Karpowership warns of power shutdown over $370 million unpaid debt

The operators of the Karpowership plant in Aboadze, Western Region, have issued a stern warning to the government, threatening to shut down operations if outstanding debts exceeding $370 million are not settled promptly.

The caution came during a meeting held on Monday February 10, 2025 between the company’s representatives and the Minister of Energy and Green Transitions, John Abdulai Jinapor, at the ministry’s offices in Accra.

Karpowership, which supplies approximately 450 megawatts of electricity to Ghana’s national grid, emphasized that the mounting debt owed by the Electricity Company of Ghana (ECG) has significantly hampered its operations.

According to the company, if payments are not made soon, it will have no choice but to cease power generation.

While the company acknowledged the potentially devastating impact of a power plant shutdown on the livelihoods and well-being of Ghanaians, it stressed that the financial burden had become unsustainable to its operations .

During the meeting, Karpowership’s Chief Commercial Officer (CCO), Zeynep Harezi Yilmaz, provided an overview of payments received to date.

He revealed that as of December 2024, ECG had paid $39.60 million, while the Ministry of Finance disbursed $185.28 million. Despite these payments, the company is still owed over $370 million.

Yilmaz urged the government to take immediate action to clear the outstanding invoices and compel ECG to adhere to the terms of the Power Purchase Agreement (PPA).

“Should ECG, and by extension the government, fail to honor the terms of the PPA and make the necessary payments, we will be left with no choice but to shut down our plant,” he cautioned.

In response, Minister of Energy John Jinapor reaffirmed the government’s recognition of Karpowership’s crucial role in the nation’s energy sector.

He assured the company of the government’s commitment to resolving the issue promptly.

“We will prioritize making the required payments to ensure the continuous operation of the power generation company and engage in open and transparent communication with Karpowership,” John Jinapor stated.

He added that a payment plan would be established immediately to address the arrears and prevent the impending shutdown.

Importers, Exporters reject calls to scrap ICUMS; demand reforms

The Importers and Exporters Association is advocating for reforms to the Integrated Customs Management System (ICUMS) rather than its outright abolition, emphasizing its role in boosting customs revenue and trade efficiency.

Despite concerns over implementing the Unique Consignment Reference (UCR) within ICUMS, the Association insists that the system remains essential for revenue collection.

In 2024, ICUMS contributed to an increase in customs revenue, rising to GHS44.3 billion from GHS 30.6 billion in 2023.

Speaking at a press conference, the Association’s Executive Secretary, Samson Asaki Awingobit, urged stakeholders to collaborate in refining the system.

He emphasized that the challenges associated with the UCR stem from policy-related issues rather than flaws within ICUMS itself.

“It is crucial to emphasise that the concerns surrounding the UCR implementation are not specific to ICUMS but are instead matters of government policy. As such, addressing these challenges requires a broader policy dialogue at the governmental level,”he said.

He urged Ghanaians to view ICUMS as a work in progress.

“The journey toward a fully integrated and efficient customs management system is a marathon, not a sprint. ICUMS has already brought us closer to the finish line, and we must not abandon it midway. Let us remember that every great system evolves over time, and ICUMS is no exception.”

“We appeal to the hearts and minds of all Ghanaians to see ICUMS as a work in progress—a system that is evolving to meet the demands of a dynamic global trade environment. Let us encourage Ghana Link to fix the problems rather than succumb to the growing menace of discarding systems that have shown immense potential for our nation’s progress.”

The Attorney-General and Minister for Justice, Dr. Dominic Akuritinga Ayine, has discontinued the prosecution of media personality, Animwaa Anim-Addo, who was accused of defrauding his predecessor, Godfred Yeboah Dame of $50,000.

The decision was announced on Tuesday at the High Court in Accra, where Assistant State Attorney, Maame Afua Osei-Gyamerah, informed the court of the Attorney-General’s directive.

The Centre for Democratic Movement has condemned President John Dramani Mahama’s appointment of Dr. Johnson Asiama as Acting Governor of the Bank of Ghana.

According to the group, the appointment violates constitutional principles, weakens financial oversight, and undermines public confidence in Ghana’s banking system.

A press release by the movement noted unresolved allegations related to Dr. Asiama’s role in Ghana’s financial sector crisis as a basis for its concerns about transparency and accountability.

Dr. Asiama was charged alongside nine individuals in connection with the collapse of some banks, facing charges such as fraudulent breach of trust, money laundering, conspiracy to commit a crime, and violations of the Bank of Ghana Act.

“Ghana, as a member of the United Nations Convention Against Corruption (UNCAC), is obligated to promote integrity and accountability in public office. Article 7 of UNCAC mandates state parties to establish merit-based and transparent selection processes for public officials in positions of financial responsibility,” parts of the release read.

The group asserted that by appointing Dr. Asiama without fully addressing concerns about his past actions, Ghana is failing to meet these international obligations.

“Similarly, the Financial Action Task Force (FATF), the global watchdog against financial crimes, emphasizes that leadership in central banks should be free from ethical controversies to ensure sound financial governance. Several countries, including the United States and the United Kingdom, have clear guidelines prohibiting the appointment of officials with unresolved financial misconduct allegations to key economic institutions,” they added.

The group asserts that restoring trust in Ghana’s financial institutions requires merit-based appointments.

It added that, therefore, if the government fails to take urgent action, CDM “will have no choice but to petition key international bodies and donor institutions”, including:

• The European Union Representative in Ghana

• The International Monetary Fund (IMF)

• The World Bank

• The Chinese Embassy

• The U.S. Embassy

• Other major diplomatic missions and financial institutions.

Minority Chief Whip Annoh-Dompreh Speaks Out On Insult Directed at Rawlings’ Daughter

The Minority Chief Whip, Frank Annoh-Dompreh, has distanced the New Patriotic Party (NPP) from the offensive comment directed at Dr. Zanetor Agyeman Rawlings, the Member of Parliament for Klottey Korle. He categorically stated that he does not believe any NPP member was responsible for the inappropriate remark.

During a parliamentary session, an unidentified individual was heard making a disrespectful comment about Dr. Zanetor, allegedly referencing her late father, former President Jerry John Rawlings. The remark caused an uproar, prompting her constituents to petition Parliament for action.

In response to the incident, Annoh-Dompreh rejected the idea that the comment came from the NPP. He suggested it might have originated from the public gallery, rather than from a party member. 

“I was suspended at the time this occurred, but I don’t believe any NPP member would make such a statement. It’s unfortunate. Since it wasn’t picked up by the microphone, we can’t say for sure who said it. I suspect it came from the public gallery,” he explained.

He also shared that a senior Majority MP had approached him to help identify the person responsible, so an apology could be issued. According to him, efforts are ongoing behind the scenes to resolve the matter.

“If we choose to investigate, we will definitely identify the person. But as the Minority Chief Whip, I know my people, and I’m not convinced it came from us. However, if we conduct a full investigation and find it was from our side, we will take responsibility and apologize,” he assured.

Annoh-Dompreh added that he and his colleagues are working privately to address the issue. His comments come amid increasing calls for accountability, with many urging Parliament to maintain respect and discipline among its members.

At this stage, Ghanaians, along with the people of Klottey Korle, are awaiting the Speaker’s decision, hoping for justice and the preservation of Parliament’s dignity.
