The Minister for Roads and Highways, Kwame Governs Agbodza, has held a bilateral meeting with the Chinese Ambassador to Ghana, H.E. Tong Defa, to strengthen cooperation on road infrastructure development.

Former Attorney General and Minister of Justice, Godfred Yeboah Dame, has slammed his successor, Dr Dominic Akuritinga Ayine, for blaming him for the discontinuation of cases involving pro-National Democratic Congress members, which he (Dame) was prosecuting while in office.

Speaking at a press conference in Accra on Friday, February 14, 2025, Dame expressed his displeasure about the current Attorney General, accusing him of not being professional in some of the cases he (Dr Ayine) has dropped.

He indicated that Dr Ayine should be the last person calling him unprofessional because there is currently a case of professional misconduct against him at the General Legal Council, filed by no other person than a justice of the Supreme Court of Ghana.

“Dr Ayine’s unfounded allegation insinuating unethical conduct on my part in the conduct of the ambulance trial – Republic versus Cassiel Ato Forson and Others – is highly disingenuous and rather, unfortunately, recaps the series of falsehoods persistently published by foot soldiers of the NDC and other uninformed members of society.

“I must say that I find it quite ironic for Dr Ayine, who is a subject of disciplinary proceedings for professional misconduct still pending at the General Legal Council, filed by the Honourable former Chief Justice himself, to accuse me of unethical conduct,” he said.

Dame also asserted that Dr Ayine should not have been approved by Parliament as Attorney General and Minister of Justice due to the professional misconduct case against him.

“In the interest of the nation, the case of professional misconduct pending against Dr Ayine at the General Legal Council should have been determined before the parliamentary assessment of his suitability or otherwise for the high office of Attorney General and Minister for Justice of the Republic,” he said.

Dr Dominic Akuritinga Ayine faulted Godfred Dame as he outlined reasons for discontinuing some high-profile cases initiated by the Nana Addo Dankwa Akufo-Addo government involving former appointees of President John Dramani Mahama.

Speaking at a press briefing in Accra on Wednesday, February 12, 2025, Dr Ayine said that his decision to drop the cases was based on defective charges, lack of evidence, and legal flaws that could have led to wrongful prosecutions or acquittals.

Dr Ayine cited, for instance, the case of Republic vs Collins Dauda and Others, where the first accused was charged with misapplying public funds amounting to $200 million.

“In other words, the value of that built environment is, in my considered opinion, a key determinant of how much of the total sum was allegedly misapplied by the Honourable Collins Dauda. Discounting the value of the built environment renders those charges, in my considered opinion, defective,” he stated.

In an interview on Hitz FM on February 14, 2025, Gardiner pointed out the stark contrast between the Ghanaian and Nigerian film industries.

He explained that the Nigerian movie industry is more structured and professional, emphasising how they approach projects with urgency and attention to detail.

“I feel there is more energy in the movie industry. The pace and the way they approach projects are very different. There is more professionalism attached to the film industry in Nigeria. Before I go on set, the executive producer would reach out, and everyone would reach out to find out the kind of food I eat and if I have any allergies. It is very structured.

“I would say the professionalism and seriousness they attach to it is different from Ghana. Because we take a lot of things for granted. We write so much about relationships, and when it comes to work, we don’t let our professionalism come into play,” he said.

He further stated that the lack of professionalism often displayed in the Ghanaian movie industry undermines its potential.

The newly-appointed Chief Executive Officer of the Ghana Investment Promotion Centre (GIPC), Simon Madjie, has met with management and staff to familiarize himself with the team and share his vision for the organization.

Madjie, who received a warm welcome from the Centre, acknowledged the team’s

remarkable efforts over the years in enhancing its services but emphasized that more work remains to be done.

First on his list is the goal of strengthening collaboration with key ministries and government agencies to create a more cohesive approach to attracting Foreign Direct Investment (FDI) into the country. By fostering stronger partnerships, he aims to streamline processes, align national development priorities with investor interests, and ultimately drive sustainable economic growth.

He also outlined plans to map investment opportunities in every district across the country to effectively market them to prospective investors during the Centre’s sensitization tours.

As part of this strategy, he aims to have regional directors in all 16 regions to oversee the project.

