovit fertilizer, he saw a significant increase in yield, and that Lithovit fertilizer is a very good fertilizer.

“Again, in the course of the trial, the defence tended an official report from COCOBOD which covered field visits by COCOBOD officials. The report, which was tendered, is to the effect that Lithovit fertilizer is a very good fertilizer and that farmers actually preferred Lithovit fertilizer to other fertilizers and was the fertilizer of choice in areas in which Lithovit fertilizer was supplied.

“This is clear evidence that contrary to the case of the Prosecution, the use of Lithovit fertilizer rather increased yield. The farmers who used Lithovit fertilizer, including the then national best farmer, in their evidence testified that Lithovit fertilizer use increased their yield and that Lithovit fertilizer is a good fertilizer.”

He also stated the fact that investigators received conflicting reports from the Ghana Standards Authority (GSA). The first, conducted by the cosmetics department, according to GSA officials to the court, lacked the mandate to test fertilizers but stated that Lithovit was devoid of fertilizer components.

However, he noted, a second test, conducted by the material science department, which is the appropriate department, confirmed that Lithovit was indeed a fertilizer and efficacious.

Additionally, the prosecution’s key witness, Dr. Yaw Adu Ampomah, was accused of perjury for allegedly providing false testimony against the accused.

Dr. Ayine expressed concern about judicial impartiality in the case and criticised former trial judge Justice Clemence Jackson Honyenuga for expunging crucial exculpatory evidence in his chambers whilst ruling on the submission of no case, and also failing to hear the perjury application against Dr. Adu Ampomah.

“This is most unacceptable because in a criminal trial it is important to hold the scale of justice evenly and any doubt raised must inure to the benefit of the accused,” he asserted.

Furthermore, Justice Anokye Gyimah’s decision to conduct a de novo trial was swiftly overturned, and the judge transferred from Accra to Kumasi, raising concerns about fairness.

He also highlighted instances where judges handling politically sensitive cases were promoted, creating perceptions of inducement.

“The decisions by the executive branch of government to promote some judges who were sitting on some of the cases is very concerning. The perception whether true or not, is that the promotion may be an inducement to convict the accused persons.”

The Attorney-General also explained the reasons behind cases involving Finance Minister Dr. Cassiel Ato Forson, Governor of Bank of Ghana Dr. Johnson Asiama, and Member of Parliament for Asutifi South, Collins Dauda.

He assured the public that his decisions were made independently and in the best interest of justice, rejecting suggestions of external influence, and affirming that President John Mahama had not directed him to drop any case.

While emphasising the distinction between causing financial loss and outright corruption, he noted that none of the accused had looted state resources.

Dr. Ayine therefore reiterated his commitment to balancing public interest with the rights of accused persons and ensuring that the judicial process remains fair and credible.

Effutu Traditional Council launches 2025 Aboakyer Festival

Winneba (C/R), Feb 13, GNA – The 2025 Aboakyer Festival of the Chiefs and People of Effutu has been launched with a call on all service providers to ensure excellence delivery to boost the local economy. 

Neenyi Ghartey VII, Effutu Oma Odefe and President of Effutu Traditional Council, who launched the festival, stated that the celebration of the festival was a moral and spiritual obligation to their ancestors, deities and the land. 

“We propitiate them to bring wellbeing to our people.” 

The  festival on the theme: “Championing our ancestral legacy,” will start on Saturday, April 26  and climax on Saturday, May 4, 2025 with a grand durbar, where Neenyi Ghartey will sit in state to be paid homage. 

It will start with a Gospel musical show and clean-up exercise at various communities and homes. Other activities are a health walk, regatta, tug-of-war, marathon race and bicycle racing. 

The rest are football tournament, cooking competition and parading of gods by the two Asafo Companies.  

 On Friday, May 3, the traditional military would march through the principal streets of the Winneba township to provide security and ensure peace as the Asafo Companies enter their ancestral forests on the dawn of Saturday May 4, to catch a live bushbuck.  

The group with the first catch will then present it to Neenyi Ghartey to step on it three times to signify acceptance by their god, Penkye Otu. 

Neenyi Ghartey underscored the need for his people to be united than ever and entreated them to do away with their differences and work to enjoy the peace they had built over the years, and the solidarity that came with it. 

“This festival showcases the rich Asafo, religious and cultural tradition of Effutu State and other entertainment components enhancing tourist attractions to the area.” 

