Ernest Kumi challenges contempt conviction at Supreme Court

The Member of Parliament for Akwatia, Ernest Yaw Kumi, has filed a certiorari and prohibition application at the Supreme Court, seeking to overturn a February 19 contempt of court conviction against him.

Counsel for the MP, Gary Nimako Marfo, argues in the application that Justice Emmanuel Senyo Amadehe of the Koforidua High Court committed “a jurisdictional error of law apparent on the face of the record when he assumed jurisdiction in [the] Parliamentary Election Petition at Akwatia Constituency at the time when the Electoral Commission had not published the Gazette Notification of the results to which the Election relates in the Gazette.”

Justice Senyo Amadehe had convicted Ernest Yaw Kumi for contempt of court and issued a bench warrant for his arrest, citing his defiance of an interim injunction that barred him from being sworn in as a legislator.

However, the MP’s legal team contends that the High Court Judge breached the rules of natural justice, stating:

“The learned High Court Judge breached the rules of natural justice when he proceeded to hear and determine the Contempt application despite the pendency of Applicant’s Motion to set aside the said Contempt application for want of jurisdiction.”

The application further accuses Justice Amadehe of bias, arguing:

“The learned High Court Judge was biased and highly prejudiced against the Applicant when he, among others, refused to grant Counsel for the Applicant audience on the basis that Counsel had not filed ‘Appearance’ in the Contempt application.”

As part of its reliefs, the legal team is asking the Supreme Court to declare that:

  • “The Petition filed by the 1st Interested Party [Henry Boakye-Yiadom] on 31st December, 2024 in the absence of the Gazette Notification of the Parliamentary Election Results to which the election relates is incompetent, as same did not properly invoke the jurisdiction of the High Court, and that any Order founded on same is void and of no effect.”

Additionally, the MP is seeking:

  • “A declaration that the Contempt Proceedings and the Ruling dated 19th February, 2025, founded on the premature election petition filed on 31st December, 2024, is void and of no effect.”
  • “An Order quashing the Ruling delivered on the Contempt Application and the Execution of the Bench Warrant issued by the Court dated 19th February, 2025, by His Lordship Justice Emmanuel Senyo Amadehe.”

The Supreme Court is yet to set a date for hearing the application.

The Assistant National Public Relations Officer of the Ghana Registered Nurses and Midwives Association (GRNMA), Philemon Gyapong, has clarified concerns surrounding health sector recruitment, emphasizing that financial clearance is now the backbone of employment for nurses and midwives.

Speaking on JoyNews’ on Monday, February 24, 2025, Gyapong stated, “If you don’t have financial clearance, it means you have not been budgeted for, and the government doesn’t have a provision for your salary.”

He explained that the recruitment process has evolved significantly from the past when newly employed health workers could wait up to a year before being added to the payroll.

“That is what has changed from the previous recruitment process, where you go to work, and it takes a bit of time, like six months, one year, before they are put on a payroll. At the moment, you are given financial clearance. It means you have been budgeted for,” he elaborated.

Addressing recent concerns, Gyapong confirmed that the Association is aware of financial clearance for 15,200 health professionals.

“The 15,200 which we are aware of have financial clearance. I don’t know of any outside recruitment. There is no recruitment outside of that that we are aware of,” he said.

When asked about the possibility of a strike, he clarified that the Association’s earlier comments were meant as guidance, not a threat.

“I think we cautioned the government on its directive—we were giving them advice, let me put it that way,” he said.

He expressed concern over the fate of nurses and midwives who have waited years after training but risk being laid off if bureaucratic processes aren’t completed promptly.

“If nurses and midwives, who are also the youth of this country, who have stayed on for four to five years post-training, are laid off based on the fact that maybe their financial clearance process didn’t complete before a certain period, it will be very unfair to do that,” he emphasized.

Reassuring health workers, Gyapong noted that the Ministry of Health has pledged to follow proper procedures.

“The ministry has made us aware that they are going to stick to the directives based on the emphasis they laid—those who went through due process and were given financial clearance are not supposed to go home,” he stated.

A stalwart of the New Patriotic Party (NPP) and former Tamale Metropolitan Chief Executive, Iddrisu Musah Superior, has called for the immediate removal of all the taxes President John Dramani Mahama and the National Democratic Congress (NDC) promised to scrap during the electioneering campaign.

In a statement on Monday, February 24, 2025, he insisted that the COVID-19 Levy, and the Betting Tax must be eliminated without delay.

“Betting Tax, COVID Levy and all the taxes Mahama and the NDC promised to scrap must go!” he stated.

Expressing his concerns, Musah Superior accused some pro-NDC groups of pretending to be financial experts while advocating for the retention of these taxes.

“We are aware that of some pro NDC, individuals and groups masquerading as finance experts, advocating that, some of the existing taxes must not be scrapped,” he noted.

He warned that any attempt to renege on the NDC’s manifesto commitments would be met with strong resistance.