“It is very important that in our investment promotion efforts, we speak about the country’s opportunities with specific data, not generic assertions” he opined.

Madjie further revealed plans to establish an ‘AfCFTA Desk’ at GIPC to coordinate the Centre’s efforts in promoting and leveraging the African Continental Free Trade Area.

He believes this will provide a more structured approach to positioning Ghana for investments under the promising regional trade pact.

He also highlighted plans to continue and finalize the review of the GIPC Act, initiated under the previous leadership, while improving the Centre’s turnaround time for key registration processes.

He added that some of GIPC’s activities will be realigned and repurposed to take

full advantage of the government’s 24-hour economy policy.

“I intend to build the capacity of the GIPC team to ensure that we all have the required skillset for the future we want to create. It is crucial that we work collaboratively – both internally as a team and externally with partners to move the country forward” the CEO told the staff.

He concluded his address by urging them to support the comprehensive drive to inform both local and global investors that “Ghana is Open for Business” and ready to solidify its position as a regional business powerhouse.

The meeting was attended by the former CEO, Mr. Yofi Grant, who ceremonially handed over to Madjie.

Grant expressed his gratitude to the management and staff for their

support during his tenure. He also urged them to extend their unwavering support to the new CEO to help achieve the organization’s goals under the new leadership.

Simon Madjie was appointed CEO of GIPC by H.E. John Dramani Mahama, replacing Dr. Bernice Makafui, who was reassigned to the Presidency as a Presidential Staffer.

LPG Condemns Violence At Council Of State Polls

THE LIBERAL Party of Ghana (LPG), has condemned the recent violent disruptions that occurred during the Council of State elections in the Greater Accra and Ashanti regions, where heavily built thugs stormed election premises, attacked officials, and destroyed ballot papers.

In the Ashanti Region, the Council of State elections turned chaotic when some thugs stormed the election grounds and disrupted the process, destroying ballot papers and boxes on Tuesday, February 11, 2025.

Five journalists who were filming the incident for their reports were beaten pitilessly. The victims include Gideon Nana Peprah, GhanaWeb; Akwasi Oppong, Angel FM; Kofi Adade, Oyerepa Radio/TV, Henry Kotei Henry, Oseikrom Dawuro newspaper, and Charles Awuah Mensah alias Papa That, Lawson FM/TV.

They were beaten in the presence of the police while the ballot papers were being sorted and counted by the electoral officers.

Meanwhile, the Ghana Police Service is on a manhunt for the thugs who invaded the election premises and disrupted the Council of State elections.

Additionally, the police are reviewing all available footage to identify and arrest the perpetrators, and bring them to justice.

The General Secretary of LPG, Jerry Owusu, in a press statement, described the action by the thugs as lawless, which undermines democracy and threaten the peace and stability of the nation. He called on the Police Service to swiftly investigate and bring the perpetrators to justice.

“We stand in solidarity with the journalists, election officials and members of the public who were injured or affected by this unfortunate incident. The media plays a vital role in upholding democracy, and any attacks on journalists are attacks on free speech and press freedom,” he said in the statement.

The LPG urged all political stakeholders to uphold the principles of democracy, tolerance and the rule of law, while remaining committed to promoting peace, accountability, and the protection of Ghana’s democratic institutions.

Ayine’s withdrawal of cases a calculated ploy to whitewash accused NDC officials

Former Attorney General and Minister of Justice, Godfred Yeboah Dame, has accused the current Attorney General, Dr. Dominic Ayine, of orchestrating a calculated plan to whitewash accused National Democratic Congress (NDC) officials by discontinuing high-profile criminal cases.

Dame’s strong allegations were made in response to a series of recent decisions by Dr Ayine to drop charges against several NDC members.

Addressing journalists in Accra on Friday February 14, he noted “Dr. Ayine was sworn in as Attorney-General on Wednesday, January 22, 2025. On Friday, January 24, 2025, he caused to be filed a notice of abandonment of the appeal by the State in Republic versus Ato Forson and 2 Others. On Tuesday, January 28, 2025, he withdrew the case against Dr. Stephen Opuni and 2 Others, resulting in the complete whitewash of their crimes by an acquittal and discharge through the backdoor.