Neenyi Ghartey, who is also the Chancellor of the University of Education, said; “through our efforts to sustain our ancestral heritage, we are championing a course to ensure that Effutu tradition and culture are preserved for current and future generations.” 

He further stated that the traditional council had called on all households to put their houses in order, while the community embarked on a massive clean-up exercise for an enjoyable experience devoid of being victims of communicable diseases during the celebration. 

He implored the people to stop spreading falsehood against the traditional council and the Member of Parliament (MP) for the Area, Mr Alexander Afenyo-Markin. 

He stated that the level of vilification of the MP,  based on falsehood and reckless allegations, was malicious and the traditional council outrightly condemned it. 

“Effutu must be allowed to enjoy its peace,” he added. 

Later, members of the 2025 Aboakyer planning committee chaired by Nana Owusu Ofori, were introduced to the gathering.

The Majority shareholder of now-defunct Heritage Bank, Alhaji Agongo has expressed confidence that his bank could have transformed Ghana’s banking industry with unmatched competition.

According to him, the bank had put in place mechanisms beyond physical infrastructure to achieve success beyond the shores of Ghana.

“Heritage Bank would have given the entire banking industry in Ghana competition they could never match. Have you visited any of our branches before? Our success was in the planning, not just what you saw,” Seidu Agongo asserted in an interview.

He lamented that the Bank of Ghana’s actions crushed his dream of building a Ghanaian bank that could compete internationally.

“Look at Nigerian banks – they are almost everywhere. Can you count any Ghanaian bank outside Ghana? I wanted to change that. I put together a strong board, including ex-BoG Governor Alex Ashiagbor, Dr. Kwesi Botchwey, and Benson Nutsukpui. Would they be part of a fraudulent bank?”

He is, however, optimistic about the bank’s potential in the future although he did not indicate whether there were plans to resurrect the bank.

Ghana secures 3 positions in AU elections – Okudzeto Ablakwa hails ‘100% victory’

Ghana has secured three key positions in the just-ended African Union (AU) elections held in Addis Ababa, Ethiopia.

The Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, announced the victories in a Facebook post on Thursday, February 13, 2025, describing the outcome as a “100% victory for Ghana.”

Among the newly elected officials, Ambassador Jane Gasu Aheto has been elected to the African Union Commission on International Law (AUCIL), while lawyer Kwami Edem Senanu has been re-elected to the African Union Advisory Board Against Corruption (AUABC).

These wins follow Ambassador Amma A. Twum-Amoah’s election as AU Commissioner for Health, Humanitarian Affairs, and Social Development, making Ghana one of the most successful nations in this year’s AU elections.

“So far, only Ghana appears to have achieved this feat,” Ablakwa stated, acknowledging the efforts of the campaign team, Ghana’s Mission in Addis Ababa, the Ministry of Foreign Affairs, and President John Mahama for their contributions to the success.

Before the elections, Ablakwa had expressed strong confidence in Ghana’s chances, stating, “Ghana didn’t come here to play.”

Following the victory, he described the moment as a historic milestone, declaring, “The Black Star rises again!”

Ghana’s strong showing at the AU elections is expected to bolster the country’s diplomatic influence on the continent and strengthen its role in shaping key policy decisions within the African Union.

One killed in ballistic missile attack on Kyiv, Ukraine says

 ONE person has been killed and four injured in a Russian missile at­tack on Ukraine’s capital overnight.

Kyiv’s mayor said a nine-year-old girl was among the injured in the strikes which occurred early on Wednesday.

The Ukrainian military said it had shot down six of seven ballistic missiles and 71 drones launched by Russia, which sparked several fires throughout the city.

It comes after President Volody­myr Zelensky suggested Ukraine would be prepared to swap land with Russia in potential peace negotia­tions.

The strikes had caused damage in Kyiv’s Holosiivskyi, Podilskyi, Svia­toshynskyi and Obolonskyi districts, Mayor Vitali Klitschko said.

Meanwhile, officials in the city of Kryvyi Rih also reported damage to residential buildings and infra­structure after it too was targeted in Russian missile strikes on Tuesday night, the Dnipropetrovsk regional governor said on Telegram.

Reacting to the attack on Wednes­day, Zelensky said Russian president Vladimir Putin was “not preparing for peace”.

“He continues to kill Ukrainians and destroy cities.

