Gender Ministry terminates contracts of school feeding coordinators

The Ministry of Gender, Children, and Social Protection has terminated the contracts of all Regional and Zonal Coordinators under the Ghana School Feeding Programme (GSFP) with immediate effect.

No official reason was provided for the sudden termination.

In a statement issued on March 4, 2025, Gender Minister Dr. Agnes Naa Momo Lartey announced the decision, expressing gratitude to the affected coordinators for their service.

Part of the statement read, “Please be informed that the contracts of all Regional and Zonal Coordinators of the Ghana School Feeding Programme (GSFP) are hereby terminated with immediate effect.”

The affected staff have been instructed to report to the GSFP Secretariat to collect their termination letters and complete their handover processes.

The GSFP, a government initiative designed to provide free meals to schoolchildren to boost enrollment, attendance, and nutrition, has been a key social intervention programme in Ghana.

However, it has faced recurring challenges, including funding delays, allegations of corruption, and unpaid arrears to caterers.

Member of the National Democratic Congress (NDC) Communications Team, Awo Kekeli, has criticised the opposition New Patriotic Party (NPP) for what she describes as disruptive and desperate tactics just two months into the new government’s tenure.

She accused the NPP of deliberately making governance difficult for the ruling party, suggesting that if the roles were reversed, the opposition would have acted even more aggressively.

“I kept saying it in the last Parliament—if the NPP had been in opposition with a hung Parliament, this country would have been in chaos.

“And this is exactly what we are seeing with the micro minority that they are. They can’t even let us have peace!” she declared on Channel One TV, as monitored by MyNewsGh.

According to Awo Kekeli, while constructive criticism is essential in governance, the NPP’s approach lacks sincerity and is driven more by political desperation than a genuine commitment to national progress.

“We are not saying don’t criticize when you see things going wrong.

“Even without that, we wouldn’t know if we are making mistakes.

“But when you are just jumping the gun so early in our tenure and making baseless accusations, it’s a pity,” she remarked.

She further dismissed the NPP’s True State of the Nation Address, describing it as empty rhetoric with no real substance.

“I didn’t even bother watching their True State of the Nation Address because I knew nothing good was going to come out of it,” she concluded.

Last week, at a meeting with labor unions to discuss his government’s inadequate 10% upward adjustment of basic public salaries, President John Dramani Mahama caused a stir by launching scathing attacks on the economic management record of his predecessor. He accused the previous government of “criminally managing” Ghana’s economy.

Some analysts have described Mahama’s comments as unfounded and unpresidential. By calling Ghana’s economy a “crime scene” under the Akufo-Addo administration, he effectively branded the government and its officials—who managed the economy over the past eight years—as criminals.

Mahama’s remarks were clearly a deliberate ploy to discredit the economic management of the Akufo-Addo government while painting a grim economic picture to justify his meager and widely criticized 10% base pay increase.

While Mahama’s choice of words has been condemned, the setting in which he made these comments has also raised questions about his sincerity regarding Ghana’s economic management—both under his previous administration (2012-2016) and now.

For a man who has previously served as President and whose economic management record is well-documented, many have questioned his bold claims. Some have likened his accusations to “the pot calling the kettle black.”

The truth is that Mahama’s economic management during his first tenure was far worse than that of the Akufo-Addo government, which he now baselessly criticizes.

Considering Mahama’s unenviable economic management record, one wonders how he finds the audacity to condemn a government whose key economic indicators are demonstrably stronger.

Across nearly all key economic indicators, Mahama’s first administration posted poor numbers, exposing its inability to address Ghana’s economic challenges. This contributed to his humiliating record as the only sitting President in the Fourth Republic to lose an election.

Mahama’s persistent attempts to paint the Akufo-Addo government in a negative light, despite his own dismal record, leave many to draw three possible conclusions:

President Mahama, with all due respect, does not understand these key economic indicators and their comparative implications.

He believes Ghanaians have forgotten about his poor record eight years ago.

He is being misinformed or misled by his economic advisors.