“On January 29, 2025, he entered another withdrawal in Republic versus Ofosu-Ampofo & Another, again resulting in an acquittal and discharge of the accused. On January 30, 2025, Dr. Ayine withdrew two different cases against Dr. Johnson Pandit Asiama, resulting in his acquittal and discharge in one and a discharge in the other,” Dame detailed.

Dame’s critique did not stop there, as he highlighted a pattern of case withdrawals by Ayine, suggesting a deliberate attempt to clear NDC officials of wrongdoing.

“There were more withdrawals and nolle prosequi to be entered by the NDC Government through the Attorney-General in the subsequent days. Indeed, what broke the trend of ‘one day, one withdrawal’, was the occurrence of weekends,” he added.

Dame therefore urged Ghanaians to recognise these actions as part of a broader strategy by the NDC to eliminate criminal cases against its leading members and officials from the John Mahama Government.

“Fellow Ghanaians, these developments irresistibly point to only one conclusion – a calculated, preconceived ploy on the part of the NDC to wipe out all criminal cases pending against its leading members and officials of the John Mahama Government and clear them of wrongdoing, not by the courts, but through their Attorney-General,” Dame asserted.

Government re-assigns Ag Registrar to avert CLOGSAG intended strike

Accra, Feb 14, GNA – The Government will re-assigned Mr Samuel Adom Botchwey, Acting Registrar of the Births and Deaths Registry, as part of efforts to avert the intended nationwide strike by the Civil and Local Government Staff Association, Ghana (CLOGSAG).

A statement issued by Mr Felix Kwakye Ofosu, Presidential Spokesman and Minister of State in-charge of Government Communications, copied to the Ghana News Agency said: “In the truest spirit of cooperation and understanding, we are happy to announce that the matter has been resolved and there will be no nationwide strike by CLOGSAG”.

“Mr Samuel Adom Botchwey will thus be reassigned from the Births and Deaths Registry.

“We have learnt that the precedent that was set by the outgone government of appointing a non-civil servant to that position remains a pending matter in the courts.”

The statement said the Government of President Mahama remains committed to being a listening one as we together reset the nation.

Former Attorney General and Minister for Justice, Godfred Yeboah Dame, has challenged his successor, Dr. Dominic Ayine, to provide evidence of a memo recommending the withdrawal of charges against Bank of Ghana Governor, Johnson Asiama.

Dame insists that no such document exists and asserts that the decision to drop the charges was based on falsehoods.

On Wednesday, February 12, Dr. Ayine defended his decision to discontinue prosecution against Dr. Asiama, citing a case review that exposed significant weaknesses in the evidence.

He claimed his reassessment uncovered an internal memo from the prosecution division of the Attorney General’s office, which advised former AG Godfred Yeboah Dame to drop the charges due to concerns over the case’s strength.

Speaking to journalists, Dr. Ayine emphasized the memo’s role in shaping his decision.

“My review of some of the cases revealed fatal flaws in the case of the prosecution. A few of the examples are in order. In two of the banking trials ongoing, I took the decision to withdraw the charges against Mr. Johnson Asiama for the simple reason that in the course of my review of the cases, my attention was drawn to an internal memo prepared by the prosecutions division of our department for the attention of the former AG, the Hon. Godfred Yeboah Dame, which recommended that the charges against him be dropped. This is very significant,” he stated.

However, at a press conference on Friday, February 14, Dame refuted the existence of such a memo and called on Dr. Ayine to present it.

“Let me state for the record, that, to the best of my knowledge, no such memorandum exists. I do not recall receiving any such memo from the Prosecutions Division.

“I challenge Dr. Ayine to produce such a memo for the examination of the public as he has touted same to the public at a press conference as the basis for his impugned actions.”

EAC energy ministers review power supply situation in region

DAR ES SALAAM, Feb. 13, (Xinhua/GNA) — Energy ministers from the East African Community (EAC) member states, met on Wednesday in Tanzania’s northern city of Arusha, to review the power supply situation in the region.

A statement issued by the EAC headquarters in Arusha said the 17th Sectoral Council on Energy, Petroleum, and Mining, also reviewed the status of implementing the East African Power Master Plan.