“Right now, we need unity and support from all our partners in the fight for a just end to this war,” he wrote on Telegram.

In an interview with the Guardian newspaper published on Tuesday, the Ukrainian president said he would be prepared to swap land with Russia in a future peace negotiation.

He said parts of Russia’s Kursk region – which Ukraine has held since an offensive six months ago – could be returned in exchange for Ukrainian territory currently occu­pied by Moscow.

Ukraine has never said it wanted to permanently occupy the hundreds of square kilometres it seized in Russia’s Kursk region, but the goal has appeared to become clearer.

Kremlin spokesman Dmitry Peskov said Zelensky’s suggestion was “impossible,” and Russia would never discuss the topic of exchang­ing territory.

Earlier, Dmitry Medvedev, the deputy chairman of Russia’s powerful Security Council, had also dismissed Zelensky’s suggestion as “nonsense”.

“Peace through strength, you say?” he said, mocking a phrase used by Zelensky in international addresses. Medvedev appeared to suggest the overnight attack was how Russia could achieve that goal.

For Ukraine, it was initially hoped the Kursk operation would relieve pressure on overstretched troops on other parts of the front line. Howev­er with continued Russian battlefield dominance, President Zelensky appears to be looking to use it as political leverage.

The Minority Leader, Alexander Kwamina Afenyo-Markin, has disclosed that former Minister of Finance, Ken Ofori-Atta, is traumatised following a raid at his private residence by operatives of the National Security.

Speaking on the floor of Parliament on Thursday, February 13, 2025, he condemned the incident and assured the House that Ken Ofori-Atta is willing to cooperate with investigations related to the alleged corruption case.

“As of this morning, I had an extensive engagement with him. He is traumatised by the labeling of this. He left the country with permission and will make himself available if there is anything to be investigated. It is not easy to serve your country, and I am sure all shall be well for the good of us all,” he noted.

The incident reportedly occurred at his home in Cantonments, Accra, while he was out of the country receiving medical care.

Eyewitnesses claim the group consisted of about 12 individuals comprising of five in military uniforms, one in a police uniform, and the rest in plain clothes.

Meanwhile, Ken Ofori-Atta has been declared wanted by the Office of the Special Prosecutor.

Saddick Adams names key people behind hooliganism

While Adams has consistently called for systemic change, he has not shied away from naming names and holding individuals accountable.

In a direct accusation, he fingered Ghana Premier League administrators as the root cause of much of the violence.

He alleged that high-ranking officials within these clubs play a crucial role in instigating disorder by supplying alcohol to angry fans.

“Most of the Ghana Premier League administrators are the centrepiece of hooliganism. They cannot pay the players, they cannot get TV rights, and they don’t have sponsorship.

“The only thing they can do is give them money to buy alcohol and incite fans so they can threaten referees,” he said, as quoted by 3Sports.

Ghanaian musician, Mr. Drew, has opened up on the intense backlash he faced after releasing his ‘Eat,’ song which was later discovered to be a replica of Nigerian musician Rotimi’s ‘Love Riddim.’

In an interview with Hitz FM on February 13, 2025, Mr. Drew explained that the allegation of stealing the song’s concept from Rotimi without authorisation sparked severe criticism from Stonebwoy’s fans.

Their argument was that the accusation of Mr. Drew copying the song’s concept and the subsequent response from the original owner tarnished the reputation of Stonebwoy, who featured on the track.

Mr. Drew attributed the misunderstanding and the damage to his reputation to the poor communication and clearance handling by his former record label.

“It was stressful because I didn’t understand and know what was happening. Everyone was attacking me because I did a cover of a song that featured a big artiste like Stonebwoy.

“My label at that time didn’t handle the clearance well, so that caused misinformation, and people started saying I stole the song,” he stated.

Despite the misunderstanding, Mr. Drew said he eventually apologised to Stonebwoy and Rotimi adding they have now resolved their issues.

“We went to see Stonebwoy and settled everything. For Rotimi, I was in personal contact with him, and we sorted everything out. The song was taken down due to copyright issues, so I released a new song and focused all my energy into promoting it.

“My relationship with Stonebwoy has been great. We’ve met at multiple shows, and I’ve also been at his concert several times. I think my relationship with Stone is amazing,” he added.

The Majority Leader in Parliament, Mahama Ayariga, has condemned the raid at the residence of former Minister of Finance, Ken Ofori-Atta, by security operatives.