Based on the available evidence, I strongly believe that Mahama is being misinformed by his economic aides. If he were fully aware of the poor economic indicators recorded under his leadership (2012-2016) and their devastating impact, he would not dare attack the comparatively better record of the Akufo-Addo administration.

 

11 Reasons Why President Mahama is Misinformed on Economic Data

 

  1. Economic Growth

Mahama’s poor economic management between 2012 and 2016 is reflected in Ghana’s stunted economic growth under his administration.

Despite not facing any major global economic crisis, his government oversaw a steady decline in GDP growth, culminating in a disappointing 3.4% growth rate when he left office in 2016.

Even worse, in 2015, Ghana’s GDP growth plummeted to 2.1%—the lowest in 32 years—despite the absence of external economic shocks.

In contrast, after inheriting Mahama’s 3.4% growth rate, the Akufo-Addo government steadily improved economic growth, achieving 6.51% in 2019 before the COVID-19 pandemic severely impacted the global economy.

While the pandemic caused Ghana’s growth rate to drop to 0.51% in 2020, the government quickly rebounded with a 5.08% growth rate in 2021. However, the Russia-Ukraine war in 2022 further affected global economies, leading to a slight decline in growth to 3.82% in 2022 and 2.95% in 2023.

Despite these crises, the Akufo-Addo government left office with a far better growth rate of 7.2%, significantly higher than Mahama’s final 3.4%.

  1. Per Capita Income

Per capita income measures a country’s standard of living by dividing national income by the population.

Under Mahama’s administration, Ghana’s per capita income stood at GHC 5,933 ($1,412) when he left office in 2016.

By contrast, the Akufo-Addo government, despite facing global economic crises, increased per capita income to GHC 24,544 ($2,066) by 2023.

  1. Agricultural Growth

Agriculture is a critical driver of Ghana’s economy. However, under Mahama’s leadership, the sector suffered, with growth declining to 2.8% by the time he left office.

The Akufo-Addo government, through initiatives like Planting for Food and Jobs, significantly improved agriculture growth, maintaining rates above Mahama’s record and reaching 5.7% by 2024.

Additionally, agriculture’s contribution to Ghana’s GDP under Akufo-Addo increased to 24.5%, compared to 18% under Mahama.

 

  1. Inflation Rate

Mahama handed over an inflation rate of 15.4%, after years of mismanagement.

The Akufo-Addo administration, however, consistently maintained inflation in the single digits, achieving a 19-year record low of 7.6% in 2019, before external shocks like COVID-19 and the Russia-Ukraine war led to global inflation spikes.

Even amid these crises, Ghana’s inflation rate was kept below 10% in 2021, significantly lower than Mahama’s best record of 11.19% in 2012.

  1. Exchange Rate Stability

Mahama left office with a weak Cedi at 4.2 per USD.

The Akufo-Addo government managed the currency well, keeping the exchange rate stable at 6.2 per USD for six years, before external shocks in 2022 led to depreciation.

Despite this, the government left office with the exchange rate at 14.6 per USD in January 2025, after stabilizing from external pressures.

  1. Industrial Growth

Mahama’s administration oversaw stagnation in industrial growth, exiting with a 3.31% growth rate.

Under Akufo-Addo, industry expanded significantly, achieving 8.9% growth by Q3 of 2024.

  1. Budget Deficit/GDP

Mahama left behind a 6.7% budget deficit, while the Akufo-Addo government improved it to 3.4% by Q3 of 2024.

  1. Trade Balance

Under Mahama, Ghana had a negative trade balance of -4%.

By Q3 of 2024, Akufo-Addo’s government had transformed this into a 3.0% positive trade balance, the best in 50 years.

  1. Primary Balance

Mahama left office with a primary balance of -1.31%, whereas Akufo-Addo improved it to 0.5% by Q3 of 2024.

  1. Current Account Balance

Mahama’s administration recorded a -7% current account balance, while Akufo-Addo improved it to 2.6% by Q3 of 2024.

  1. Gross International Reserves

Under Mahama, Ghana’s international reserves stood at $5.784 billion.

Despite global economic shocks, the Akufo-Addo government increased reserves to $8.982 billion.