The statement said other items on the agenda of the meeting, included the review of the 10th East African Petroleum Conference and Exhibition 2023, ongoing preparations for the 11th East African Petroleum Conference and Exhibition 2025, and preparations for the 12th East African Petroleum Conference and Exhibition 2027.

According to the statement, the objective of the Sectoral Council on Energy, Petroleum, and Mining meeting was to review the progress made by the sub-sectors in implementing council decisions.

The statement said the meeting also considered other issues of regional importance in new and renewable energy, energy conservation and efficiency, fossil fuels, power, and mining sub-sectors.

The EAC is a regional intergovernmental organization of eight member states that aims to promote economic, political, and social integration in East Africa. The EAC member states are Burundi, the Democratic Republic of the Congo, Kenya, Rwanda, Somalia, South Sudan, Tanzania, and Uganda.

Speaking in a meeting with Kotoko’s leadership, Kofi Adams reaffirmed the government’s commitment to ensuring accountability for the incident, which has sparked widespread concerns over security at football venues in Ghana.

“Anyone found guilty in the tragic incident will not be spared irrespective of their status,” he assured.

The death of Pooley, a die-hard Kotoko supporter, occurred following violent clashes after the club’s Ghana Premier League match against Nsoatreman FC. The incident has led to multiple arrests, with investigations still ongoing.

Kotoko’s management has been vocal about their demand for justice and improved security at stadiums, calling for major reforms in Ghana football to prevent similar tragedies.

Watch as ex-servicemen clash with soldiers over suspected sale of land hosting CDS’s residence

A group of ex-servicemen reportedly clashed with soldiers over the sale of the land housing the official residence of the Chief of Defence Staff (CDS) of the Ghana Armed Forces.

A video of the incident, shared by Accra-based GHOne TV on February 13, 2025, showed the men, believed to be retired soldiers, confronting soldiers and the people working on the said land.

According to the media, the land in question was sold to a private developer who has already started working on it.

The video showed a group of men confronting a senior military officer, stating that they were not afraid of anyone.

The men could also be seen facing off with armed military personnel.

One of the men indicated that the private developer was not using the said land for its intended purpose.

He called on the Minister of Defence and Chief of Defence Staff to look into the matter and address it.

“If you have our land and you want to develop it, the land should be developed for the purpose for which it was intended.

“We have 15 acres, and you want to take 10 acres of it. We want to know how this deal was struck. Who are the actors behind it? The defence minister needs to come and answer. The Chief of Defence needs to come and answer,” the man said.

In 2023, the Ghana Armed Forces (GAF) refuted reports in the media that prime lands belonging to the military in Accra, including the ones housing the official residences of the Chief of the Defence Staff (CDS) and Chief of the Army Staff (COAS), had been sold to private developers.

According to the army, there was no truth to the report of the alleged sale of military prime land, including the claim that senior army officers sold the land because it was too large to manage.

In a statement issued on Wednesday, November 22, 2023, sighted by GhanaWeb, the GAF explained that the army was a mere custodian of the lands it occupies and could not unilaterally make decisions on them.

“We wish to categorically state that no military lands have been sold to a private developer by the Armed Forces, as the institution is only a custodian of the lands it is using and does not have any authority or right to dispose of them.

“Where lands being occupied by GAF have been developed, any such developments have been done in conjunction with the Ministry of Defence, with the approval of the Ministry of Lands and Natural Resources,” part of the statement reads.

“It is worth mentioning that there are plans to redevelop the area in question to increase the number of residential accommodations in line with the expansion programme of GAF. Currently, the area in question has only two (2) residential accommodations. It is envisaged that after the redevelopment, the number of residential accommodations for senior officers will increase to thirteen (13),” it added.

$379m Karpowership debt would not affect power supply

Kwakye highlighted the Minister’s focus on improving efficiency within the energy sector to reduce liabilities.

He referenced a recent Auditor General’s report, which uncovered under-declared revenues by the Electricity Company of Ghana (ECG), as a key area for reform.

“The Minister believes that introducing efficiency into the system will help cut down these liabilities. For instance, we need to ensure that all revenue collected is channeled into a single account, allowing for proper disbursement to Independent Power Producers (IPPs), even if we cannot pay them in full,” Kwakye explained.