Speaking on the Floor of Parliament on Thursday, February 13, 2025, he confirmed the involvement of Richard Jakpa in the operation.

“So, Speaker, it is true that the private residence of the former Minister of Finance was entered into by operatives of the military and the police, led by somebody who we believe works at the National Security Coordinator’s office. Mr. Speaker, his name is Richard Jakpa,” he stated.

He expressed regret over the incident and apologised to Ken Ofori-Atta, describing the situation as unfortunate.

“We have investigated the matter, and we want to assure our fellow countrymen and our colleagues in this House that we have received assurances from the Office of the National Security Coordinator that it was not intended for such an incident to occur. That occurrence is most regrettable and unfortunate.

“I personally extend my apologies to the former Minister of Finance, and I believe that this should suffice,” he indicated.

The Minority Leader, Alexander Kwamina Afenyo-Markin, has disclosed that former Minister of Finance, Ken Ofori-Atta, is traumatised following a raid at his private residence by operatives of the National Security.

Speaking on the floor of Parliament on Thursday, February 13, 2025, he condemned the incident and assured the House that Ken Ofori-Atta is willing to cooperate with investigations related to the alleged corruption case.

“As of this morning, I had an extensive engagement with him. He is traumatised by the labeling of this. He left the country with permission and will make himself available if there is anything to be investigated. It is not easy to serve your country, and I am sure all shall be well for the good of us all,” he noted.

The incident reportedly occurred at his home in Cantonments, Accra, while he was out of the country receiving medical care.

Eyewitnesses claim the group consisted of about 12 individuals comprising of five in military uniforms, one in a police uniform, and the rest in plain clothes.

Meanwhile, Ken Ofori-Atta has been declared wanted by the Office of the Special Prosecutor.

Kwesi Nyantakyi, the former President of the Ghana Football Association has been discharged following the failure of ace investigative journalist, Anas Aremeyaw Anas to testify in court.

According to reports, the Accra High Court presided over by her ladyship Justice Marie-Louise Simmons on Thursday, February 13, 2025, discharged Kwesi Nyantakyi and Abdulai Alhassan a former Northern Regional FA chairman as the state could not adduce sufficient evidence against them.

A Court of Appeal ruling on January 30, indicated that Anas Aremeyaw Anas who was the last of the state’s five witnesses was only going to be allowed to testify if he did so without a mask on.

The panel was chaired by Justice Anthony Oppong with Justice Kweku Tawiah Ackaah-Boafo and Justice Aboagye Tandoh as other members quashed the High Court ruling and ordered Anas to remove his mask when testifying.

The High Court had ruled on May 17, 2023, that Anas Aremeyaw Anas could be allowed to testify in-camera but on condition that he revealed his face to Kwesi Nyantakyi in chambers.

With Anas unwilling to testify against Nyantakyi and Abdulai Alhassan who were facing charges of fraud by agents and corruption related to their involvement in the #Number 12 exposé, the court has discharged them.

The discharge has brought to an end the five-year trial of Nyantakyi who was captured in the documentary engaging in activities alleged to be corruption and influence peddling.

The embattled former GFA president came under heavy criticism after the content of Anas Aremeyaw Anas’ investigative piece entitled Number 12 was aired in Ghana on June 6, 2018.

The video captured Nyantakyi allegedly taking $65,000 (approximately £48,000) from an undercover reporter pretending to be a businessman.

The video, among other things, also captured top officials of the football association, including their president, Nyantakyi, allegedly taking bribes to influence the invitation of players to the national team, to influence the duration of playing time offered to some players, and to influence the selection of unfit players and referees to participate in games.

Number 12 also exposed more than 100 referees allegedly taking bribes to manipulate the outcome of games in favour of certain teams.

Following the first screening of the video, which attracted more than 3,000 people, many called for the complete dissolution of the Ghana Football Association (GFA) and the immediate resignation of its embattled president, Kwesi Nyantakyi.

Nyantakyi, who was also the first Vice President of the Confederation of African Football (CAF), eventually resigned from all football-related positions shortly after the video was aired.

FIFA subsequently suspended Kwesi Nyantakyi and later banned him for life.

Accra, Feb 13, GNA – Mr Samuel Okudzeto Ablakwa, the Foreign Affairs Minister, has celebrated the election of Madam Jane Gasu Aheto, Mr Kwami Edem Senanu and Ambassador Madam Amma A. Twum-Amoah to various portfolios in the African Union Commission. 