“We are not some Paleolithic humans to be whipped into accepting this flapdoodle,” he declared, stressing that the public would not be deceived into accepting excuses for maintaining the taxes.

He further criticised what he described as a hesitant and indecisive approach to governance, pledging to remain vigilant.

Musah Superior also assured that he and others would closely monitor the administration’s actions, ensuring that John Dramani Mahama and the NDC fulfill their promises to Ghanaians.

“We will continue to keep watch on developments in this dithering government and hold the feet of the president to the fire,” he added.

In the run-up to the 2024 Election, John Mahama reiterated his vow to abolish both the Electronic Transaction Levy (E-Levy) and the tax on betting winnings if elected.

He criticised the E-Levy for not meeting its revenue targets and for imposing unnecessary financial strain on citizens.

Prophet Emmanuel Akwasi Boakye, popularly known as ‘Ogyaba,’ has recounted an incident in which a church member attempted to seduce him during a counselling session.

In a video shared on Instagram on February 24, 2025, Prophet Ogyaba, while preaching to a congregation, described how a woman came to him for prayers.

However, during the session, he discovered that she was not wearing panties.

He explained that the woman deliberately tried to tempt him by exposing herself when he laid hands on her.

“During one of my counselling sessions in Tarkwa, a lady came to me, and I realized she wasn’t wearing panties. When I asked her why, she told me that it was simply how they wore that particular dress. I had to rebuke her.

“As soon as I laid hands on her, she deliberately fell. When she fell to the ground, I looked and saw what she was exposing,” he recounted.

Prophet Ogyaba further admitted that the incident has stayed with him.

“Even now, I still have flashbacks of that day,” he added.

Young man suspected to be under the influence of drugs, dropped from trotro midway through journey

A young man traveling on a commercial bus in the Ashanti Region, suspected to be under the influence of drugs and extremely drowsy, was dropped from the vehicle midway through the journey by the driver’s mate and passengers.

According to the passengers, the young man took four tablets of Tramadol soon after boarding the vehicle, and in no time, he lost consciousness.

A video shared on the social media platform X, formerly Twitter, shows the young man, who was neatly dressed in a yellow T-shirt and blue and white shorts, seated at the back of the bus, fast asleep with his mouth open.

As the journey progressed, the occupants of the vehicle, who sounded very worried about his condition, decided that they had had enough of him and dropped him off along the way.

When he was removed from the bus and placed on the ground, the intoxicated young man could not stand on his feet, as he had lost his sense of balance due to the suspected drug intake.

Speaking in Parliament, the then Minister of Health, Kwaku Agyeman-Manu, disclosed that the Food and Drugs Authority (FDA) was placing more restrictions on the use and distribution of Tramadol by registering it as a controlled substance.

He stated that regular use of Tramadol, even under a physician’s supervision, may cause side effects such as dizziness, diarrhea, nausea, nervousness, slow heart rate, or weak pulse.

An overdose could lead to increased blood pressure, convulsions, memory loss, seizures, hallucinations, coma, or even death.

Additionally, taking Tramadol with other unprescribed drugs can cause dependence, liver disease, renal dysfunction, or respiratory complications.

Agyeman-Manu issued this caution in response to a question on the proliferation and abusive use of analgesics, including Tramadol, in some parts of the country.

Major Asia bank to cut 4,000 roles as AI replaces humans

Singapore’s biggest bank says it expects to cut 4,000 roles over the next three years as artificial intelligence (AI) takes on more work currently done by humans.

“The reduction in workforce will come from natural attrition as temporary and contract roles roll off over the next few years,” a DBS spokesperson told the BBC.

Permanent staff are not expected to be affected by the cuts. The bank’s outgoing chief executive Piyush Gupta also said it expects to create around 1,000 new AI-related jobs.

It makes DBS one of the first major banks to offer details on how AI will affect its operations.

The company did not say how many jobs would be cut in Singapore or which roles would be affected.

DBS currently has between 8,000 and 9,000 temporary and contract workers. The bank employs a total of around 41,000 people.

Last year, Mr Gupta said DBS had been working on AI for over a decade.

“We today deploy over 800 AI models across 350 use cases, and expect the measured economic impact of these to exceed S$1bn ($745m; £592m) in 2025,” he added.

Mr Gupta is set to leave the firm at the end of March. Current deputy chief executive Tan Su Shan will replace him.

The ongoing proliferation of AI technology has put its benefits and risks under the spotlight, with the International Monetary Fund (IMF) saying in 2024 that it is set to affect nearly 40% of all jobs worldwide.

The IMF’s managing director Kristalina Georgieva said that “in most scenarios, AI will likely worsen overall inequality”.

The governor of the Bank of England, Andrew Bailey, told the BBC last year that AI will not be a “mass destroyer of jobs” and human workers will learn to work with new technologies.

Mr Bailey said that while there are risks with AI, “there is great potential with it”.