He further stressed the government’s responsibility to provide reliable electricity to the nation, stating, “We, as a ministry, will do everything within our power to ensure uninterrupted power supply.

“While the debt is a significant burden, we are determined to find solutions and address the issue effectively.”

Saddick Adams revealed in his rant that former Sunyani West Member of Parliament, Ignatius Baffour-Awuah, was awarded a scholarship to further his education while serving in Parliament.

Saddick Adams’ revelation follows a Facebook post that sought support from individuals to sponsor the education of a brilliant Adisadel College student, Elvis Marfo.

“My MP in Sunyani had been in power for four terms. That’s 16 years. He was awarded a scholarship. He was an MP for 16 years but had a scholarship.”

“For what reason? What was he going to learn that he needed a scholarship? Why would we do that and then beg for money for the brilliant but needy?”

Ignatius Baffour Awuah, who is also the owner of Nsoatreman FC, had been in office since 2008. He lost the seat in the 2024 general elections.

The former Minister of Employment and Labour Relations is currently under investigation as a suspect in the death of Kotoko fan Francis Yaw Frimpong, also known as Pooley, who was stabbed during a game between Nsoatreman and Kotoko.

Rapper Sean “Diddy” Combs has filed a $100 million lawsuit against NBC, its streaming service Peacock, and production company Ample over their recently released documentary Diddy: The Making of a Bad Boy.

The legal action comes amid a growing series of allegations against the hip-hop mogul, including claims of sexual assault, which Combs vehemently denies.

Combs, who is currently incarcerated in a New York jail as he awaits a federal criminal trial for sex trafficking and racketeering charges, is taking aim at the documentary, accusing the makers of spreading untrue and defamatory statements about him.

The lawsuit, filed on February 12, 2025, alleges that the documentary falsely portrays the rapper as guilty of serious crimes, including “serial murder, rape of minors, and sex trafficking of minors.” According to the complaint, the film’s entire premise “maliciously and baselessly” paints Combs as a “monster” and falsely accuses him of being involved in the deaths of former partner Kim Porter and rapper Christopher Wallace, better known as Biggie Smalls or The Notorious B.I.G.

The legal team representing Combs claims that the documentary made reckless and harmful assumptions, accusing the three companies of publishing defamatory content with “reckless disregard” for the truth. The lawsuit further accuses NBC, Peacock, and Ample of defamation, seeking $100 million in damages for the “reputational and economic harm” caused by the documentary.

Erica Wolff, Combs’ lawyer, blasted the companies behind the documentary for their actions, stating, “They made a conscious decision to line their own pockets at the expense of truth, decency, and basic standards of professional journalism. They maliciously and recklessly broadcast outrageous lies.”

As of now, NBC, Peacock, and Ample have not commented on the lawsuit.

This legal battle comes amid a troubling year for Combs, who has faced a series of allegations from both men and women over the past 16 months, including accusations of sexual assault, abuse, and exploitation. Ofori-Atta vs OSP: Mahama not interested in political witch-hunting – Benjamin Quashie

In an effort to help the ordinary Ghanaian understand the Office of the Special Prosecutor’s (OSP) invitation to Ken Ofori-Atta, Mr Benjamin Kofi Quashie, Chair of the National Democratic Congress (NDC) Council of Elders for South Africa, has shared his perspective on the matter.

According to him, the actions of the OSP and the ORAL committee are aimed at recovering stolen state funds rather than politically persecuting individuals.

Speaking in a telephone interview with Accra 100.5 FM on Thursday, 13th February 2025, Mr Quashie emphasised that the government’s primary focus is on surcharging those found culpable of illicitly acquiring public wealth.

“We are not interested in jailing anyone, but in recovering state funds to develop our country,” he stressed.

Addressing speculations about whether the former Finance Minister has fled the country, Mr Quashie maintained that the law would ultimately catch up with him. If he has unlawfully taken state funds, he must be made to refund them.

Reacting to the fugitive label placed on Ken Ofori-Atta by the OSP, which has been contested by his lawyers, Mr Quashie stated that the former minister had been invited by the OSP at least three times but had failed to honour any of the invitations.

“The information (which may or may not be true) is that Ken is in Ghana. The reason why he is being shielded from honouring the OSP’s invitation is troubling,” he noted.