The election took place at the 38th Ordinary Session of the Assembly of the African Union (AU) in Addis Ababa, Ethiopia. 

The Minister extended a congratulatory message to all three for making Ghana proud.  

Madam Jane Gasu Aheto will now serve on the African Union Commission on International Law (AUCIL) while Mr Kwami Edem Senanu was successfully re-elected to serve on the African Union Advisory Board Against Corruption (AUABC). 

Madam Amma A. Twum-Amoah won an emphatic victory as Commissioner. 

“We made it! A 100 per cent win for Ghana in Addis Ababa,” Mr Ablakwa said. 

He said all Ghana’s three candidates had won big!; saying “So far, only Ghana appears to have achieved this feat”. 

“Super commendations to our campaign team, our Mission in Addis Ababa, the Foreign Ministry and President John Mahama. The Black Star rises again! For God and Country.”

We’ll Solve Tamale Water Crisis – NR Minister

The Northern Regional Minister, Adolf John, has assured the people Tamale and its environs that the government will solve the long standing water crisis.

Tamale in recent times has been faced with persistent water crisis, a situation which has significantly disrupted economic activities, forcing residents to purchase water from tanker contractors.

This situation has resulted in businesses such as restaurants, schools, hospitals, among others severely impacted by the ongoing water crisis.

Those who cannot afford tanker services are forced to trek long distances in search of potable water while some residents are left to rely on water from dams.

In an exclusive interview with DGN Online, the Northern Regional Minister, Adolf John, said he would work tirelessly with stakeholders in the water sector to ensure that the Tamale water crisis is resolved permanently.

“We have water challenges including Tamale and our government have promised that we shall solve the Tamale water problem and this promise will be fulfilled because water is a necessity,” he indicated.

In 2020, former President Akufo-Addo, cut the sod for the commencement of work on the Tamale water supply project in the Northern region.

The Tamale Water Supply Project was aimed to expand the water supply capacity of the Tamale Metropolitan area, and also improve upon the flexibility of water supply, by building a new water supply system which will rely on the White Volta at Yapei, with a 29.7 million gallons per day capacity water treatment plant.

Government then disclosed that they had secured a credit facility amounting to $ 223,287,973 from the UK Export Finance and the Dutch bank to execute the project but the project did not materialize.

Majority apologises to Ofori-Atta for raid on his residence

The Majority in Parliament has apologized to former Finance Minister Ken Ofori-Atta following a raid on his residence by military and police officers.

According to the Majority, its investigation into the incident revealed that the operation was led by Richard Jakpa, an official at the National Security Coordinator’s office.

Addressing the issue on the floor of Parliament, Majority Leader Mahama Ayariga described the raid as regrettable, emphasizing that the Mahama government remains committed to protecting the rights of all citizens.

“H.E. President John Dramani Mahama remains committed to ensuring that the rights and liberties of every individual are respected. We have received assurances from the office of the National Security Coordinator that the incident was not intended to happen.

“That occurrence is most regrettable and unfortunate and he [Jakpa] wants to give this house his words and assurances that a thing like that should never happen again.

“The Majority remains committed that institutions function properly, officials act in accordance with the law, that the rights and liberties of citizens are upheld under the leadership of President Mahama. I personally extend my apologies to the former Finance Minister, Ken Ofori-Atta and I believe the issue should suffice.”

On February 12, the Office of Special Prosecutor said the raid was staged, and officially named former Finance Minister Ken Ofori-Atta a suspect in four high-profile corruption investigations, including cases related to the National Cathedral project and Strategic Mobilization Limited (SML).

During a press briefing on Wednesday, February 12, Special Prosecutor Kissi Agyebeng stated that Ofori-Atta is now a wanted person and must return immediately for questioning, warning that failure to comply could result in legal action to compel his return.

The Majority Leader in Parliament, Mahama Ayariga, has condemned the raid at the residence of former Minister of Finance, Ken Ofori-Atta, by security operatives.

Speaking on the Floor of Parliament on Thursday, February 13, 2025, he confirmed the involvement of Richard Jakpa in the operation.

“So, Speaker, it is true that the private residence of the former Minister of Finance was entered into by operatives of the military and the police, led by somebody who we believe works at the National Security Coordinator’s office. Mr. Speaker, his name is Richard Jakpa,” he stated.