 

Conclusion

Given these key economic indicators, one wonders on what basis President Mahama believes he managed the economy better.

How can he claim superior economic management when, under his watch, Ghana’s economy suffered severe setbacks, including power shortages, unpaid arrears, and a near collapse of basic services?

The facts are clear: Mahama’s bold attacks on the Akufo-Addo administration are based on misinformation. If any government’s economic management could be described as “criminal,” it would undoubtedly be Mahama’s first administration.

‘Death of JB Danquah at Nsawam a stain on our political history’ — NPP MP

The Member of Parliament of Atiwa West, Korkor Laurette Asante, has recounted the sad tragic death of Joseph Boakye Danquah at the Nsawam Prison in 1965 describing it as a stain on the political history of Ghana.

In a report by ghanaianstimes.com.gh on March 4, 2025, it said the legislator made the statement in the leadup to the 60th anniversary celebration of the passing of the late statesman.

“The lesson from JB Danquah’s sacrifice is one that must never be forgotten. Danquah died in prison as a political prisoner. He died for his ideas and beliefs. His tragic death in the dungeon of Nsawam Prison remains a stain on our political history,” she said.

Speaker of Parliament, Alban Bagbin, and notable parliamentarians like Afenyo-Markin, Haruna Iddrisu, among others, have eulogised the philosopher and legal luminary, highlighting his immense contribution towards Ghana’s democratic governance.

JB Danquah died on February 4, 1965, of a heart attack while in detention at the Nsawam Prison.

He was a politician in pre and post-colonial Ghana.

He was a prominent member of the pro-independence United Gold Coast Convention (UGCC), founded by George Alfred Paa Grant.

Other members of the group otherwise known as the ‘Big Six’ are Robert Benjamin Blay, R. A. Awoonor-Williams, Edward Akufo-Addo, Emmanuel Obetsebi-Lamptey, and Dr Kwame Nkrumah, who was invited to be the party’s general secretary.

The Minority Leader, Alexander Kwamina Afenyo-Markin, has expressed regret over rejecting a proposal from the Speaker of Parliament during the process of enacting new Standing Orders for the House.

Speaking on the floor of Parliament on March 4, 2025, the Minority Leader, Alexander Afenyo-Markin, disclosed that the Speaker had proposed that the Minority Leader be appointed as the Chairman of the Appointments Committee of Parliament during the time when the New Patriotic Party held the Majority.

According to Afenyo-Markin, the proposal was strongly rejected by his caucus, who felt that having the Minority Leader chair the committee would not be in their best interest.

“Mr. Speaker, I have a confession to make and I’m not worried about how the media will take it. We make mistakes and when we realise that this was a mistake, we admit. I recall when we were enacting these new Standing Orders, a proposal came from you that the Minority Leader should chair the Appointments Committee.

“Mr. Speaker, we disagreed with you. We were on the Majority front bench because I felt like, hey, if the Minority Leader is going to chair the Appointment Committee, what will be our fate? Speaker, today I can tell you that you were looking in the beyond,” Afenyo-Markin stated.

Afenyo-Markin, who is also the Member of Parliament of Effutu, admitted his mistakes, acknowledging that he and his colleagues at the time when they were in the Majority, made a poor judgment.

He said that they failed to consider how their decisions might later come back to affect them and how valuable the proposal was in upholding the country’s democracy.

“Sometimes, we disagree, but where on an occasion like this, I feel strongly that the point we were making at the time held a lot of value and still holds value for our democracy, I must admit I won’t shy away from it when I’m wrong,” he said.

Afenyo-Markin went on to caution the current Majority Caucus of the National Democratic Congress (NDC) not to be blinded by their newfound power and the excitement of holding the Majority status, urging them not to repeat the mistakes they made when they were in that position.

“So, Mr. Speaker, the joy of being in the Majority should not suddenly make the leader of this House forget that there is a side to be protected and a side to be heard,” he concluded.

Afenyo-Markin made this statement in response to a proposal by the Majority Leader, Mahama Ayariga, regarding the need for a debate quota in the chamber that would favor the Majority.