He further disclosed that he had personally travelled on the same flights with Ofori-Atta about four or five times between November and December last year, stating that the former minister appeared healthy and did not look like someone unfit to face investigations.

Despite the ongoing developments, Mr Quashie expressed optimism about Ghana’s future, noting that even some members of the New Patriotic Party (NPP) have begun supporting calls for Ofori-Atta to face the law.

He accused the former minister and his family, in alleged collusion with President Akufo-Addo, of misappropriating state funds and warned that failure to retrieve these monies would be detrimental to Ghana’s future.

“This is not about political witch-hunting but about ensuring that the funds allegedly siphoned by Ken, his cousins, and the President are recovered. If those funds are not retrieved, it would be very worrying for Ghana’s future,” he asserted.

On 12th February, the Office of the Special Prosecutor named former Finance Minister Ken Ofori-Atta as a suspect in four high-profile corruption investigations, including cases related to the National Cathedral project and Strategic Mobilisation Limited (SML).

During a press briefing on the same day, Special Prosecutor Kissi Agyebeng declared Ofori-Atta a wanted person and urged him to return immediately for questioning. He further warned that failure to comply could result in legal action to compel his return.

Former Attorney General and Minister of Justice, Godfred Yeboah Dame, has denied allegations of ethical misconduct in the controversial ambulance procurement case involving current Finance Minister Dr Cassiel Ato Forson.

The accusations were leveled against him by his successor, Attorney General, Dr. Dominic Ayine, during a press conference on Wednesday, February 12, 2025.

Dr. Ayine alleged that Dame had engaged in unethical and unprofessional behaviour in his handling of the prosecution of the case, which involves the procurement of 200 ambulances under the previous John Mahama administration.

The case had been a subject of intense legal and political debate, with the prosecution alleging financial mismanagement and irregularities in the awarding of the contract.

However, addressing the press on Friday, February 14, Dame rejected the accusations, describing them as disingenuous.

He further criticised Dr. Ayine, pointing out what he called the irony of the accusations.

“Dr. Ayine’s unfounded allegations insinuating unethical conduct on my part in the ambulance case is highly disingenuous and rather unfortunately, recaps the series of falsehoods peddled by foot soldiers of the NDC and other uninformed members of society

“I must say that I find it quite ironical for Dr. Ayine who is a subject of disciplinary proceedings for professional misconduct still pending at the General Legal Council to accuse me of unethical conduct.”

Former Attorney General and Minister of Justice, Godfred Yeboah Dame, has criticized current Attorney General, Dr Dominic Ayine for discontinuing several high-profile criminal cases without consulting President John Dramani Mahama, describing this decision as alarming and detrimental to the interests of the republic.

He told journalists in Accra on Friday, February 14 that “The people of Ghana should be very scared if we have an AG whose primary consideration in the discontinuation of criminal cases involving the loss of billions of Ghana cedis is the position of defence lawyers on charges preferred against their clients rather than the interest of the republic in the prosecution of crime.

“Even more scary and bizarre is the claim of Dr Ayine that he did not consult President John Dramani Mahama before taking the monumental decisions to discontinue the criminal cases.”

Dame highlighted the gravity of the cases in question, noting that they involve the loss of significant amounts of taxpayers’ money and are related to the banking sector crisis, which has had a substantial impact on the Ghanaian economy.

“The cases involve the loss of colossal sums of taxpayers’ monies, and some relate to the banking sector crisis which affected the Ghanaian economy,” he added.

Meanwhile, Dr Ayine has cited three main reasons for his decision, emphasising ethical, professional, and evidentiary concerns.

The cases dropped include those against the acting Governor of the Bank of Ghana, Dr Johnson Asiama, who was previously implicated in the collapse of UniBank and UT Bank.

Former NDC Chairman Samuel Ofosu-Ampofo and Communications Officer Anthony Kwaku Boahen have also been freed from charges related to a leaked recording allegedly discussing political violence.

The AG has discontinued the case against former Minority Leader and now Finance Minister, Dr Cassiel Ato Forson, and Richard Jakpa in connection with the ambulance procurement deal.

The case involving former COCOBOD CEO Dr. Stephen Kwabena Opuni and businessman Seidu Agongo, accused of causing a financial loss of GH¢271 million through the Lithovit foliar fertiliser scandal, has also been terminated.