He expressed regret over the incident and apologised to Ken Ofori-Atta, describing the situation as unfortunate.

“We have investigated the matter, and we want to assure our fellow countrymen and our colleagues in this House that we have received assurances from the Office of the National Security Coordinator that it was not intended for such an incident to occur. That occurrence is most regrettable and unfortunate.

“I personally extend my apologies to the former Minister of Finance, and I believe that this should suffice,” he indicated.

The need for a cashless economy in Ghana and Africa

Ghana’s heavy reliance on cash transactions remains a major driver of corruption and inflation. Despite the availability of modern payment systems such as debit and credit cards, electronic transfers, and mobile banking, cash continues to dominate financial transactions, creating an enabling environment for financial misconduct.

The preference for cash in government transactions, private business dealings, and daily financial activities makes it difficult to track money flow, leading to widespread bribery, money laundering, and unaccounted expenditures.

A fundamental issue in Ghana’s cash-dependent system is the disbursement of tax funds during government meetings. Reports indicate that both lawmakers and executive officials prefer handling cash, a practice that fosters corruption and weakens financial transparency. In a digital economy, such transactions would leave an electronic trail, making it easier to detect fraudulent activities and hold individuals accountable.

The excessive use of cash also contributes significantly to inflation. The Bank of Ghana, which is responsible for regulating money circulation, does not have an accurate record of cash in the system, making monetary policy implementation difficult. The overwhelming presence of GHS 200 and GHS 100 notes in circulation has fueled inflationary pressures, yet the central bank has remained silent on the issue.

A disturbing reality is the daily sight of individuals withdrawing or depositing large sums of cash at banks, sometimes spending the entire day counting money with tellers. In a well-regulated economy, cash transactions of this nature would be rare, as electronic payments would provide a safer, more efficient alternative.

Lessons from Advanced Economies

Many developed nations have successfully transitioned to a predominantly cashless economy, making corruption more difficult and financial tracking more efficient.

Sweden, for instance, is leading the world in cashless transactions, with over 90% of financial dealings conducted electronically. Retailers and public institutions rarely accept cash, significantly reducing the chances of bribery and fraud.

In the United States, authorities continuously monitor the amount of cash in circulation. Instead of increasing the quantity of money, they replace old banknotes with newly designed ones, ensuring financial stability and security. This system limits the ability of criminals to hoard cash and engage in illegal activities.

Similarly, in the United Kingdom, contactless payments and online banking have become the norm, further reducing cash dependency. Every transaction leaves a trace, making it difficult for corrupt individuals to hide illicit funds.

Interestingly, Ghanaian ministers and government appointees, who insist on cash transactions locally, always use credit cards when they travel outside the country. This raises a fundamental question: if electronic payments are good enough for international transactions, why are they not mandated within Ghana?

If Ghana and other African nations adopt similar systems, corruption levels will drop significantly, and economic stability will improve.

The African Perspective

The issue of excessive cash transactions is not unique to Ghana—it is a widespread problem across the African continent. Many African governments continue to rely heavily on physical cash, making it easy for corrupt officials to siphon public funds.

Countries like Nigeria, Kenya, and South Africa have made progress in promoting digital transactions, but challenges remain.

Kenya has pioneered mobile banking with M-Pesa, allowing millions of citizens to make payments electronically. This innovation has significantly reduced the risk of corruption in some sectors.

Nigeria, despite being Africa’s largest economy, still struggles with corruption due to a cash-heavy financial system. The Nigerian government attempted a cashless policy, but resistance from certain political and business elites stalled the process.

South Africa has a well-developed banking system, but cash transactions remain prevalent in informal sectors, making tax evasion and corruption difficult to track.

To address this issue, Ghana and other African nations must take decisive action by introducing a nationwide debit and credit card system as the primary mode of financial transactions.

A Call to Action for Ghana and Africa

For Ghana to achieve financial stability, authorities must determine the exact amount of money in circulation. One effective approach is to introduce new banknotes with enhanced security features while implementing a time-bound transition period. This will force individuals hoarding cash in their homes to deposit it into the banking system, thereby promoting accountability.

Furthermore, limiting cash transactions and enforcing electronic payments for salaries, business transactions, and government expenditures will minimize corruption. For example, if board members were paid directly into their bank accounts instead of receiving cash, fraudulent financial activities would be significantly curtailed.