Renowned policy analyst and Vice President of IMANI Africa, Bright Simons, presented a critical assessment of the costs and benefits of Ghana’s National Cathedral project during a speech to the Project Management Institute (Ghana Chapter) in Accra on February 28, 2025.

During his presentation, Simons projected that the controversial project would have cost the country at least $1.2 billion, while generating less than $100 million in economic benefits over its projected lifespan.

He showed from his analysis that the Cathedral project raises serious concerns about its financial viability, which has been mired in controversy since its inception.

Even though supporters have often argued that critics focus only on the costs without considering the returns on investment, Simons emphasised that any potential benefits would be negligible compared to the heavily underestimated costs.

Simons further detailed the methodology behind his cost-benefit analysis, stressing that his projections were based on realistic assessments of all likely expenditures and potential benefits, not just direct monetary revenues.

He also questioned the rationale behind investing such a vast sum in a project that, according to his calculations, would burden Ghana with further losses and liabilities even after the hefty upfront investment.

Simons expressed disappointment that, despite the intense public interest surrounding the project, “even a basic Cost-Benefit Analysis (CBA) was never conducted.”

He argued that beyond the governance, procurement, and accountability issues, the project was also a massive financial liability.

Bright Simons during his presentation showed that supporters of the project have over the years grossly overestimated potential revenue, falsely claiming that visitor numbers and payments would exceed those of some of the world’s most iconic historical cathedrals, such as Canterbury and St. Paul’s, which have taken more than a decade to generate significant earnings.

Simons also reminded the audience that other large state-owned event-hosting facilities, such as the National Theatre and the Accra International Conference Center, have struggled for years to generate enough revenue even for basic maintenance and have had to rely on state subsidies to stay afloat.

His latest findings add to widespread public skepticism over the rationale for completing the discredited and stalled project, even as the nation awaits a forensic audit into wasted funds, a probe promised by the President John Dramani.

So far, over $58 million has been paid to architects and contractors, yet there is little to show for it. Additionally, debts remain outstanding to contractors and individuals whose properties were demolished to make way for the ill-fated project.

The National Cathedral project, championed by the erstwhile Nana Addo Dankwa Akufo-Addo government, was intended to serve as a national symbol of faith and unity.

However, it has faced intense scrutiny over funding transparency, procurement abuses, public deception, stalled construction, and concerns about long-term sustainability.

‘Akufo-Addo’s excellent management of COVID-19 secured election 2020 victory’ – John Boadu

Former General Secretary of the New Patriotic Party (NPP), John Boadu, has praised the former President Nana Akufo-Addo for his exceptional management of the COVID-19 pandemic, attributing much of the country’s ability to navigate the crisis to his leadership.

Speaking on Asempa FM’s Ekosii Sen show on Wednesday, March 5, Mr Boadu acknowledged the decrease in the number of seats held by the party in Parliament, but emphasised that NPP members had performed admirably in the face of difficult circumstances.

He pointed out that, despite the challenges posed by the election, the NPP had done well, stressing that the party’s performance was remarkable given that many sitting governments didn’t win elections in 2020.

He noted that if there had been any hardships experienced by the people, it was the responsibility of the government to address them.

“Even though our parliamentary number reduced, our party members did extremely well during the 2020 elections,”Mr Boadu stated.

He further mentioned “Ask yourself why there was no sitting government’s party that won the election during the 2020 election, and if there were any hardship, it was the government that is to be blamed.”

He also attributed the NPP’s success to the effective handling of the COVID-19 pandemic under the leadership of President Nana Addo Dankwa Akufo-Addo.

Mr Boadu credited President Akufo-Addo for managing the public health crisis excellently, which he believes played a significant role in maintaining the confidence of voters in 2020.

“We were also lucky because Nana Addo Dankwa Akufo-Addo managed the COVID situation excellently,” Mr Boadu added, emphasising that the government’s handling of the pandemic helped the NPP retain substantial support among the electorate.