Charges have also been withdrawn against former SSNIT boss Dr. Ernest Thompson and three others accused of financial mismanagement. However, it was noted that in the case of SSNIT and the banking sector, some individuals are still facing trial.

The financial misconduct case against former Works and Housing Minister Collins Dauda and four others in the Saglemi Housing project was dismissed through a nolle prosequi while charges against Oliver Barker-Vormawor, Ama Governor and others have been dropped.

Scores of children caught up in the conflict in eastern Democratic Republic of the Congo (DRC) have been subjected to sexual violence including rape by armed men, according to the United Nations Children’s Fund.

The targeting of children has soared to unprecedented levels in recent weeks, UNICEF Executive Director Catherine Russell warned on Thursday, making an urgent appeal for the violence to stop as Rwanda-backed M23 rebels expand their footprint, clashing with Congolese forces and their allied militias.

“In North and South Kivu provinces, we are receiving horrific reports of grave violations against children by parties to the conflict, including rape and other forms of sexual violence at levels surpassing anything we have seen in recent years,” Russell said in a statement.

Sharing the stories of some survivors, she said: “One mother recounted to our staff how her six daughters, the youngest just 12 years old, were systematically raped by armed men while searching for food.”

UNICEF’s accusation came as the conflict in the mineral-rich region shows no signs of abating, as M23, which captured North Kivu’s capital Goma last month, pushes further south. Thousands have been killed and tens of thousands more displaced, the UN has said.

The agency’s partners in the region reported that the number of rape cases treated across 42 health facilities jumped five-fold in one week from January 27 to February 2, Russell said.

“Of those treated, 30 percent were children. The true figures are likely much higher because so many survivors are reluctant to come forward.”

Russell added that she was “deeply alarmed by the intensifying violence”, particularly the effects on children and families.

Lianne Gutcher, UNICEF’s communication chief in DRC, told The Associated Press news agency that of the total 572 rape cases reported, 170 were children.

“It is suspected that all parties to the conflict committed sexual violence,” Gutcher said.

Partner agencies are now running out of the drugs used to reduce the risk of HIV infection after the sexual assaults, Russell said.

As fighting intensifies, hundreds of children have been separated from their fleeing families, exposing them to heightened risks of violence, she added.

In just the past two weeks, more than 1,100 unaccompanied children have been identified in the two Kivu provinces, according to UNICEF.

As the rebel offensive widens, recruitment of youth by all groups is likely to accelerate, with reports of children as young as 12 being enlisted or coerced to join the fighting.

“Parties to the conflict must immediately cease and prevent grave rights violations against children,” Russell said.

M23, which UN experts say is backed by Rwanda, in recent months has swiftly seized tracts of territory in eastern DRC after again taking up arms in late 2022, in a country plagued by numerous conflicts for decades.

M23 claims to be fighting for the interests of ethnic Tutsis and has continued its military campaign in DRC despite calls from regional leaders to end the fighting.

The Attorney-General and Minister of Justice, Dr. Dominic Ayine, has revealed his intention to meet with the Special Prosecutor, Kissi Agyebeng, to receive an update on the cases currently being investigated by the Office of the Special Prosecutor (OSP).

Dr. Ayine, while acknowledging that the OSP is expected to function as an independent body, emphasised the need for his office to stay informed about the various cases being handled by the Special Prosecutor.

He made these remarks during a press conference held in Accra, where he addressed several legal and governance issues.

Speaking on the subject, the Attorney-General explained that although the OSP operates independently, it remains an agency within the broader framework of the Attorney-General’s department.

According to him, under Article 88(3) of the 1992 Constitution of Ghana, the prosecutorial authority of the state is vested in the Attorney-General.

Therefore, he believes it is appropriate for his office to have oversight of the work being carried out by the Special Prosecutor.

“I think that it is only right that because he [Kissi Agyebeng] is exercising prosecutorial authority which belongs to me, under Article 88(3) of the Constitution, I should be in the known regarding his actions. So the OSP is one of the agencies under the Attorney General’s department.

“And at the appropriate time, I will call for a briefing on everything that he has done, including the press conference that he held. I myself woke up to the press conference.