Beyond policy changes, addressing corruption requires a societal shift. Educational institutions, churches, and mosques must actively teach ethical conduct and expose the consequences of corruption. Unfortunately, many religious leaders turn a blind eye to corruption, despite the fact that most corrupt individuals are active members of their congregations.

A troubling trend is that those engaged in corruption are often praised, while innocent individuals suffer wrongful imprisonment. A glaring example is when a sector minister involved in corrupt dealings was set free while a subordinate agency head under the same ministry was unjustly jailed.

Another major advantage of a cashless system is the facilitation of international trade. If Ghana encourages the widespread use of credit cards and Point of Sale (POS) systems, it would eliminate the need for individuals to visit forex bureaus to exchange currencies.

Instead, businesses and individuals could make purchases directly from suppliers in China, the United States, and other countries from the comfort of their homes. This would enhance trade efficiency and reduce reliance on the informal currency exchange market, which is often exploited for illicit financial transactions.

Additionally, implementing a cashless system would revolutionize the import and export industry. With credit cards and digital payment solutions, customs clearance processes would be streamlined, reducing bureaucratic delays and minimizing the potential for corrupt practices at border checkpoints. Importers and exporters would benefit from faster transactions, reducing operational costs and improving overall business efficiency.

A well-regulated digital economy would also help control inflation and curb black market activities. The informal economy thrives on untraceable cash transactions, making it difficult for regulators to monitor economic activity accurately. A transition to digital payments would reduce the circulation of unregulated money, thereby stabilizing inflation and promoting economic growth.

The government must also introduce policies that incentivize digital payments. Offering tax rebates for businesses that adopt electronic payment systems, reducing transaction fees on digital platforms, and implementing stricter regulations against cash-based transactions will accelerate the transition to a cashless economy.

Additionally, electronic payments must be made mandatory for all market women and traders. The notion that digital transactions are only for the elite or corporate entities must be discarded. Market women handle billions of cedis in daily transactions, yet most still rely on cash. If electronic payment systems such as mobile money and POS devices were made compulsory in marketplaces, financial transparency would improve significantly, making it harder for illicit cash movements to thrive.

Moreover, public awareness campaigns must be launched to educate citizens on the benefits of digital transactions. Many Ghanaians, especially those in rural areas, still prefer cash due to a lack of understanding of digital banking. A nationwide financial literacy program will help bridge this gap and ensure a smooth transition.

Ghana and Africa stand at a crucial crossroads. To curb corruption and inflation, the government must take bold steps to phase out excessive cash transactions, enforce digital payment systems, and instill a culture of integrity in all sectors of society. The path to a transparent financial system is clear—will Ghana and Africa take it?

CAF U-20 AFCON: Ghana, Cote D’Ivoire in a tough group

Ghana’s Black Satellites have discovered their group opponents for the 2025 TotalEnergies CAF U-20 Africa Cup of Nations set to take place in Cote D’voire, starting April 26.

The Black Satellites, under coach Desmond Ofei, will face hosts Ivory Coast, Tanzania and DR Congo.

The four nations will be joined by a representative from UNIFFAC 2. The Ghanaians were handed the tricky ties after Thursday’s draw held at the Headquarters of the Confederation of African Football (CAF) in Cairo, Egypt.

Thirteen (13) Teams were drawn into 3 groups of four or five teams and Ghana found out their fate as the road to the African Championship in Cote D’voire and the World Cup in Chile begins.

The draw was carried out with the assistance of former Mali international ⁠Adama Coulibaly and ex-Senegal star Souleymane Camara.

The draw revealed the opponents for the Black Satellites as well as the other teams competing for African football’s most coveted youth trophy.

The participating teams include Egypt and Morocco from North Africa, holders Senegal and Sierra Leone from WAFU A, Nigeria, Ghana, and host Cote d’Ivoire from WAFU B, Tanzania and Kenya from CECAFA, South Africa and Zambia from COSAFA, and DR Congo from Central Africa.

The top two teams from each group will qualify for the knockout stages, along with the two best third-placed teams. The knockout stages will consist of the quarterfinals, semifinals, third-place match, and final.

The tournament will see 13 teams compete from 26 April – 18 May, 2025, with the top four nations to qualify for the 2025 FIFA Under-20 World Cup that will be staged in Chile from 27 September-19 October, 2025.