BoG HQ: $230m paid to contractor, $31.8m outstanding

The Governor of the Bank of Ghana, Dr Johnson Asiama, has provided an update on the financial status of the Bank’s headquarters project.

Addressing Parliament, Dr Asiama disclosed that as of February 2025, a total of approximately $230 million had been paid towards the construction of the new Bank of Ghana headquarters.

However, an outstanding balance of $31.8 million still needs to be paid to the contractor to complete the project.

Dr Asiama also highlighted that a significant amount of $48.3 million had been paid in taxes and levies related to the construction. This figure underscores the extensive financial commitments associated with the project.

In his address, Dr Asiama emphasised that the expenses go beyond the core building. Separate contracts were awarded for various infrastructural components essential to the headquarters. These include ICT systems and network infrastructure, which were awarded at a cost of $8.6 million.

Additionally, integrated electronic systems were contracted at a cost of $15.8 million, while furniture and furnishings were awarded at $11.1 million.

“Mr Speaker as of February this year a total of $230 million approximately has been paid towards the project with an outstanding balance of $31.8million to be paid to the contractor. Mr Speaker, a total of $48.3million has been paid in taxes and levies that were related to the construction.

“Mr Speaker beyond the core building separate contracts were awarded for other infrastructure. This include ICT systems and network infrastructure which was awarded at a cost of $8.6million integrated electronic systems which was also awarded at a cost of $15.8m and furniture and furnishings that was also awarded at $11.1million.”

Calls for enforcement of regulatory frameworks heightened as illegal fishing activities escalate

Illegal fishing activities along Ghana’s coast have in recent times reached an alarming rate, a factor contributing largely to the wanton depletion of the fish stock.

The operations of Chinese vessels, especially Pair-Trawlers are also increasing the situation, raising concerns about the commitment of relevant institutions in enforcing fishing laws and regulatory frameworks.

Against this backdrop, a group of fishers calling itself the Concerned Net Owners Association, which operates at the Denu Landing Beach in the Ketu South Municipality of the Volta region has raised critical concerns about the dominant practice, calling on the Ministry of Fisheries and Aqua Culture Development (MoFAD) to urgently step in to curb the devastating practice.

In a petition addressed to the sector minister and copied to relevant institutions, the group pointed accusing fingers at their counterparts at Adina, a major fishing community in the Municipality who according to them were deeply involved in the use of Poly nets for their activities (which importation and use was banned since 1994, by the then Jerry Rawlings led administration.

“Adina, for example, has over 300 Poly nets operating at that landing beach alone – Meanwhile, the approved measurement of Poly nets required for weaving our nets is just 50 yards – nowadays, you could count up to 500 yards from beginning to the end of the fishing nets,” lamented Francis Kofi Bedzo, leader of the group, who doubles as the Volta Regional Organizer of the Canoe and Fishing Gear Owners Association of Ghana (CaFGOAG).

One major issue the group raised, is the issue of light fishing, which they also vehemently criticized, accusing chief fishermen along the landing beaches of conniving with strange canoes and allowing them to engage in the practice with impunity.

According to the group, some individuals, also fishers are quick to apprehend some locals, even attacking them at sea at the behest of the District Chief Fisherman for engaging in similar methods, sometimes leading to the distraction of fishing gear, running into tens of thousands of Ghana cedis and bodily injury to the fishers, necessitating calls for prompt intervention from the authorities to stem the tide and for peace to prevail going forward.

In a related development, the group has also petitioned the National Premix Secretariat to investigate the arbitrary formation of Premix fuel committees at the various landing beaches along the coast. The group claimed that the formation of the new landing beach committee for Denu was done by individuals purporting to be members of the National Democratic Congress (NDC) who without consultations with the Community Based Fisheries Management Committee (CBFMC) and fisher associations and other interest groups, selected individuals who were not engaged in any fishing activities or were not affiliated to any fisher groups to hold positions on the newly formed committee.

They are therefore calling on the National Premix Coordinator to cause the immediate dissolution of the said committee and call for a consultative meeting with all parties where qualified persons, vexed in the business of fishing will be selected to manage premix operations so as to ensure that the purpose of the committee was not defeated.
